FPT Signs Three Strategic Cooperation Agreements with Hanoi Following the Announcement of the Capital’s 100-Year Master Plan

Hanoi, June 29, 2026 – At the Conference on the Announcement of Hanoi Capital’s 100-Year Master Plan and the 2026 Investment Promotion Program, FPT signed three strategic cooperation agreements with the Hanoi People's Committee and key partners to accelerate digital transformation, advance quantum technology development, and develop the Digital Technology and Mixed-Use Park ecosystem in Tay Tuu and Phu Dien wards.

Speaking at the event, Mr. Truong Gia Binh, Chairman of FPT Corporation, outlined five commitments through which FPT will support Hanoi in realizing its century-long development vision.

Three strategic partnerships to advance Hanoi’s development vision

In alignment with the Capital Master Plan, FPT signed three major cooperation agreements to help implement the city's strategic development priorities.

The first agreement, signed by FPT, the Hanoi People's Committee, Vietnam National University, Hanoi (VNU Hanoi), and the Vietnam Academy of Science and Technology (VAST), focuses on developing Hanoi's quantum technology ecosystem. The partners will jointly formulate Hanoi's quantum technology development strategy, strengthen research infrastructure, develop talent, expand international cooperation, and promote quantum research and applications, with the goal of positioning Hanoi as a leading quantum research, education, and application hub in Vietnam and the region.

The second agreement, signed between FPT and the Hanoi Department of Science and Technology, establishes cooperation to develop the Digital Technology and Mixed-Use Park ecosystem in Tay Tuu and Phu Dien wards while attracting investment to the project. The collaboration covers strategic technologies including artificial intelligence (AI), semiconductors, data, cloud computing, cybersecurity, and quantum technology, while also connecting domestic and international enterprises, experts, and investors.

The third agreement is a Memorandum of Understanding between FPT and the Hanoi People's Committee covering the period 2026–2030, aimed at accelerating the city's comprehensive digital transformation. The cooperation focuses on developing digital government, digital economy, digital society, and digital citizens through AI, data, and cloud platforms, while promoting AI literacy, digital skills development, enterprise digital transformation, and smart city initiatives.

These three agreements demonstrate FPT's commitment to supporting Hanoi in realizing its 100-year development vision through science, technology, and innovation. Leveraging extensive experience in large-scale digital transformation and expertise in strategic technologies such as AI, semiconductors, cloud computing, and quantum technology, FPT will continue contributing to Hanoi's ambition of becoming a leading regional innovation and smart city hub.

Mr. Nguyen Van Khoa, Chief Executive Officer of FPT Corporation, received recognition on behalf of participating enterprises for their contributions to Hanoi's development.

Five commitments to Hanoi's future

During the conference, Mr. Truong Gia Binh, speaking as a representative of Vietnam's technology sector, expressed his admiration for Hanoi's long-term vision, noting that it was the first time he had seen a 100-year master plan presented with such clarity, ambition, and strategic depth.

"A nation that looks beyond the past toward a brighter future deserves a capital that embodies the aspiration of Thang Long—the Soaring Dragon—a symbol of the Vietnamese spirit of reaching higher and realizing the dreams of generations to come," Mr. Binh said. "I have never seen anywhere else a century-long vision for a capital city presented in such a concrete, comprehensive, and inspiring way." 

Reflecting on FPT's 38-year journey, Mr. Binh recalled that the company started in a 14-square-meter garage office, with no capital—only determination and aspiration. From those humble beginnings, FPT has grown into a global technology corporation. According to Mr. Binh, this success has been made possible thanks to the strong support of Vietnam's Party and State leadership.

Having been entrusted by Hanoi to develop the Digital Technology and Mixed-Use Park in Tay Tuu and Phu Dien wards, Mr. Binh emphasized that the project represents not a reward, but a responsibility for FPT.

He also announced five commitments to Hanoi.

First, the Digital Technology and Mixed-Use Park will serve as a talent incubator, attracting students, researchers, scientists, and technology experts while becoming a destination for Vietnamese talent worldwide and international specialists.

Second, FPT will develop the park into a living showcase of strategic technologies, including AI, semiconductors, cybersecurity, quantum technology, robotics, and unmanned aerial vehicles (UAVs). The company will also build an open innovation ecosystem through partnerships with global technology companies, universities, research institutes, and Vietnamese enterprises. "We will work together with domestic and international partners to achieve ambitious goals, transforming the Digital Technology and Mixed-Use Park into a 'garden of happiness'—a place where people can study, conduct research, work, and enjoy life in a modern environment," Mr. Binh said.

Concluding his remarks, Mr. Binh reaffirmed FPT's commitment to fulfilling its promises to Hanoi by helping transform the Digital Technology and Mixed-Use Park into a symbol of innovation and technology, supporting the capital's development in a new era while expressing FPT's gratitude to Vietnam.
