FPT Chairman Truong Gia Binh: “Nationwide Cooperation for a Prosperous and Powerful Vietnam”

Hanoi, October 10, 2025 – Speaking at the “Vietnam Private Economy Panorama 2025” – the first edition of this major event within the Vietnam Private Economy Panorama (ViPEL) model, Mr. Truong Gia Binh, Head of the Research and Development Board for the Private Economy (Board IV), Chairman of FPT Corporation, officially introduced the initiative “Public-Private Nation Building,” considering it a new action model to mobilize the synergistic strength between the State and the business community to jointly realize the aspiration for a strong and prosperous Vietnam.

The event was attended by Prime Minister Pham Minh Chinh, leaders of ministries, departments, localities, the Vietnamese business community, and representatives of international organizations.

Following the Resolution No. 68-NQ/TW on the development of the private economy, Board IV and a team of outstanding entrepreneurs have developed the ViPEL model - Vietnam Private Economy Panorama – which initially gathers the core forces of major economic sectors, organized into an Executive Council and four specialized committees.

Sharing at the event, Mr. Truong Gia Binh stated that this is a continuous action program aimed at awakening the spirit of collaboration between the State, enterprises, and society. He emphasized: “If in the past our nation triumphed through the People's War, then today, as we step into a new battle – the battle for a strong, prosperous, and happy Vietnam – we need the entire nation to join in building the country. In this new battle, we must share a common dream, a common aspiration. Each business and organization has its own dream, but if that dream goes alone, it remains small. To achieve something great, we must unite our strengths, seek cooperation with State organizations and other enterprises, and act together.”

To realize this vision, he called for embodying the spirit of “Three Together” – sharing the same dream, acting together, and taking joint responsibility.

Within the framework of ViPEL 2025, various sectoral sessions and the Vietnam Women Entrepreneurs Forum were held to promote the role of women in private economic development. In these sessions, enterprises, experts, and government representatives analyzed the “big questions” of each industry, identifying growth potential and opportunities.

“Three Together” and “Three Pioneer” – The New National Action Spirit

At the event, Prime Minister Pham Minh Chinh called on the private business community and entrepreneurs to implement the principle of “Three Pioneer, Two Strengths” to realize the aspiration for “Public-Private Nation Building.”

The Prime Minister emphasized that the business community must uphold “Three Pioneer, Two Strengths, One Unified Goal” to work with the State in executing the “Public-Private Nation Building” model.

The “Three Pioneer” are: pioneering in pursuing the two strategic 100-year goals (becoming a modern industrialized nation with upper-middle income by 2030, and a developed, high-income nation by 2045); pioneering in patriotic emulation movements, with each enterprise contributing a specific product or model; and pioneering in social welfare efforts, ensuring no one is left behind.

The “Two Strengths” emphasized by the Prime Minister are: growing stronger than oneself – through innovation, digital transformation, and green and circular development; and growing stronger in genuine and effective international integration.

The Prime Minister affirmed: “For the goal of national development and people’s happiness, nothing is impossible. The greater the pressure, the greater our effort – that is the culture of the Vietnamese people, the strength that helps us overcome every challenge to make breakthroughs.”

With the “Three Pioneer” and “Two Strengths,” the Prime Minister expressed confidence that the private business community will successfully achieve the overarching goal entrusted by the Party and the State: “The private economy is one of the most important driving forces of the national economy,” harmoniously and effectively combined with the state economy as the leading force.

The Prime Minister noted that Vietnam’s 40-year reform journey has rested on three key pillars: eliminating bureaucratic subsidies; developing a multi-sector economy, including the private sector; and deepening international integration.

He emphasized that while agriculture helped Vietnam escape poverty and become a major rice exporter, and industry and foreign investment helped the country reach middle-income status, he hopes and believes that science, technology, innovation, and digital transformation will lead Vietnam to become a developed, high-income nation.

He called on entrepreneurs and enterprises to embrace the spirit of “Solidarity – Discipline – Creativity – Prosperity – Development – Sustainability,” further promoting their pioneering, innovative, and connecting roles — not only creating wealth for themselves and their industries but also for society and the nation.

To underscore the Party and State’s ultimate goal of preserving independence, freedom, and ensuring an increasingly happy and prosperous life for the people, the Prime Minister presented 20 guiding words to the conference: “A facilitating State – Pioneering Entrepreneurs – Public-Private Partnership – A Prosperous Nation – Happy People.”

Launch of the Low Altitude Economy Alliance (LAE)

At the event, the Prime Minister and delegates officiated the launch of the Low Altitude Economy Alliance (LAE). The event marked an important milestone in elevating Vietnam’s position on the global technology map.

The LAE Alliance was established with the goal of making Vietnam the leading nation in the region in low-altitude economic development — progressing toward becoming the world’s hub in this emerging field. It focuses on high-tech industries such as UAV applications, unmanned aviation, smart devices, data, and automation.

The Alliance expects this new economic sector to drive thousands of supporting enterprises, create one million high-quality jobs, and generate tens of billions of USD for Vietnam over the next 10–15 years.

The Alliance gathers leading technology and financial corporations, startups, and experts sharing a common goal of shaping a key economic sector. Mr. Nguyen Van Khoa – CEO of FPT Corporation – serves as Chairman of the Alliance, alongside Vice Chairmen Mr. Don Lam, Founder and CEO of VinaCapital, and Mr. Tran Anh Tuan, CEO of the Vietnam UAV Network.

Vietnam, with its geopolitical advantages, innovation-driven policies, and a young, dynamic workforce, is now standing before a “once-in-a-millennium opportunity” to become the regional and global center for the low-altitude economy.

Additionally, various partners signed and exchanged cooperation agreements, such as between the LAE Alliance and Ho Chi Minh City; a cooperation memorandum between Ho Chi Minh City People’s Committee and Sovico Group on developing Metro Line No.4; and a cooperation agreement between Hanoi, Sovico Group, and UNESCO on developing the “Creative Capital” model based on heritage and traditional values – marking the beginning of a new phase of action, where the public and private sectors join hands for a strong, prosperous, and happy Vietnam.
