According to Mr. Truong Gia Binh – Chairman of the Board of Directors of FPT Corporation, every Vietnamese today is standing before a “golden opportunity” as the entire nation enters the era of digital transformation, science and technology, and artificial intelligence (AI).
Mr. Truong Gia Binh delivered his remarks at the Vietnam Research and Development (R&D) Forum 2025, held in Ninh Binh on July 30, 2025. The Chairman recalled memories of his father and the first generation of intellectuals who returned from France to Vietnam in response to President Ho Chi Minh’s call. They gave up comfortable, affluent lives in developed countries to devote themselves to national independence and progress. Referring to Professor Tran Huu Tuoc – a physician who once served French aristocrats – Mr. Binh shared: “He chose to return to Vietnam, to go to the market and buy vegetables like ordinary people – that was a choice made out of ideals.” He emphasized that today’s generation is also standing before a “golden opportunity”, as the entire nation steps into the era of digital transformation, science and technology, and AI.

Innovation for Breakthrough: Three Strategic Directions
Sharing his vision for national development, Mr. Truong Gia Binh highlighted three key directions: To become a developed nation by 2045; To sustain double-digit economic growth; To seize the moment for breakthrough innovation.
He cited Resolution 57-NQ/TW, which defines the only viable path as one driven by science and technology, digital transformation, AI transformation, and green transformation. “The pace of transformation today is happening at an unimaginable speed,” he said, citing examples such as implementing a two-tier digital government system in just three months, or completing the national ID database within seven months — among the fastest in the world.
According to Mr. Binh, Vietnam cannot achieve sustainable development by relying solely on foreign investment. Resolution 68-NQ/TW on the development of the private sector affirms the central role of domestic enterprises. “Every time the Vietnamese people rise together, that is an immeasurable force,” he said, calling on pioneering enterprises to lead innovation and serve as the core of a uniquely Vietnamese ecosystem.
Innovation Must Go Hand in Hand with Integration
Emphasizing the global nature of technology, Mr. Truong Gia Binh proposed that Vietnam should adopt a specific national resolution on international integration in R&D, in order to mobilize intellectual resources, capital, and technology from around the world. Sharing insights from his international engagements, he noted: “The U.S. Semiconductor Association has said that Vietnam has been chosen as a destination for chip production. The CEO of Nvidia affirmed that Vietnam is their second home. I believe many other major corporations will follow.”
In addition, he underscored that a modern public administration system is a key factor for breakthrough innovation. He described this as a transition toward data- and AI-driven governance, designed to maximize efficiency and minimize resource use for both citizens and society, while enhancing management and development effectiveness.

FPT Chairman Truong Gia Binh shares that it is crucial to create an environment where talented people can both work and pass on their knowledge and ideals to the next generation.
Attracting Talent: Provide Opportunities – Create Mechanisms – Inspire Ideals
When asked about how to attract talented individuals, Mr. Binh stated: “No one can truly succeed without being given a great opportunity.” He recalled the examples of Professor Tran Dai Nghia, who invented the shaped-charge anti-tank mine, and Professor Dang Van Ngu, who produced penicillin during wartime — both succeeded because they were entrusted with great missions.
He proposed that Vietnam adopt a flexible financial mechanism, in which the state supports half of the income for international experts. For example, if an expert earns USD 500,000 to 1 million per year, the government would subsidize 50%, with the remaining amount covered by enterprises — a model that has proven effective in many countries.
Beyond compensation, he emphasized the importance of an inspirational environment: “Vietnamese people are those who grow by teaching and sharing. We must create spaces where talented individuals can not only work but also pass on their knowledge and ideals to the next generation.”
Mr. Truong Gia Binh concluded with confidence in the collective strength of the Vietnamese people: “I call this a new opportunity for the Vietnamese nation — and I call on all those at the heart of innovation to rise together, to transform into dragons and tigers. This opportunity is unique — and we cannot afford to miss it.”
The Vietnam Research and Development (R&D) Forum 2025, organized by the Association of Vietnamese Scientists and Experts Global (AVSE Global) in collaboration with the People’s Committee of Ninh Binh Province, brought together hundreds of leading experts, scientists, policymakers, and business representatives from both Vietnam and abroad. The forum served as a comprehensive platform for deep connection and strategic dialogue, paving the way to build a dynamic, globally integrated, and sustainable R&D ecosystem, contributing to Vietnam’s aspiration of becoming a developed, high-income nation by 2045.
