FPT Corporation and Quandela, the company behind the world's most powerful photonic quantum computer, have signed a Memorandum of Understanding (MoU) to strengthen quantum technology research, integration, workforce development, and applications in Vietnam.

The signing ceremony took place during the first French business delegation dedicated to quantum technology to visit Vietnam, organized by Business France. The event was witnessed by Ms. Éléonore Caroit, French Minister Delegate for Francophonie, International Partnerships and French Nationals Abroad; Mr. Didier Le Bret, French Ambassador to Vietnam; and Prof. Dr. Tran Tuan Anh, Vice President of the Vietnam Academy of Science and Technology.

The partnership comes as Vietnam accelerates efforts to develop and progressively master strategic technologies, including quantum technology, under the Politburo's Resolution No. 57-NQ/TW.

As countries worldwide increase investment in quantum computing to gain competitive advantages in science, security, and industry, building domestic research and application capabilities is considered essential for Vietnam to participate more deeply in global technology value chains.

The agreement with Quandela represents one of FPT's initiatives to strengthen research capabilities, develop talent, and gain access to quantum technologies, contributing to the realization of these national priorities.

Speaking at the event, Ms. Éléonore Caroit described the FPT–Quandela agreement as a concrete step toward implementing the high-level commitments between Vietnam and France following the visit to France by General Secretary and State President To Lam in September 2026.

According to Ms. Caroit, the partnership opens opportunities for applied research, access to quantum computing capabilities, and, particularly, workforce development, reflecting the spirit of the Vietnam–France Comprehensive Strategic Partnership.

Under the agreement, FPT and Quandela will combine their respective strengths in quantum technology research and development.

Quandela will contribute technological capabilities, experience in developing quantum computing systems, and technical consulting expertise. FPT will leverage research capabilities, software development expertise, technology integration capabilities, infrastructure, and implementation experience across multiple industries.

The two companies plan to collaborate on technical consulting and research, technology integration, workforce training, development roadmaps, and research into quantum computing and quantum communication applications.

FPT and Quandela may also conduct initial experiments to assess technological feasibility while promoting expert exchanges, knowledge sharing, and opportunities to access research laboratories, equipment, and software for joint activities.

This marks FPT's first partnership with a company specializing in quantum hardware development, expanding the company's activities beyond research, software, and talent development to include the potential to research, integrate, and evaluate quantum computers.

The partnership also enables FPT to further develop a comprehensive range of quantum capabilities, from algorithm research and software development to working with advanced quantum hardware infrastructure.

Dr. Nguyen Xuan Phong, AI Transformation Director of FPT Corporation and Director of the Quantum AI & Cyber Security Institute (QACI), affirmed that France and Vietnam share significant scientific potential and strong development ambitions.

Combining Quandela's photonic quantum computing capabilities with FPT's advanced engineering expertise and global research network will help advance research, workforce training, and practical applications.

Dr. Phong emphasized that the signing represents not only a cooperation agreement between two companies but also a bridge connecting science and industry, ideas and the shared future of both countries.

Dr. Nguyen Xuan Phong shares FPT Corporation's strategic direction for quantum technology development.

Throughout the partnership, FPT and Quandela will jointly identify challenges where quantum technology could deliver practical value to businesses and society.

One notable area is post-quantum cryptography, particularly as advances in quantum computing could weaken the security of certain encryption methods currently in use.

In Vietnam, experts and relevant authorities are also considering roadmaps for transitioning to post-quantum cryptographic systems.

Based on the outcomes of their collaboration in Vietnam, the two companies may explore opportunities to expand operations and provide services in other markets.

Sharing this vision, Ms. Marine Xech-Gaspa, Director of External Relations and Public Policy at Quandela, described the partnership as a significant milestone and the first concrete realization of the two countries' shared ambitions.

She expressed hope that this initial step would pave the way for specific joint projects in research, cloud-based quantum computing access, and the development of applications in industry and cybersecurity.

Founded in France in 2017, Quandela specializes in designing and manufacturing photonic quantum computers, which use photons, or particles of light, to process information.

In addition to hardware, the company develops software and cloud computing platforms that enable research organizations to access and experiment with quantum technologies remotely.

One of Quandela's notable milestones is Lucy, a photonic quantum computer announced by France's Alternative Energies and Atomic Energy Commission (CEA) in April 2026 as the world's most powerful photonic quantum computer.

Lucy operates at a French supercomputing center and is available to European researchers and businesses for experimenting with applications such as molecular discovery for new medicines, materials research, and machine learning methods.
