FPT Accompanies the Ministry of Justice in the Comprehensive Digital Transformation of Civil Judgment Enforcement

The national digital platform for Civil Judgment Enforcement (CJE) has officially been rolled out nationwide, marking a major milestone in the digital transformation journey of the Ministry of Justice. Widely regarded as a comprehensive revolution in governance and operations within the justice sector, the initiative has been implemented with the close partnership of FPT, aiming to enhance transparency, modernize public services, and place citizens at the center of service delivery.
A Turning Point for Comprehensive Digital Transformation in Civil Judgment Enforcement
The year 2025 presented pressing challenges for the civil judgment enforcement system as workloads surged sharply. The total number of cases requiring enforcement reached 1,063,030, with a corresponding value of VND 683,817 billion, including major cases worth thousands of billions of VND. At the same time, the sector underwent organizational restructuring under a single-tier model, reducing the number of provincial units from 63 to 34, which necessitated a fundamentally new operational and management approach.
In parallel, the Law on Civil Judgment Enforcement (amended) passed by the National Assembly on December 5, 2025, turned digital transformation into a mandatory requirement. Notably, several provisions related to digital transformation took effect immediately on January 20, 2026, rather than July 1, 2026—sending a clear message that reform could no longer be delayed.
According to Mr. Mai Luong Khoi, Deputy Minister of Justice:
“Digital transformation in civil judgment enforcement is no longer an optional task, nor a temporary movement—it is a matter of survival. Without accelerating the application of information technology and transforming management and enforcement methods in a digital environment, the system will struggle to operate smoothly and fulfill its mission amid increasing workloads and enforcement values.”
This urgency became the driving force for the Ministry of Justice and the Civil Judgment Enforcement Authority to work decisively with technology partners to build an entirely new “operating system” for the sector, in line with Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW, and the streamlined two-tier government model.
A Nationwide Digital Platform
On the morning of January 20, 2026, the entire civil judgment enforcement system under the Ministry of Justice officially began operating on a new digital technology platform nationwide. The platform consists of four core modules—Electronic Receipts, Enforcement Decision Support, Judgment Enforcement Operations, and Complaint & Denunciation Handling—fully digitizing 100% of professional workflows and citizen interactions.
The platform serves 34 provincial-level civil judgment enforcement agencies and 355 regional enforcement offices, supporting more than 6,800 users, including leaders, enforcement officers, and specialized staff. The nationwide rollout marks a new phase of comprehensive digital transformation, contributing to the development of a disciplined, transparent, modern justice system that serves the people.

Within a short period of operation, the platform has already delivered impressive results. By the end of 2025, 100% of enforcement decisions were issued electronically through an AI-integrated system, and more than 600,000 electronic receipts replaced paper documents, with total transaction values exceeding VND 30,000 billion. The entire process—from case intake and enforcement organization to payment—has been digitized, enabling transparency and real-time supervision.
Initial outcomes indicate that processing time has been reduced by approximately 30%, administrative procedures by up to 80%, while enabling real-time monitoring and eliminating “blind spots” prone to misconduct. These results demonstrate the effectiveness of a new operating model in which technology is no longer a supporting tool, but a core foundation tightly linked with institutional reform and modern governance.

Local Pioneers Driving Nationwide Implementation
Implemented under a unified roadmap, many localities proactively participated in pilot programs and accelerated technology adoption. Speed, urgency, and intensive efforts—working through weekends and holidays—characterized the final phase before nationwide deployment.
Ho Chi Minh City took the lead in implementing several modules of the digital platform (electronic receipts, enforcement decision support, and enforcement operations) and inaugurated the first Civil Judgment Enforcement Intelligent Operations Center (IOC), utilizing the nationwide IOC platform centrally deployed by the Civil Judgment Enforcement Management Authority.
At the same time, Hanoi pioneered the pilot of the Citizen Reception and Complaint & Denunciation Resolution System, a particularly complex and sensitive module requiring strict process control and accountability.
On the first day of operation, civil judgment enforcement agencies in Can Tho, Son La, Dien Bien, Dong Thap, Quang Tri, Da Nang, Thanh Hoa, and other localities simultaneously conducted operations on the digital platform with on-site support from FPT’s technology teams, carrying out initial enforcement procedures, decision support, electronic receipt issuance, and complaint management—creating a synchronized, determined, and disciplined working atmosphere nationwide.
According to Mr. Nguyen Thang Loi, Director General of the Civil Judgment Enforcement Management Authority (Ministry of Justice), the system operated stably from the very first day, reflecting the thorough and well-prepared efforts of the entire sector.
FPT Accompanies the Comprehensive Digitalization of Civil Judgment Enforcement
Throughout this journey, FPT approached the project not merely as a technical assignment, but as a comprehensive restructuring of management and operational methods.

During the pilot phase, FPT teams closely followed every professional workflow, working directly with enforcement units to study, analyze, and digitize real-world processes. Surveying, design, and development were conducted at high speed, with core software modules completed within approximately five months, followed by pilot implementation, evaluation, and continuous optimization before official nationwide rollout.

The Civil Judgment Enforcement digital platform is built on Kyta Platform, a “Made by FPT, Make in Vietnam” solution developed entirely by Vietnamese engineers. Designed around the concept of “an AI brain, a low-code heart, and an unlimited integration nervous system,” the platform enables rapid digital transformation, helping organizations save time and costs while laying a solid foundation for paperless offices, enhanced transparency, legal compliance, and comprehensive modernization of internal operations—thereby strengthening competitiveness in the digital economy.
Amid nationwide efforts to celebrate the 14th National Congress of the Communist Party of Vietnam, the profound transformation of the Civil Judgment Enforcement system carries special significance. It stands as vivid proof of reform spirit and determination to build a modern, transparent, and people-centered justice system. The project also reaffirms the technological mastery and strong commitment of leading domestic enterprises such as FPT, underscoring FPT’s dedication to accompanying Vietnam’s civil judgment enforcement sector in fulfilling its mission of serving the people and upholding the rule of law in a new era of development.
