Japanese National Assembly delegation visited Hoa Lac High-tech Park

The delegation will study the implementation progress in Hoa Lac high-tech Park and support progress of other organizations like JICA, JETRO. Studies of the Delegation will have significance to ODA supports in infrastructure inside and outside high-tech park.

In the Vietnam-Japan joint statement: “Towards strategic partnerships to build a peaceful and prosperous Asia” which was signed by the two Prime Ministers on October 19^th 2006, Hoa Lac high-tech park is one of three priorities of the two governments and is drawing interests of international investors. The visit reaffirmed the political and economic ties of Vietnamese-Japanese governments, at the same time contributing to bridge Hoa Lac high-tech park and Japan ’s organizations.

Attended the working visit at Hoa Lac high-tech park were Mr. HATTORI Norio – Extraordinary and Plenipotentiary Ambassador to Vietnam ; Mr. Nguyen Van Lang - Vice Minister of Science and Technology, Head of Hoa Lac High-Tech Park; Mr. Kenjiro Ishiwata - Chief Representative of Hanoi-based Japan Trade Promotion Organization; Mr. Ngo Tong Hung – Vice President of FPT Corporation.

Vietnam – Japan Relationship:

Vietnam – Japan relationship has been fruitful since the normalization in 1973. Japan currently is the greatest trading partner in term of projects under implementation and the largest investment capital country in Vietnam . October 19^th 2006 , on the official visit paid by Vietnamese Prime Minister Nguyen Tan Dung – the two governments signed the Vietnam-Japan Joint Declaration: “Towards strategic partnerships to build a peaceful and prosperous Asia ” in which Japan pledged supports Japan-funded important infrastructure projects among which Hoa Lac high-tech park is the key project.

Hoa Lac High Tech Park :

Hoa Lac high-tech park is located on an area of 1,650 hectares; its master plan was approved by Vietnamese government in 1998. The park aims at providing infrastructure and human resources necessary to production, research and implementation of high-techs, contributing to accelerating the modernization and industrialization of the country and the foundation of a knowledge-based economy in Vietnam .

Under the document 1310/TTg-KG, dated August 24^th 2006 , Vietnamese Prime Minister directed and assigned FPT Corporation tasks of construction, development and business investment in infrastructure, services delivery for investment activities, technology transfer for Hoa Lac high-tech park. Furthermore, FPT Corp is also the investor of Software Pool and FPT University constructions here.

Now, Hoa Lac high-tech park receives supports from Japan . Japan International Cooperation Association (JICA) is proceeding the masterplan updates for the high-tech park and expected to complete by November 2007. What’s more, JETRO is implementing the expert assistance program for Hoa Lac high-tech park with aim to improve investment climate and investment attraction.

FPT Corporation:

FPT Corporation is assigned task to develop Hoa Lac high-tech park and investor of the Software pool. FPT Corporation embarked on Hoa Lac high-tech park from December 19^th 2005 through the signing of Investment Agreement Minute on FPT Software Pool and FPT University construction. The projects affirm the orientation of FPT in developing software – the leading business with aim to further promote the company, contributing to laying the foundation of a new industry in Vietnam and delivering software human resources on demand and international standards.
