The series of activities marking Vietnam Cybersecurity Day 2026, themed “For a Humane Cyberspace for Everyone,” took place in Hanoi from August 14–16, bringing together government agencies, technology companies, experts, and the wider community to discuss solutions for protecting users in cyberspace. As part of the program, an FPT expert delivered a presentation, joined a panel discussion, and proposed a national simulation-based training platform designed to strengthen people’s practical response to digital scams. The proposal drew attention from delegates for its proactive approach to enhancing users’ ability to protect themselves online.
The workshop was one of the opening activities in the series marking Vietnam Cybersecurity Day 2026 under the theme “For a Humane Cyberspace for Everyone.” Held in Hanoi from August 14–16, the program featured exhibitions, technology demonstrations, expert workshops, art performances, and community activities aimed at promoting knowledge, skills, and solutions for building a safe, healthy, trustworthy, and humane cyberspace.

In his opening remarks, Senior Colonel Nguyen Hong Quan, Deputy Director of the Department of Cybersecurity and High-Tech Crime Prevention under the Ministry of Public Security, emphasized that while technology brings significant benefits, cybersecurity risks remain ever-present. Anyone, including cybersecurity and IT professionals, can become a victim through even a momentary lapse in vigilance. He noted that building a safe cyberspace where people are protected and interact with one another in a respectful and considerate manner is a shared responsibility of government agencies and service providers.
Sharing the view that people must be at the center of efforts to build a safer cyberspace, leading technology companies presented a range of practical perspectives on protecting users in the digital environment. Topics included safeguarding children, families, and businesses; strengthening technological and digital infrastructure sovereignty; identifying cyberattack methods; and leveraging community-generated data to combat online scams. Speakers highlighted the need to strengthen users’ ability to recognize, report, and respond to threats, while enhancing coordination among stakeholders.
FPT presented an approach focused on developing people’s practical ability to recognize and respond to scams, rather than simply providing information about how to identify them. Dr. Nguyen Thanh Binh, Global Cybersecurity Consultant at FPT IS, FPT Corporation, delivered a presentation titled “Understanding to Empathize, Learning to Stay Vigilant – FPT’s National Simulation-Based Training Platform to Strengthen Digital Scam Response Skills.” His presentation highlighted the gap between users’ awareness of scams and their actual responses when confronted with increasingly sophisticated high-tech fraud.
According to FPT, high-tech scams no longer exploit only technical vulnerabilities but increasingly target human psychology and instinctive behavioral weaknesses. Spear phishing attacks, for example, can leverage personal data to create highly personalized scenarios that exploit an individual’s fear, compassion, or curiosity. Meanwhile, conventional awareness training through news reports, communication campaigns, leaflets, and similar materials remains valuable but may not be sufficient to develop the reflexes people need when they encounter an actual scam. The continued prevalence and consequences of fraud in recent years demonstrate this gap.

FPT therefore proposed shifting from an “information delivery” approach to “practical response training” through a phishing simulation platform. Instead of merely reading about and memorizing warning signs, users would directly interact with simulated scam scenarios in a safe environment, helping them develop practical habits such as checking URLs, recognizing suspicious indicators, and reporting potential threats.
FPT describes this approach as a “digital vaccine.” Exposure to a small dose of simulated “antigens” can help users develop a form of “behavioral immunity.” Each time users receive a simulated phishing email or message and fall for it, they suffer no actual loss. Instead, they immediately receive training explaining the tactics that influenced them, reinforcing the lesson and showing them how to report fraudulent activity.
The goal is not only to help individuals proactively protect themselves, but also to turn every citizen into a “digital sensor” rather than a potential victim, contributing to an early-warning network by reporting suspicious signals to the system.
An FPT Global Cybersecurity Consultant shares details of the proposed model and implementation roadmap for a nationwide cybersecurity simulation-based training platform.
For nationwide deployment, FPT proposed a three-layer collaboration model involving government agencies, telecommunications operators/over-the-top (OTT) messaging service providers, and technology companies such as FPT, which already provides simulation-based cybersecurity training at the enterprise level.
Simulated scenarios could be delivered to specific target groups via SMS, email, or OTT platforms. Users would then be directed to an interactive environment where they could practice identifying risks, while data generated from their reporting behavior could be collected and used to enrich early-warning systems.
The proposed model would follow a roadmap from pilot implementation to broader deployment. The initial phase could focus on a specific group or locality, such as students at a university or residents of a particular ward, using realistic scenarios such as fake traffic fine notices or fraudulent warnings about locked bank accounts.
As the platform scales, it could adopt a multi-tenant architecture, allowing ministries, government agencies, and local authorities to independently manage campaigns while tailoring scenarios to different user groups, such as senior citizens or young people, based on the characteristics and capabilities of each locality or organization. FPT and its partners could provide the underlying technology and technical support.
FPT also proposed integrating AI to help the platform adapt more quickly to emerging scam tactics. Generative AI could automatically create real-time simulation scenarios based on new types of fraud reported by citizens, creating a feedback loop between real-world threat data and training activities. AI could also support the detection of deepfakes, including facial and voice impersonation.
According to FPT, a national simulation-based training platform could help shift cybersecurity education from awareness-based prevention to reflex-based defense, strengthening users’ ability to protect themselves against continuously evolving scam tactics. FPT affirmed its readiness to contribute technology capabilities, computing infrastructure, management systems, and a repository of simulation scenarios to support government agencies and organizations in developing the model while ensuring data security and privacy.

In addition to his presentation, Dr. Nguyen Thanh Binh participated in the panel discussion “Solutions to Strengthen User Protection in Cyberspace,” where delegates exchanged solutions, practical experience, and coordination mechanisms to improve protection against online threats.
Responding to a question about strengthening people’s ability to recognize and prevent digital scams, Dr. Binh proposed incorporating logical and critical thinking training into the national education curriculum as part of soft-skills education. He noted that such training could help strengthen thinking skills across all levels of education, nurturing a generation of citizens capable of analyzing and independently identifying both existing and emerging scam tactics, and making more informed decisions in cyberspace.
Through its presentation and participation in the panel discussion, FPT demonstrated its continued focus on developing cybersecurity capabilities and solutions, particularly those designed to protect users against increasingly sophisticated forms of digital fraud.
