On August 13, 2026, FPT Corporation and Mila, a world-leading artificial intelligence (AI) research institute based in Quebec, Canada, signed a cooperation agreement on AI research, high-quality talent development, and knowledge transfer. Deputy Prime Minister Mr. Ho Quoc Dung expressed his expectation that the partnership would contribute practical solutions to some of Vietnam’s major challenges, create value for society, and enable the country to participate more proactively in global value chains and contribute to shaping global AI governance standards.
The signing ceremony was attended by Deputy Prime Minister Mr. Ho Quoc Dung; Deputy Minister of Science and Technology Mr. Hoang Minh; Ms. Emilie Carrier, Chargé d’Affaires a.i. of the Embassy of Canada to Vietnam; Mr. Frederic Laurin, Senior Director at Mila – Quebec AI Institute; and representatives from domestic and international agencies, organizations, and partners.
Deputy Prime Minister Mr. Ho Quoc Dung speaks at the event.Speaking at the event, Deputy Prime Minister Mr. Ho Quoc Dung emphasized that Resolution No. 57-NQ/TW identifies science, technology, innovation, and digital transformation as key drivers of national development, with AI among the strategic technologies Vietnam needs to prioritize and progressively master.
The Government is translating this direction into a range of major policies, including Decree No. 142/2026/ND-CP on the implementation of the Law on Artificial Intelligence; Decision No. 804/QD-TTg on data for AI development; Decision No. 33/2026/QD-TTg on high-risk AI systems; Decision No. 1528/QD-TTg on AI workforce development; and Decision No. 21/2026/QD-TTg on strategic technologies.
At the same time, the Government is directing the development of a new-phase National Strategy on Artificial Intelligence and a National AI Transformation Strategy (AIX) to further strengthen Vietnam’s approach to AI development, adoption, and governance.
Against this backdrop, the Deputy Prime Minister said the continued expansion of cooperation between FPT and Mila is well aligned with Vietnam’s AI development priorities. He recognized the achievements of the partnership over the past six years and expressed his expectation that it would deliver practical solutions to the country’s major challenges, generate tangible value for society, and enable Vietnam to participate more proactively in global value chains while contributing to the development of global AI governance standards.
The signing ceremony between FPT and Mila.The partnership between FPT and Mila began in 2020, when FPT became Mila’s first strategic partner in Southeast Asia for AI research and initiatives promoting responsible AI.
Over the past six years, the partnership has delivered notable results, including 162 scientific publications, of which 126 were published at leading international conferences and journals, as well as the training of 80 young researchers and the acceptance of five patents.
Looking ahead, the Deputy Prime Minister called on FPT and Mila to focus their cooperation on four key priorities.
First, practical outcomes should be the ultimate measure of success. The partnership should make a stronger shift from pure research toward measurable results, ranging from core technologies and patents to commercially viable solutions. Research initiatives should originate from and directly address the needs of markets, businesses, and society.
Second, high-quality talent should remain at the core of the partnership. The two sides should accelerate the training and development of highly skilled AI experts and engineers while creating greater opportunities for young Vietnamese scientists and talents to participate in global research projects and programs and directly contribute to solving major national challenges.
Third, AI should be developed in a safe, trustworthy, and responsible manner. Transparency, data security, and system safety should be treated as fundamental requirements from the design stage. FPT and Mila should take a pioneering role in contributing to and shaping AI governance frameworks and standards that align with international practices while remaining appropriate to Vietnam’s circumstances.
Fourth, the partnership should expand into a broader ecosystem capable of creating wider impact. The Deputy Prime Minister encouraged stronger collaboration among the Government, research institutes, and enterprises, with resources prioritized toward addressing key challenges in manufacturing, healthcare, education, and digital infrastructure. Solutions that demonstrate practical effectiveness should then be scaled more broadly.
In the new phase of their partnership, FPT and Mila will expand research into advanced AI fields, including foundation models, agentic AI, physical AI, and AI for safety and cybersecurity, while strengthening researcher exchanges, training, and knowledge transfer.
The two sides aim to develop technologies with both strong scientific value and high potential for practical application, bringing research outcomes into real-world use cases across the public and private sectors. They will also expand collaboration with universities, research institutes, and the broader innovation ecosystem.

Mr. Khoa emphasized: “FPT is committed to taking action to help build a Vietnam with strong technological capabilities and greater technological self-reliance. Our research will always be grounded in real-world needs, with a focus on delivering tangible outcomes and products that help address national challenges. At the same time, we will contribute to developing high-quality talent and create opportunities for young scientists to grow.”

Immediately following the signing ceremony, FPT and Mila will establish a joint working group to identify priority research areas, develop an implementation roadmap, and organize researcher exchange, training, and knowledge transfer programs.
The working group will also provide a mechanism for translating the four areas of cooperation into concrete programs and measurable outcomes, moving beyond broad cooperation objectives.
