FPT Proposes Digital Transformation Partnership in Điện Biên

Điện Biên, February 2, 2026 – FPT Corporation has proposed investing in an education complex in Điện Biên Province, while partnering with the province to implement a comprehensive digital transformation strategy for the 2026–2030 period, with the goal of fostering a green, smart, and sustainable economy.

Attending the working session, representatives from the Điện Biên Provincial People’s Committee included Lê Văn Lương, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Nguyễn Văn Đoạt, Member of the Provincial Party Executive Committee and Vice Chairman of the Provincial People’s Committee; along with leaders of relevant departments.

Representing FPT were Nguyễn Văn Khoa, Chief Executive Officer; Phạm Ngọc Anh, Chief of Staff; and leaders of FPT’s member companies.

Advancing Education and Human Resource Development

During the session, FPT proposed developing the FPT Education Complex, including lecture halls, dormitories, multi-purpose service buildings, sports facilities, and supporting infrastructure, with the capacity to accommodate more than 6,000 students. The complex is designed to provide multi-level education, from primary and secondary education to vocational college and university levels. FPT expects the project to enhance the quality of local human resources and provide students in Điện Biên with access to a modern learning environment.

Nguyễn Văn Đoạt, Vice Chairman of the Provincial People’s Committee, emphasized that improving the quality of human resources is considered a breakthrough solution for Điện Biên’s rapid and sustainable development. In recent years, provincial leaders have actively collaborated with FPT in researching, proposing, and implementing the FPT Education Complex under a multi-level, multi-disciplinary training model. To date, both sides have agreed on the investment location and are completing necessary procedures to ensure timely project implementation. The project is expected to become a nucleus for promoting digital education and digital transformation in the province’s education sector.

Speaking at the event, Nguyễn Văn Khoa, CEO of FPT, stated that the Group is committed to “doing what others have not yet done,” particularly in education and high-quality human resource development. FPT aims to promptly implement the agreed areas of cooperation.

According to Nguyễn Văn Khoa, FPT envisions Điện Biên as a hub for training local talent as well as attracting students from other provinces, thereby forming a new workforce for the region. FPT focuses on training highly skilled personnel with deep expertise, prioritizing four emerging technology areas: semiconductors, cybersecurity, unmanned aerial vehicles (UAVs), and other advanced technologies.

He explained that achieving double-digit economic growth requires a strong knowledge economy, with human capital as a critical factor. Education and training must follow a structured, long-term roadmap spanning from general education to higher education and postgraduate levels.

In addition, FPT committed to partnering with the province to establish an innovation center, attract scientists, and form research teams to develop technology products aimed at participating in national strategic technology programs and global supply chains, with Japan and South Korea identified as key partners. In the near future, FPT plans to invite a delegation of approximately 20 Japanese enterprises to Điện Biên to explore cooperation opportunities.

Promoting Digital Transformation and Science & Technology Development

Alongside education investment, FPT proposed partnering with Điện Biên to develop and implement a digital transformation strategy and roadmap through 2030, based on three pillars: digital government, digital economy, and digital society. The goal is to position Điện Biên as a green, smart, and sustainable province, with aspirations to become a regional tourism hub.

FPT outlined a three-phase roadmap for digital transformation: building foundational platforms and raising awareness; accelerating and optimizing; and advancing innovation and development.

The Group will develop data infrastructure and intelligent operations systems, digitize historical heritage, apply Geographic Information Systems (GIS) in agriculture and forestry, and deploy digital healthcare solutions. It will also leverage data analytics in traffic management, public services, education, environmental management, and urban operations.

In the field of innovation, FPT will collaborate with the Điện Biên Department of Science and Technology to research and pilot the use of UAVs for transporting goods to remote and mountainous areas, while also exploring resources and materials for developing related products.

Nguyễn Văn Khoa emphasized that for digital transformation and data infrastructure, data must be “accurate, sufficient, clean, and live.” FPT reaffirmed its commitment, as a partner to the Government, to advise Điện Biên on deploying information systems and data infrastructure that are efficient, accurate, cost-effective, and compliant with legal regulations.

In his concluding remarks, Lê Văn Lương stated that Điện Biên aims to restructure its economy, identifying science and technology and digital transformation as key drivers, with public investment playing a leading and catalytic role. He called for the development of a comprehensive, in-depth, and coherent cooperation plan. He also assigned the Department of Education and Training, Department of Finance, and the Office of the Provincial People’s Committee, among others, to coordinate with FPT in implementing the partnership.
