FPT Plans to Develop Educational Complex Spanning 5-10 Hectares in Hai Duong

During the afternoon meeting on June 10, FPT Corporation proposed to the Hai Duong Provincial People's Committee to authorize the construction of an FPT Education Complex spanning 5-10 hectares and to apply 100% incentives under the socialization policy for education.

On June 10, Hai Duong province's People's Committee and FPT Corporation jointly organized a cooperation conference focusing on digital transformation and educational investment. During the session, provincial leaders reviewed FPT Corporation's proposal to establish the FPT Education Complex in the province and report on the outcomes of their digital transformation collaboration with FPT Corporation. Attending the event were Mr. Trieu The Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Nguyen Minh Hung, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, alongside representatives from various departments and agencies. From FPT Corporation, attendees included Mr. Nguyen Van Khoa, CEO of the Corporation, and leaders from its member companies.

In the realm of education, Mr. Nguyen Van Khoa, CEO of FPT Corporation, articulated the Corporation's intention to invest in constructing an FPT Education Complex in Hai Duong spanning 5-10 hectares. The envisioned complex is slated to encompass a high-quality, comprehensive educational facility catering to elementary, middle, and high school levels. In the long term, FPT aims to offer vocational education at the college and university levels. Highlighting FPT's expertise in vocational training tailored to local development orientations and specific business demands, the Corporation pledges to uphold international standards at affordable domestic tuition rates. FPT also requested the province to identify struggling non-public education facilities for potential acquisition and merger projects (M&A). The province is urged to prioritize completing technical infrastructure to support project connectivity and assist with site clearance efforts.

Hai Duong leaders warmly welcomed the proposal to establish an educational complex in the province. "FPT consistently offers advanced training models tailored to Vietnam's human resource needs. Graduates of FPT programs typically secure immediate employment with competitive salaries. The province is eager for FPT to invest in general education, vocational training, and educational facilities within Hai Duong. With a population exceeding 2.1 million and a strong emphasis on industrial development, Hai Duong hosts over 300,000 workers, many of whom require upskilling. The province aims to attract high-tech industries and emphasizes the need for high-quality human resources. In the realm of digital transformation, FPT reaffirms its dedication to significant investment in Hai Duong to foster exceptional growth. During the conference, FPT Corporation expressed keen interest in five key areas: digital government, Project 06 and digital transformation initiatives in Hai Duong, digital health, digital education, and IT infrastructure. FPT's leadership emphasized their readiness to collaborate closely with Hai Duong, leveraging their partnerships with several of the world's top technology firms to advance future development initiatives together.

In the 2024-2025 period, FPT plans to support and collaborate with the province in several key areas: Developing a digital transformation plan; Implementing information safety and security solutions; Rolling out Project 06 models such as FPT Smart Kiosk, online testing, and a citizen identification authentication platform with FPT.IDCheck; Introducing digitalization solutions and a shared electronic storage platform, establishing a digital data warehouse for the province; Deploying a hospital management system, electronic medical records, and medical practice management system.

From 2026 to 2030, FPT plans to assist in establishing a shared digital platform for digital transformation and smart cities: Business Intelligence (BI), Artificial intelligence (AI), the Internet of Things (IoT), and Virtual reality/Augmented reality (VR/AR). FPT also aims to deploy smart services and utilities across various sectors, including transportation, tourism, construction, natural resources, and the environment. FPT Corporation presented updates on their collaboration with Hai Duong province during the meeting.

Under the digital transformation cooperation agreement for 2021-2025, signed by the People's Committee of Hai Duong province and FPT on August 24, 2021, FPT has actively supported and provided consultation to Hai Duong province in several areas: Developing and deploying policies, programs, and plans for digital transformation; Proposing solutions to enhance the Provincial Competitiveness Index (PCI), Provincial Digital Transformation Index (DTI), and Administrative Reform Index (PAR Index); Supporting Hai Duong province in fostering the digital economy, digital society, and digital transformation initiatives for businesses and households; Coordinating the implementation of training programs; Reviewing and piloting smart urban initiatives within the province.

As a result of consulting activities, FPT Corporation has assisted the province in constructing a comprehensive digital transformation plan and model, focusing on enterprise digital transformation. Regarding outreach and training efforts, FPT coordinated three conferences and seminars and participated in four digital transformation events. They have successfully implemented digital transformation initiatives for nearly 20 businesses and installed over 300 cameras across 15 communes.

The outcomes of digital transformation applications for citizens and businesses reached a utilization rate of 60%. Industry-specific services and utilities achieved a penetration rate of 15%. System and software solutions supporting staff operations attained an adoption rate of 45%. The digital platform saw widespread adoption at 60%. Digital institutions and awareness reached a maturity level of 75%. The digital infrastructure supporting smart cities and digital transformation operations reached an implementation rate of 80%.

From 2020 to 2022, Hai Duong consistently maintained a high Digital Transformation Index (DTI), consistently ranking among the top 15 provinces nationwide. As of 2023, Hai Duong's Provincial Competitiveness Index (PCI) ranks 17th in the country, while its Administrative Reform Index (PAR Index) is positioned at 22nd nationally.

In his closing remarks at the conference, Chairman Trieu The Hung of the Provincial People's Committee expressed acknowledgment and appreciation for the proposals put forth by FPT Corporation. He underscored Hai Duong's commitment to prioritizing digital transformation, highlighting that following the 17th Provincial Party Congress, Hai Duong issued a resolution focusing on digital transformation, defining it as a pivotal element of a "green and digital" agenda. Chairman Hung suggested that Hai Duong Province and FPT Corporation will deepen their cooperation further to achieve optimal outcomes as outlined in the memorandum of cooperation signed by both parties in 2021.

The province holds FPT Corporation in high regard for its investment in educational facilities nationwide tailored to current human resource needs. As Hai Duong aims to evolve into an industrial province, mainly focusing on developing high-tech industries, the Chairman of the Provincial People's Committee expressed support for FPT Corporation's proposal to establish an Educational and Scientific Complex in the city. He urged relevant provincial departments and branches to promptly identify a suitable location for the deployment of this large-scale educational complex, aligned with the principle of collaborating closely with businesses. Chairman Trieu The Hung emphasized Hai Duong's readiness to cooperate with FPT, assigning relevant agencies to collaborate closely with the Corporation in drafting specific and comprehensive cooperation content and implementation plans.
