Ho Chi Minh City issues new driving licenses provided by FPT IS
Ho Chi Minh City will issue the new driving license for car drivers if their licenses are due and need changing commencing from January 1, 2013.

All the other cases will be provided with driving licenses made of PET material commencing from April 1, 2013. Recently, Ho Chi Minh City Department of Transportation is piloting the software system to manage the new driving license issuance provided by FPT IS.

Following Ho Chi Minh City, Hanoi expects to issue the new license by the end of Q1, 2013. At the moment, the capital city is issuing new licenses for the due ones.
To date, there has been twenty five provinces and cities implementing the PET driving license provided by FPT IS.
The new driving license approved by Ministry of Transportation and Ministry of Social Security is printed with underlying emblem. It also displays the driver’s portrait and their information such as full name, date of birth, nationality, and permanent address in both Vietnamese and English.
The new driving license is laminated with security layer, featuring brown pattern and authentication sign. The license in three dimensions 85.6 x 53.98 x 0.76 mm (in compliance with ICAO standard, ID-1 type) prints the subject title, “No.” and “passing date” in red and the rest in black.
Thank to the national centralized database, drivers who wish to change their driving license can request for new license in any province rather than their first issuing place. Issuance time is also shortened thank to modern technology. In the past, it usually took at least five days to issue a new license. It now takes only three days even one day at the cost 135,000 dongs.
So far, Vietnam has issued 31 million driving licenses. There are about 2 to 3 million new licenses issued each year.
