The People's Committee of Lao Cai Province has officially launched the "90-Day Campaign to Build Lao Cai's Provincial Database," marking a coordinated effort to develop, standardize, and integrate data into the province's Shared Data Repository. The campaign is a key milestone in implementing Vietnam's Data Law and Plan No. 354/KH-UBND, issued on July 23, 2026, on the development of the Shared Data Repository and Open Data Portal. With FPT Corporation serving as the technology partner, the initiative aims to build a data-driven digital government that better serves citizens, businesses, and public administration.

Participants included representatives from the Provincial Party Committee, the People's Council, the People's Committee, the Department of Science and Technology, the Provincial Police, as well as leaders from provincial departments, agencies, and local governments.
The 90-day campaign, running from August 1 to October 30, 2026, aims to complete and put into operation Lao Cai's Shared Data Repository while developing and standardizing 70 databases from 30 departments and agencies.
All datasets will be built in accordance with the principles of being accurate, complete, clean, up-to-date, synchronized, and standardized, ensuring they are ready for integration, sharing, and reuse in government management as well as public service delivery for citizens and businesses.
Rather than replacing existing specialized software systems, the campaign focuses on integrating and connecting data from multiple sources to establish a unified data platform for analytics, standardization, and interoperability.

I urge all departments, sectors, and local authorities to strengthen leadership accountability, take direct responsibility for both the progress and quality of database development and updating, and implement the campaign with clear responsibilities, clear timelines, clear deliverables, and clear authority, while ensuring the highest standards of information security and data protection throughout the process."
The Shared Data Repository is regarded as Lao Cai's core data infrastructure.
Rather than replacing existing sector-specific applications, the repository consolidates, standardizes, integrates, and connects data from multiple systems to create a unified data platform supporting analytics, forecasting, and decision-making.
The initiative addresses longstanding challenges of fragmented, non-standardized, and difficult-to-reuse datasets, enabling data to become a strategic resource for governance, administration, and socio-economic development.

The Shared Data Repository is deployed on a virtualized cloud infrastructure hosted at Lao Cai's Provincial Data Integration Center and synchronized with the National Data Center.
The platform consists of three core components:
The Shared Data Repository; A visualization platform for data governance and analytics; and An Open Data Portal that enables citizens and businesses to access and utilize the province's open datasets.
By the time the campaign was launched, FPT experts had already completed the installation and configuration of the Shared Data Repository platform.
At the same time, provincial departments and agencies have been working together to develop data dictionaries and standardize sector-specific datasets in preparation for integration into the platform.
During the next phase, participating organizations will focus on four priority tasks: Reviewing and standardizing data; Building sector-specific databases within the Shared Data Repository; Continuously updating data while ensuring quality; and Synchronizing, sharing, and leveraging data for governance and public administration.
Throughout the 90-day campaign, the Department of Science and Technology has mobilized 30 agencies and organizations to develop and standardize their specialized databases while working closely with FPT to deploy the Shared Data Repository and Open Data Portal, laying the foundation for a unified provincial data infrastructure.
Drawing on its extensive experience supporting ministries, government agencies, and local authorities in developing data strategies, digital transformation roadmaps, and large-scale databases, FPT is implementing the project based on its proven capabilities in building public-sector data infrastructure.
The company has previously participated in the development of several major national and sector-specific databases, including the National Financial Database, the Legal Aid Database, the Civil Judgment Enforcement Database, and the Religious Affairs Database, among others.
