Hanoi, August 13, 2026 – Speaking at the forum “Partnering with Vietnam to Realize Its Ambitions in Semiconductor, Artificial Intelligence (AI), and Innovation Development,” Mr. Nguyen Van Khoa, CEO of FPT Corporation, said that semiconductor development should begin with the market: whether a product can be sold, who its customers are, and how much value Vietnam can retain.
The forum was attended by former Deputy Prime Minister Mr. Nguyen Chi Dung and brought together representatives from the Ministry of Science and Technology, the National Innovation Center (NIC), the U.S. Embassy in Vietnam, research institutes, universities, and technology companies. Discussions focused on Vietnam’s priorities in semiconductors, AI, and innovation, as well as the need for measurement equipment, materials analysis capabilities, and shared laboratory models. As part of the event, NIC and Thermo Fisher Scientific, a global leader in life sciences technologies, signed a Memorandum of Understanding (MoU).

Speaking at the event, former Deputy Prime Minister Mr. Nguyen Chi Dung outlined Vietnam’s strategic objectives in semiconductors, AI, and innovation, as well as the role of major technology corporations in helping the country deepen its participation in global value chains.
He also called on NIC and Thermo Fisher Scientific to further translate their partnership into concrete initiatives, connecting international resources and technologies to develop shared research and testing infrastructure that can support domestic enterprises, research institutes, and educational institutions.
From a business perspective, Mr. Nguyen Van Khoa, CEO of FPT Corporation, noted that every stage of the semiconductor value chain has its own market and customer base, from design and testing to measurement and workforce development. Therefore, the challenge is not simply to produce a chip, but to clearly identify the customers and markets for each product and service.
The global market presents opportunities for Vietnam to participate more deeply in international supply chains. At the same time, Vietnam’s domestic market of more than 100 million people, coupled with the growth of data centers, electronic devices, IoT, and other strategic technologies, is creating increasing demand for semiconductor products and services.
“No single company can cover the entire semiconductor value chain, and Vietnam does not need to do everything either. What matters is identifying which stages Vietnam should master, where it has a competitive business advantage and can generate profits, and where Vietnamese companies should collaborate with major global partners,” Mr. Khoa said.
At the corporate level, FPT follows a “Market – Product – Technology – Infrastructure – People” approach. Mr. Khoa said FPT selected power management chips as its first semiconductor product because they are essential components in a wide range of electronic devices and align with the company’s current capabilities. For more advanced technologies, FPT is focusing on research and talent development to build long-term capabilities.

Another key focus of Mr. Khoa’s remarks was shared infrastructure. According to FPT, semiconductor research, measurement, and testing equipment requires significant investment, while technologies evolve rapidly and operating costs remain high. As a result, investment should be coordinated rather than fragmented.
FPT proposed developing a national shared semiconductor infrastructure network, connected with NIC’s existing capabilities, where enterprises, universities, research institutes, and partners can jointly access and utilize resources.
FPT also proposed exploring opportunities with NIC and Thermo Fisher Scientific to jointly invest in shared laboratories focusing on failure analysis and control, evaluation of new products and chips, and reverse engineering—the process of analyzing the structure and functions of a chip or product to understand how it works and assess technical, safety, and security factors.
According to FPT, the effectiveness of such laboratories should be measured by the number of enterprises using them, the number of projects implemented, the number of products developed, and, most importantly, the number of products successfully commercialized and generating revenue.
In the longer term, FPT expects Vietnam’s testing and evaluation capabilities to meet international standards, enabling the country not only to serve domestic enterprises but also to provide testing services to international customers.
Semiconductors are among FPT’s strategic technology priorities. The Corporation began investing in integrated circuit design several years ago and has since launched eight lines of power management chips designed by Vietnamese engineers. In December 2025, FPT exported its first commercial batch of “Make in Vietnam” power management chips to Japan.
On January 28, 2026, FPT announced the establishment of an advanced semiconductor testing and packaging facility in Bac Ninh, expanding its capabilities from chip design into testing and packaging.
In parallel, FPT is actively developing semiconductor talent through college- and university-level education as well as international partnerships, with the goal of training 10,000 semiconductor professionals by 2030.
