The Ho Chi Minh City Tax Department recently launched an AI-powered call center and integrated tax information into digital payment platforms, enabling taxpayers to access information more quickly, accurately, and securely. As part of the event, FPT was among the organizations signing a Memorandum of Understanding (MoU) with the Ho Chi Minh City Tax Department to expand cooperation in AI and comprehensive technology applications, with the aim of enhancing tax administration, taxpayer engagement, and public services.

The launch ceremony brought together representatives from central and municipal authorities, tax agencies, technology companies, banks, digital payment platforms, the business community, industry associations, local tax offices, and media organizations.

During the event, the Ho Chi Minh City Tax Department introduced the system’s operating model, conducted a live demonstration of the AI solution, and officially activated the platform for pilot deployment. The event was also connected to 29 local tax offices across the city.

As Ho Chi Minh City’s economy continues to expand, so does the number of taxpayers and the volume of data managed by the tax authority. This has made digital transformation and innovation in tax administration increasingly critical.

Against this backdrop, the Ho Chi Minh City Tax Department is accelerating the use of data, artificial intelligence (AI), and digital technologies to develop a modern and intelligent tax administration model that optimizes resources, uses data and technology as its foundation, and places citizens at the center of public service delivery.

Speaking at the event, Mr. Doan Minh Dung, Head of the Ho Chi Minh City Tax Department, emphasized: “Technology can transform the way we operate, but it is dedication, commitment, and partnership that ultimately build lasting trust.”

According to Mr. Dung, this principle also guides the Ho Chi Minh City Tax Department’s efforts to introduce emerging technologies into tax administration in a systematic, transparent, and professional manner. The deployment of the AI-powered call center represents a concrete step in this transformation.

The AI-powered call center is capable of providing tax information quickly and promptly based on predefined scenarios and verified datasets. It can also automate selected activities, including tax debt reminders, notifications of temporary exit suspension, and reminders to fulfill tax obligations.

At the same time, providing taxpayers with an official communication channel from the tax authority can help citizens and businesses identify and avoid online scams involving individuals impersonating tax authorities or tax officials.

Automating repetitive tasks is also expected to reduce part of the operational workload for tax officials, allowing them to devote more time to consultation, guidance, and specialized taxpayer support.

However, according to the Ho Chi Minh City Tax Department’s leadership, AI is intended to support people rather than replace them. The success of digital transformation will ultimately be measured by data quality, operational effectiveness, the dedication of tax officials, and the convenience and satisfaction experienced by taxpayers.

This direction is also aligned with the requirements of Tax Administration Law No. 108/2025/QH15, effective from July 1, 2026, which promotes digital transformation, business process automation, and the application of data and AI in tax administration.

Highlighting the practical need for these technologies, Mr. Nguyen Hoa Bac, Head of the Data Governance and Risk Management Division at the Ho Chi Minh City Tax Department, said the authority currently manages more than 350,000 enterprises, 650,000 household businesses, and over eight million individual taxpayers.

The scale of this taxpayer base has significantly increased demand for information and support, while traditional hotline channels face growing pressure on operational resources.

Approximately 85% of support requests involve relatively straightforward matters, such as looking up addresses, checking tax obligations, or reviewing outstanding tax liabilities, and can potentially be automated. This provided the basis for the Ho Chi Minh City Tax Department to deploy its AI-powered call center, initially focusing on tax debt reminders.

At the event, delegates and attendees experienced a live demonstrationof the system through automated calls from the AI-powered call center. Participants heard the AI conduct tax debt reminder calls, providing a clearer understanding of how the system operates and how official information from the tax authority is delivered to taxpayers.

During the ceremony, delegates witnessed the signing of Memoranda of Understanding between the Ho Chi Minh City Tax Department and technology partners, banks, and payment platforms, including FPT Corporation.

The cooperation between the Ho Chi Minh City Tax Department and FPT focuses on jointly researching and applying technologies to enhance tax administration capabilities and provide citizens and taxpayers with more convenient and efficient services.

Previously, in November 2025, the Ho Chi Minh City Tax Department and FPT Corporation signed a strategic cooperation agreement for the 2025–2026 period, focusing on technology applications to improve administrative efficiency and optimize internal operations.

Building on this partnership, FPT will continue to work alongside the Ho Chi Minh City Tax Department to bring technology initiatives from research and pilot stages into practical deployment. The collaboration aims to progressively strengthen data- and technology-driven tax administration and taxpayer services, contributing to the implementation of Resolution No. 57-NQ/TW.

Systems supporting the administration of different types of taxes, including personal income tax, have played an important role in modernizing Vietnam’s tax administration, enabling more effective use of large-scale data, enhancing transparency, and meeting increasingly sophisticated requirements in line with Government resolutions on digital infrastructure, digital government, and the digital economy.
