Sharing at the Digital Transformation Week - Hue 2022, Chairman of Vietnam Software & IT Services Association (VINASA) and CEO of FPT Corporation Nguyen Van Khoa, affirmed: Building a practical planning and exploitation strategy will help provincial governments turn data into new natural resources, promote digital transformation.

The Digital Transformation Week - Hue 2022 was jointly organized by Thua Thien Hue Provincial People's Committee and Vietnam Software & IT Services Association (VINASA) from August 17 to 19. The events aimed to raise awareness of digital transformation at all levels, sectors, and localities to build a digital government, form a digital transformation business community and promote the development of digital society and digital economy.

In the presentation on the topic: "Data - The foundation to promote digital transformation of Hue," the VINASA Chairman analyzed the situation from the Ministry of Information and Communications data. Accordingly, Vietnam has 10,600 open data sets, equal to 10% of Australia and 0.75% of Europe. Therefore, provinces and cities might face great "pain points" without a data planning strategy.

According to VINASA's research, the government would not be able to link to national information systems, databases on population, and specialized databases without data standardization strategies. Since then, analyzing and exploiting data might also be problematic. Currently, officials have to enter data on multiple platforms. In addition, old data sources are hardly accessible, which causes time wasting, unmanageable and unsearchable.

Meanwhile, businesses and people have difficulty finding out or looking up information. Scattered public information without official sources leads to wasted time performing public services. Firms and people also do not have opportunities to access various intelligent services.

According to the above fact, Mr. Nguyen Van Khoa affirmed: "Local governments need to consider data as power. Thorough data mining will be a solid foundation for digital transformation."

Citing local evidence, VINASA Chairman shared that Thua Thien Hue ranks among the top in the country in digital transformation. The provincial government focuses and invests methodically to build information systems and databases. However, it has only exploited 5% of the data due to the lack of strategies. The open portal has quite a bit of data published. In addition, dissipated data reduces the efficiency of exploitation and reuse. Hue still lacks modeling experts to solve problems in each field.

Facing the reality of data management in Hue, VINASA Chairman proposed effective solutions, focusing on a 5-step model: planning, construction, exploitation, and sharing of data. Implementing this model requires financial, human, institutional, and legal resources... In exchange, the data is recognized and long-term in use.

Also, within the framework of the event, Mr. Nguyen Van Phuong, Chairman of Thua Thien Hue People's Committee, said that in the coming time, the province would go deeper into digital transformation to raise cultural-heritage values, creating new services and new economic models.

In order to promote digital transformation as desired, the development of strategies for planning, controlling, and sharing data needs mechanisms and policies to be promulgated, applied, and updated regularly.

Besides, Hue also needs to collect from multiple sources, considering data as a new resource. Therefore, information structure, storage, and sharing approaches should be set standards effectively. Above all, there is a need for a shared data warehouse management system.

The appropriate data strategy with specific actions will help the government have the foundation to govern, store and make decisions based on data; People and businesses only need to access an all-in-one platform to carry out their procedures.In the Digital Transformation Week -Hue 2022, many technology enterprises were willing to accompany Hue to develop data management strategies.
