Quang Ninh, October 30, 2026 – At Vietnam International Digital Week 2026, experts from FPT Corporation shared insights into AI governance, introduced technology solutions, and proposed partnerships with Japanese enterprises to develop and deploy AI in Vietnam. FPT also highlighted experience in implementing trust services in Vietnam and proposed directions for developing an interoperable digital trust ecosystem that supports cross-border connectivity.

Hosted by the Ministry of Science and Technology, Vietnam International Digital Week 2026 took place from October 28 to 30 in Quang Ninh Province, bringing together approximately 500 domestic and international delegates under the theme “Smart Connectivity: AI Governance, Driving AI Transformation.”

The event welcomed leaders from government ministries and agencies, representatives of ASEAN regulatory authorities, international partners, organizations, and technology enterprises. FPT's participation provided an opportunity to share practical experience, showcase technological capabilities, and strengthen international cooperation in AI development and adoption in Vietnam.

On October 29, FPT participated in two international workshops: the Vietnam–Japan Workshop on the Hiroshima AI Process and the International Workshop on Cross-Border Trust Services: Establishing Digital Trust Infrastructure in the AI Era.

At the first workshop, FPT shared experience in enterprise AI governance, introduced CASANOS, an AI operating framework developed by FPT, and proposed partnerships with Japanese enterprises to deliver AI solutions tailored to Vietnam's needs, particularly in the public sector.

At the second workshop, FPT presented experience in deploying trust services, including digital signatures, electronic identification, electronic contracts, and electronic invoices. These technologies help verify identities, ensure data integrity, and support legally valid transactions in digital environments.

Both discussions addressed essential requirements for the responsible adoption of AI across different areas of society. FPT experts emphasized that technology must operate within secure governance frameworks, with appropriate risk controls and clearly defined accountability for all parties involved.

Advancing Vietnam–Japan Cooperation in Safe and Trustworthy AI

At the Vietnam–Japan Workshop on the Hiroshima AI Process, Mr. Vu Minh Phong, Director of FPT CASANOS, and Ms. Tran Vu Ha Minh from FPT's AI Transformation Office (FAIX), represented FPT Corporation in sharing experience in enterprise AI governance, introducing the CASANOS operating framework, and proposing cooperation with Japanese enterprises to develop and deploy AI solutions in Vietnam.

Mr. Vu Minh Phong, Director of FPT CASANOS, and Ms. Tran Vu Ha Minh from FPT's AI Transformation Office (FAIX), represent FPT Corporation in sharing insights into enterprise AI governance.

According to the FPT representatives, integrating AI into business operations requires clear policies governing technology use, data protection, accountability, and risk management.

FPT has established an AI governance system built around four pillars:

1. AI Policy & Ethical Guidelines: Establishing policies and ethical principles for AI use.

2. Roles, Responsibilities & Training: Defining roles and responsibilities while providing appropriate workforce training.

3. Responsible AI Development Lifecycle: Embedding responsible AI practices throughout development.

4. Audit & Continuous Monitoring: Maintaining ongoing oversight, auditing, and monitoring of AI systems.

FPT has issued internal AI policies and regulations aligned with OECD principles and obtained ISO/IEC 42001 certification for AI management systems in 2025.

FPT also implements controls to protect data, manage AI model usage, and monitor system activities.

At the workshop, FPT introduced CASANOS, an operating framework designed to enable collaboration between human employees and digital workers.

Under this model, digital workers are AI systems assigned tasks within clearly defined roles, scopes, and authorization levels. Human employees remain responsible for assigning tasks, reviewing results, approving actions, and intervening when necessary.

CASANOS aims to integrate AI into enterprise operations through standardized workflows supported by monitoring and control mechanisms.

Beyond technology, FPT proposed serving as a Local Integration and Delivery Partner for Japanese enterprises entering the Vietnamese market.

Drawing on experience working with Japanese partners, knowledge of the Vietnamese market, and system integration capabilities, FPT can support technology localization, connect solutions with existing infrastructure and business processes, and address AI governance and regulatory compliance requirements.

In particular, for the public sector, FPT proposed connecting Japanese enterprises' technologies, AI platforms, and expertise with the practical needs of Vietnamese government agencies.

The objective is to develop solutions suited to local requirements, with the ability to support implementation and long-term operations.

Building a Digital Trust Ecosystem in the AI Era

At the international workshop on building a digital trust ecosystem in the AI era, Mr. Le Viet Cuong, Director of the Digital Signature Certification Services Center at FPT IS, FPT Corporation, delivered a presentation titled “Trusted Services in Action: Building Viet Nam's Trusted Digital Ecosystem.”

His presentation highlighted practical experience in implementing trust services in Vietnam, emerging challenges, and proposed directions for developing a trusted digital ecosystem.

An FPT representative discusses key considerations for developing cross-border trust services, drawing on practical implementation experience in Vietnam.

Mr. Le Viet Cuong explained the role of trust services in ensuring the security and legal validity of digital transactions through applications such as electronic Know Your Customer (eKYC), electronic contracts, and electronic invoices across public services, taxation, banking, and enterprise operations.

Integrating these individual services into a unified ecosystem would enable transactions to be authenticated consistently across multiple platforms.

To develop such an ecosystem, the FPT representative identified several priorities, including updating regulations to keep pace with technological advances, harmonizing technical standards, strengthening data protection, and improving coordination among stakeholders.

Mr. Cuong also proposed promoting cross-border recognition of trust services, improving interoperability between systems, and expanding affordable cloud-based digital signing services to make these technologies more accessible to businesses and citizens.

In Vietnam, FPT has deployed related solutions across public services, taxation, banking, finance, and enterprise operations.

Digital signatures enable individuals and businesses to complete administrative procedures online. Electronic contracts shorten signing processes, while eKYC supports remote account opening and digital transactions.

Drawing on this experience, the FPT representative emphasized the need to connect trust services into a unified system covering identity verification, contract signing, payments, transaction storage, and verification.

The development of AI also introduces new challenges related to personal data protection, identity fraud prevention, and verification of digital content authenticity and provenance.

FPT proposed greater adoption of common technical standards, system integration through open interfaces, and mutual recognition of trust services between countries.

These measures are intended to strengthen electronic transaction security and support cross-border digital cooperation.

FPT participates in the International Workshop on Cross-Border Trust Services: Establishing Digital Trust Infrastructure in the AI Era, held as part of Vietnam International Digital Week 2026.

FPT's participation in Vietnam International Digital Week 2026 in Quang Ninh builds on the longstanding cooperation between FPT and the province in information technology, administrative reform, and digital transformation.

Since 2013, FPT has worked with Quang Ninh to implement an e-government model.

In 2025, as the province transitioned to a two-tier local government model, FPT continued contributing to the development of technology systems supporting the province's single-tier Public Administrative Service Center system.

Also in 2025, Quang Ninh provincial leaders and FPT held further discussions on cooperation in digital government, the digital economy, digital society, and workforce development.

FPT proposed working alongside the province to build a streamlined digital government system, strengthen data connectivity, and explore the application of emerging technologies in public administration and governance.

At Vietnam International Digital Week 2026, FPT's contributions on AI governance, trust services, and international technology cooperation also reflected the priorities facing local authorities in their digital transformation journeys.

FPT remains committed to combining domestic implementation experience with international technology and expertise, working alongside ministries, government agencies, and local authorities, including Quang Ninh, to develop technology solutions that serve public administration, businesses, and citizens.
