FPT recently welcomed a delegation from Cambodia’s Ministry of Economy and Finance (MEF) for a visit and knowledge-sharing session on the development and operation of Vietnam’s National E-Procurement System (e-GP/VNEPS). The visit opens up opportunities for deeper cooperation between FPT and Cambodia in the digital transformation of public procurement.

The Cambodian delegation was led by H.E. Pen Thirong, Secretary of State at MEF and Deputy Secretary-General of the Public Financial Management Reform Steering Committee. The delegation also included representatives from MEF’s specialized departments, the Asian Development Bank (ADB), and the Public Procurement Management Agency under Vietnam’s Ministry of Finance.

The MEF delegation’s visit forms part of the Royal Government of Cambodia’s Public Procurement System Reform Strategy for 2019–2025, with a vision toward 2028. As Cambodia is in the early stages of designing an electronic procurement system, the delegation expressed particular interest in Vietnam’s successful model.

During the meeting, Ms. Tran Thi Dong Anh, Deputy Director of the National E-Procurement Center, reviewed the development of Vietnam’s e-GP system since 2009.

The current next-generation e-GP system is the result of collaboration under a public-private partnership (PPP) model involving the Vietnamese Government, FPT Corporation as the investor, and IDNES as the implementation partner. The system represents a major breakthrough, offering advanced features, integrated data connectivity across government agencies, and end-to-end digitalization of public procurement processes.

Speaking at the event, Mr. Do Son Giang, a representative of FPT’s leadership, affirmed:

“Drawing on our practical experience working alongside the Vietnamese Government to develop and gain full operational control of the e-GP system, FPT is ready to openly share lessons learned from real-world challenges, from system architecture design to end-to-end operational management. We hope today’s discussions will provide valuable insights for Cambodia and open up opportunities for deeper cooperation between the two sides in the future.”

During the in-depth discussion session, experts from FPT and IDNES presented the system’s technical architecture, approaches to transitioning from traditional procurement processes to an online environment, user support mechanisms, and stringent security monitoring procedures.

The Cambodian delegation showed particular interest in practical experience in incident response and maintaining the continuous stability of a nationwide system.

As part of the program, the delegation toured FPT Tower and visited FPT’s Network Operations Center (NOC) and Security Operations Center (SOC). FPT experts introduced the 24/7 monitoring model and stringent information security solutions designed to protect mission-critical technology systems.

Highly appreciating the insights shared by FPT, Secretary of State Pen Thirong emphasized that the discussions provided valuable and practical references for Cambodia.

Notably, during a subsequent meeting with Vietnam’s Ministry of Finance on October 6, chaired by Deputy Minister Tran Quoc Phuong, Secretary of State Pen Thirong recalled the successful cooperation between FPT and Cambodia on the Financial Management Information System (FMIS) project.

He expressed hope that Cambodia’s future e-GP system could be designed as a module directly integrated into the FMIS system implemented by FPT. Such integration would help ensure system interoperability, cybersecurity, and long-term financial sustainability for Cambodia.
