The National Data Center and FPT Corporation sign a Memorandum of Understanding on cooperation in data, data intermediary products and services, legal consulting, human resource development, and research and application of artificial intelligence (AI) and high-performance computing (HPC).
Under the agreement, the National Data Center and FPT signed a Memorandum of Understanding covering cooperation in data, data intermediary products and services, legal consulting, human resource development, and research and application of artificial intelligence (AI) and high-performance computing (HPC).At the event, the National Data Center also granted FPT a Certificate of Eligibility to Provide Data Intermediary Products and Services, making FPT one of the pioneering organizations in the market to meet regulatory requirements for providing such products and services. This milestone is expected to contribute to safer, more transparent, and legally compliant data transactions.

“We encourage FPT to fully implement the agreed cooperation requirements and promptly translate the areas of cooperation into concrete initiatives that deliver tangible results for the development of the data ecosystem, innovation, and national digital transformation. The National Data Center expects FPT to effectively leverage FPT’s capabilities to provide high-quality products and services, contributing to the development of a transparent, secure, and sustainable data market.”

First, in institutional and regulatory development, FPT has actively participated in research and provided input for the development of the Data Law, the Data Architecture Framework, and implementation guidelines, contributing to a stronger legal framework for data connectivity, sharing, and market development in Vietnam.
Second, in developing the National Data Center, FPT has collaborated on research and technical solution design for National Data Center No. 1 and provided consulting on the overall architecture for IT infrastructure, cloud computing, and platforms for data governance and utilization. These efforts have contributed to developing a modern National Data Center model with high levels of availability, safety, and security.
Third, in training and human resource development, the two organizations have jointly implemented training programs and specialized workshops on data, AI, cloud computing, and information security to strengthen the capabilities of National Data Center personnel.
Fourth, FPT and the National Data Center have supported ministries, government agencies, and local authorities in developing data strategies, architectures, and governance frameworks, with the goal of establishing unified data governance capabilities nationwide.
To obtain the Certificate, FPT underwent an appraisal and evaluation process in accordance with regulations of the Ministry of Public Security and the National Data Center. FPT fully met the requirements under Decree No. 169/2025/ND-CP on science, technology, innovation activities and data products and services, with key assessment criteria covering human resources, technical infrastructure, operational plans, and financial capacity.
Regarding human resources, FPT has a strong team of technology experts holding certifications in data science, data analytics, and data assessment from international technology companies. Over the years, FPT has implemented major national digital infrastructure projects and worked alongside ministries, government agencies, and local authorities in implementing Resolution No. 57-NQ/TW, developing data and digital transformation strategies, and contributing to multiple national and sector-specific databases. These efforts have supported the development of a unified, interconnected, and sustainable digital data infrastructure.
In terms of infrastructure and technological capabilities, FPT owns and operates data centers in Vietnam that comply with the international ANSI/TIA-942 Rated 3 standard, with uptime exceeding 99.98%. FPT AI Factory, equipped with NVIDIA H100/H200 GPUs, supports large-scale data processing and analytics. FPT Cloud has achieved Level 4 information system security certification, the highest level applicable to systems processing particularly important data.

Today, data is becoming an increasingly important asset for government agencies, businesses, and citizens. However, challenges such as a lack of common connectivity standards, difficulties in data sharing, and requirements related to security, governance, access control, and legal compliance continue to hinder effective data utilization.
In this context, licensed data intermediary service providers serve as a trusted layer connecting stakeholders and supporting data assessment, connectivity, sharing, and utilization in a safe and lawful manner. These intermediaries can help expand access to legitimate data sources and establish trusted data infrastructure. This, in turn, can support the development of a formal data transaction market, broaden access to financing for businesses and household businesses, and lay the foundation for a new data industry in Vietnam.

The systems have been developed with reference to international models and operate on the principle of authorized intermediation and legal compliance. They are designed to connect sequentially into an end-to-end value chain covering the lifecycle of a data product as it moves toward commercialization.
