Commencement of building FPT University and the expansion of key laboratory-towing tank of Vinashin

The commencement of these two buildings in the Hoa Lac Hi-tech area (Thach That District, Hanoi) on August 13th 2009 marked two important events: FPT University to be the first university represented in the Hoa Lac hi-tech area and the key laboratory towing tank of Vinashin to be the largest national ship hydrodynamics research center in the region. The commencement was attended by the Deputy Prime Minister Truong Vinh Trong and representatives from ministries, and departments of the State and localities.

The commencement of FPT University

FPT University is the proprietor of this project with total investment of 2.696 billion VND (approximately 168.5 million USD). The planning and design are being done by Nihon Sekkei of Japan. The project is expected to last from 2009 to 2015 on an area of 30 acres.

FPT University in Hoa Lac will meet the study and research requirements of 10,000 IT students and 1,000 lecturers and staffs, making a significant contribution to the training and provision of hi-tech human resources for the country.

The first phase of the project shall be done from 2009 to 2011 on an area of 9.1 acres with 94,000 m2 of flooring for study purposes of 3,000 students. It is expected that by the end of October 2010, FPT University in Hoa Lac will be launched, training 1,000 students.

“FPT University shall be built on the basis of synchronization and modernity to ensure the strong link between the training of hi-tech human resources and researching and producing in other functional areas such as R&D, Software and hi-tech industry in Hoa Lac” said Nguyen Xuan Phong, Vice Rector of FPT University.

FPT University is expected to be one of the sources providing a hi-tech force for the operation and development of the Hoa Lac area. With this construction, Vietnamese higher education has been leveraged, creating a strong connection between training facilities and the researching and operating of industries and an improvement in attracting investors in hi-tech areas.

The project of expanding the key laboratory-ship towing tank is managed by Vietnam Ship Building Industry Corporation and invested in by the Shipbuilding Science and Technology Institute.

The total investment of the project is 1,498 billion VND, lasting from 2009 to 2013 on the basis of new construction on an area of 25 acres. The plan includes the construction of five main components, namely laboratory (10.5 acres), Training (3.5 acres), Operating center (2.4 acres), professional area and services (1.6 acres) and outdoor experimental lab (6.9 acres)

The objective of the project is developing the key laboratory-ship towing tank into the largest national ship hydrodynamics researching center in the region with modern and synchronized equipment that is able to solve scientific and technological problems in: shipping, marine technology, hydrodynamic and other industrial technologies, meeting the demand of international integration and membership achievement of ITTC (International Towing Tank Conference)

This will be a national hydrodynamic researching center with world-class research and modern equipment, serving not only research in basic science, application and marine fields but also a training center for the technicians and management staff of the shipping industry. It promises a favorable working environment for scientists and foreign experts to create premium research products, promoting the international integration of ship building in Vietnam and meeting the demands of marine economic development of the State.

Additional information about FPT University

The project of FPT University in Hoa Lac is planned to be built on an area of 307,000 m2 including 95,000 m2 for classrooms, 118,000 m2 for a dormitory, 27,300 m2 for expert housing, 10,800 m2 for management work, 23,200 m2 for physical fitness and over 33,000 m2 for other activities.

Established in September 2006, FPT University operates in the model of a new generation of university with a radical training philosophy, which has pronounced its name on the very way of global education, contributing to the provision of qualified IT human resources for domestic and international needs.

The professional content of IT engineer training by FPT University is directed primarily basing on the highest international standards of quality procedure.

English and Japanese are obligatory in FPT university to ensure that the TOEFL score and Japanese performance of each student should be at least 600 and 2.5 Kyu respectively to work in foreign languages.

Additional information about Key laboratory-towing tank of Vinashin

The key laboratory- Towing tank project was approved by the Prime Minister according to Decision No. 974/QD-TTg dated 10th October 2002 and built in Dinh Cong, Hoang Mai, Hanoi.

Recently, with the rapid development of ship building, it has been realized that a large and modern hydrodynamic center to serve marine economies is essential.

With the agreement and support from the Government, Ministries and related departments, especially the Ministry of Science and Technology, the project of expanding Key laboratory-Towing tank in Hoa Lac hi-tech area was approved under the Decision No. 1514/QD- CNT date 7th October 2008 by the Chairman of Vietnam Shipping Industry.

Special capabilities

The key laboratory-Towing tank with modern and synchronized equipment shall be able to meet the requirements of scientific research, design and testing, model studying, virtual simulation and piloting of ships. The combination of these activities is the foundation to solve technological problems for a reliable result assessment and forecast.

Equipment and works for research purposes include 3 towing tanks with pulling velocity up to 10m/s; 1 outside piloting pool; 1 hydrodynamic tube and 1 aerodynamic tube and a workshop for the pilot model, which helps to solve problems in studying and designing nautical vehicles, floating drilling rigs and coastal engineering.

The key laboratory uses CFD software to optimize hydrodynamic features in designing ship coats, providing information about currents surrounding the ship and its screw propeller in various conditions, and forecasting the efficiency of the propeller in free conditions and when applied by computational programs that allow risk assessment in case of accident.

These software programs are able to simulate the stabilization capability of ships and floating nautical projects under the condition of strong wind and wave, forecasting movement patterns of floating vessels such as: turn turtle, wind-driven turn, wave surf and horizontal fluctuation.

Organization and personnel

The key laboratory is expected to employ 248 staff (permanent position), who are experienced experts, technicians, per-contract employees and irregular employees. The lab is executed openly and in compliance with regulations on the organization and operation issued by the Ministry of Science and Technology.
