Minister Nguyễn Hải Ninh: “Ho Chi Minh City leads in IT application”

Ho Chi Minh City’s Civil Judgment Enforcement Department has been recognized by the Minister of Justice as a national leader in effectively applying information technology, enabling the rapid disbursement of funds to more than 43,000 victims in the Trương Mỹ Lan case. This initial success was achieved with the support of FPT.

The power of digital transformation in the Trương Mỹ Lan case

On March 5, Minister of Justice Nguyễn Hải Ninh held a working session with the Ho Chi Minh City Civil Judgment Enforcement Department regarding enforcement operations.

According to reports, the department is a pioneer within Vietnam’s civil enforcement system in implementing and operating IT and digital transformation solutions. Notable applications include electronic receipts in enforcement procedures, document notifications via the VNeID application developed by the Ministry of Public Security, and statistical reporting software.

The department has also proactively collaborated with FPT to develop decision-support software for enforcement, operational management systems, and to deploy an Intelligent Operations Center (IOC), enhancing governance, direction, and execution efficiency.

A key highlight is the development and deployment of a payment system for enforcement in the Trương Mỹ Lan case and related defendants. This case is unprecedented in scale, involving more than 43,000 victims and an enormous volume of financial transactions and data.

With a single command, the system successfully transferred over VND 10 trillion without any complaints or discrepancies, ensuring accuracy, security, transparency, and accountability. This marks a significant leap compared to traditional manual processes, which required substantial manpower and time.

Additionally, the adoption of enforcement notifications via VNeID and the implementation of electronic receipts have fundamentally transformed administrative procedures. To date, the department has issued more than 88,988 electronic receipts, corresponding to over VND 12.3 trillion collected.

These digital solutions have delivered tangible benefits: reduced processing time, minimized manual errors, and improved transparency, traceability, and financial data reconciliation. The systems were designed and implemented with close collaboration from FPT.

According to Nguyễn Văn Hòa, Head of the Ho Chi Minh City Civil Judgment Enforcement Department:
“These technological solutions not only address the massive workload following administrative restructuring but also demonstrate modern governance capability, innovative thinking, and rapid adaptability in the digital era.”

Minister Nguyễn Hải Ninh emphasized that Ho Chi Minh City is a leading unit in IT application.
“Regarding the Intelligent Operations Center, Ho Chi Minh City has done a good job and should continue working with FPT to further refine it. From now until July 1, when the revised Law on Civil Judgment Enforcement takes effect, it is necessary to complete Q&A materials related to the new law. I also propose investing in a civil enforcement database, with future integration into the land database,” he said.

He added that while Ho Chi Minh City has piloted online asset auctions, the next step is to move toward 100% online auction implementation.

Ho Chi Minh City accounts for 40% of national enforcement value

The Ho Chi Minh City Civil Judgment Enforcement Department was established through the consolidation of departments from Ho Chi Minh City, Bình Dương, and Bà Rịa–Vũng Tàu. It handles approximately 17% of total enforcement cases nationwide but accounts for 40.6% of the total monetary value.

On average, each enforcement officer handles 429 cases, equivalent to more than VND 666 billion. Following the merger, the jurisdiction spans over 6,770 km² with a population of 14 million, and the distance between the farthest regional office and headquarters reaches up to 200 km.

In 2025, the department was rated as having “excellent performance” by competent authorities. In the first five months of 2026, both the number of cases and the total enforcement value continued to increase compared to the same period in 2025.

This project is part of Program S7, aimed at ensuring the effective and timely implementation of digital transformation initiatives across ministries, sectors, and localities, as well as fulfilling FPT’s responsibilities under national strategies and action plans.

Under S7, FPT is tasked with supporting digital transformation for multiple government bodies, including the Ministry of Finance, Ministry of Health, Ministry of Justice, Ministry of Public Security, State Bank of Vietnam, Ministry of Ethnic and Religious Affairs, Ministry of Foreign Affairs, Ministry of Construction, the Vietnam Fatherland Front, and various localities.

Program S7 underscores FPT’s commitment and determination to contribute to national development in a new era characterized by both significant opportunities and challenges.
