VINASA Chairman: Tech Enterprises Pledge to Support Hanoi in Semiconductor Development, Digital and Green Transformation

During the 2024 Hanoi Semiconductor Investment Festival, Mr. Nguyen Van Khoa, Chairman of the Vietnam Software and Information Technology Services Association (VINASA) and CEO of FPT Corporation, emphasized that Hanoi possesses significant strengths to attract investment in new technologies, particularly semiconductor technology. He assured that VINASA and technology enterprises would collaborate with the city to fully exploit these opportunities. FPT Corporation also introduced potential opportunities in the semiconductor industry for young people in Hanoi. FPT leaders and experts also engaged in activities to foster connections, promote investment and trade, as well as establish a robust ecosystem for the semiconductor industry in Hanoi, Vietnam.
Hanoi urged to develop its own mechanism to attract investment rapidly
Mr. Nguyen Van Khoa, Chairman of VINASA and CEO of FPT Corporation, commended Hanoi's leadership for the issuance of Capital Law No. 39/2024/QH15, which prioritizes semiconductors as a critical sector for attracting strategic investors to the city. This legislation serves as an essential legal foundation for investment attraction. With a population of over 10 million and significant economic and social appeal, Hanoi must leverage this opportunity to enhance its position on domestic and global technology and semiconductor maps.
According to Mr. Nguyen Van Khoa, for Hanoi to seize this opportunity, several tasks must be promptly executed: develop a dedicated mechanism to attract investment; establish a set of criteria to identify strategic investors eligible for preferential policies; formulate a long-term strategy spanning ten years; and learn from leading nations, especially those with ecosystems dedicated to training, supplying, and manufacturing electronic equipment and chips.
The Chairman of VINASA believes that the city should allocate resources, financial support, and potential to assist technology and innovation enterprises. Given that chip manufacturing and design is a vast field encompassing small, medium, and large enterprises, Hanoi must foster the growth of numerous companies to create a robust ecosystem.

"VINASA has established the Vietnam Semiconductor Industry Development Committee to accelerate the transformation of IT enterprises into semiconductor companies. Our goal is to ensure that chips made in Hanoi are accepted by global markets and international customers. VINASA is collaborating with the Department of Information and Communications, committing to support the city in developing chips and driving digital and green transformation. We will advise on and develop breakthrough policies, implement and promote domestic and international markets, and foster training, knowledge sharing, and the research and deployment of new technologies", Mr. Khoa affirmed.
FPT expert provides guidance on developing Hanoi's semiconductor industry
At the event's plenary session, Mr. Tran Dang Hoa, Chairman of FPT IS and Chairman of FPT Semiconductor, discussed the pivotal role of Hanoi's digital technology enterprises and outlined the strategic direction for their involvement in the semiconductor industry.
According to Mr. Tran Dang Hoa, Vietnam is well-positioned to capitalize on this trend as the semiconductor value chain increasingly shifts to Southeast Asia. Mr. Hoa highlighted, "Vietnam is among the seven countries eligible for support under the US Chips Act, aimed at enhancing production capabilities and workforce training. Additionally, Vietnam's favorable conditions provide a solid foundation for accelerating semiconductor development. With a global shortage of 1 million workers in this field, there is a significant opportunity for Vietnam's new generation of talent."
Mr. Tran Dang Hoa, Chairman of FPT IS and Chairman of FPT Semiconductor, discussed the crucial role of Hanoi's digital technology enterprises and outlined their strategic direction for engaging in the semiconductor industry.
Contributing to the semiconductor industry landscape, Mr. Tran Dang Hoa highlighted that FPT has been offering Microchip Design services since 2014 and has grown to a team of approximately 150 engineers, handling orders for 70 million chips. Additionally, FPT University is actively training across all levels—short-term, medium-term, and long-term—while collaborating with nearly 20 international universities. This effort supports the government’s goal of cultivating 50,000 to 100,000 semiconductor professionals by 2030.
"As a pioneer in semiconductor technology design in Vietnam, we aim to cultivate 30,000 semiconductor professionals by 2033. We are focusing on developing power chips, IoT chips, and AI chips, contributing significantly to the industry's growth nationally and regionally," Mr. Hoa affirmed.
Career opportunities in the growing semiconductor industry
At the 2024 Hanoi Semiconductor Industry Exhibition, the FPT Jetking Training System and BTEC FPT College unveiled numerous scholarship opportunities aimed at encouraging young people to enter the promising semiconductor industry.
FPT Jetking launched Vietnam's first international IC Design training program, a collaborative effort between FPT Education Organization and Jetking, India's leading IT training institute founded in 1947.

In the first half of the year, FPT Jetking launched the initial International IC Design classes at campuses in Ho Chi Minh City and Hanoi, enrolling nearly 100 students. The program emphasizes hands-on learning, with over 70% of the course dedicated to practical experience from day one.
BTEC FPT has launched a Semiconductor Technology program in collaboration with Pearson Education - UK. In the first half of 2024, BTEC FPT enrolled over 270 new students across its Hanoi, Da Nang, Can Tho, and Ho Chi Minh City campuses. The program also includes partnerships with global technology corporations and training institutions to provide students with opportunities for international study, internships, and employment.
The curricula of FPT Jetking and BTEC FPT are designed to accommodate students looking to switch majors, professionals seeking career changes, or individuals aiming to enhance their expertise.
The 2024 Hanoi Semiconductor Investment Festival drew participation from a range of organizations, businesses, and investors involved in the semiconductor technology sector. The event highlighted investments and trade in semiconductor and high-tech products from Hanoi as well as other regions across the country.

During the Festival, FPT had the opportunity to consult and share insights on advancing and collaborating with semiconductor technology enterprises in Hanoi and across the country. This engagement aimed to support businesses and government agencies in crafting effective policies to develop high-quality human resources and attract semiconductor industry investors. The goal is to establish research centers and provide manufacturing services both domestically and internationally.
