FPT partners with the Ministry of Justice to apply digital technologies and AI in preparation for nationwide legal document review

On the morning of April 23, 2026, the Ministry of Justice officially launched the upgraded version of the National Legal Database and the Information System supporting the comprehensive review of legal normative documents, with technology support from FPT. These systems have been enhanced and built on modern digital and data technologies, with strong AI integration, marking a new milestone in the development of the national legal database. This represents a key step toward establishing a digital legal ecosystem and implementing Resolution 57-NQ/TW, Resolution 66-NQ/TW, and Resolution 2092/NQ-UBTVQH15.

The launch ceremony was attended by Party Central Committee Member and Deputy Prime Minister Le Tien Chau; Party Central Committee Member and Vice Chairman of the National Assembly Nguyen Khac Dinh; Party Central Committee Member and Deputy Minister of National Defense Nguyen Van Gau; Standing Member of the Central Steering Committee for Resolution 57-NQ/TW Nguyen Huy Dung; Party Central Committee Member and Minister of Justice Hoang Thanh Tung, along with leaders from the Ministry of Justice and various ministries and agencies.

In the context of Vietnam accelerating comprehensive digital transformation in line with Resolution 57-NQ/TW and fundamentally reforming the development and enforcement of laws under Resolution 66-NQ/TW, legal data is increasingly becoming a critical infrastructure of a modern rule-of-law state. The Government and National Assembly have identified one of the top ten priority tasks as mobilizing resources to review, amend, and完善 the legal system. These efforts aim to eliminate overlaps, inconsistencies, and bottlenecks, thereby reducing administrative procedures, business conditions, and compliance costs, ultimately facilitating citizens and enterprises, boosting double-digit economic growth, and achieving socio-economic development goals.

The Standing Committee of the National Assembly issued Resolution 2092/NQ-UBTVQH15, initiating a nationwide comprehensive review of all legal normative documents to create a more transparent legal framework for economic growth in the new era.

On April 19, 2026, Deputy Prime Minister Le Tien Chau signed Official Dispatch No. 32/CĐ-TTg, requesting the nationwide implementation of this comprehensive review. The directive emphasizes standardizing and cleansing data in the National Legal Database and strengthening connectivity between ministries, sectors, localities, and the National Legal Portal. It also calls for enhanced application of digital technologies and AI to ensure data accuracy, completeness, timeliness, and consistency.

To fulfill these tasks, the Ministry of Justice has prioritized close coordination with ministries, agencies, and localities, leveraging FPT’s technological capabilities to upgrade and consolidate data and technology systems. These include:
(1) The dedicated review section on the National Legal Portal as a centralized information hub;
(2) The upgraded National Legal Database as the core data platform;
(3) The Information System supporting the review process as a direct operational tool for officials and legal experts.

All systems apply advanced digital technologies and AI to effectively meet the demands of the nationwide review.

Upgraded National Legal Database: comprehensive restructuring with digital technology and AI

Established in 2014, the National Legal Database was designed to build a centralized and unified repository of legal documents nationwide. The 2026 version has been comprehensively restructured, enabling detailed management down to articles, clauses, and points.

All legal documents are standardized using LegalDoc LM, a common language used in advanced legal systems worldwide, allowing legal content to be converted into structured data that machines can read, understand, and process automatically. For the first time, AI is deeply integrated to ensure data quality—“Accurate – Complete – Clean – Live”—and optimize data utilization.

The system serves two key user groups. For citizens and businesses, it provides transparent, reliable, and accessible legal information, removing traditional barriers to legal research. For government agencies, it goes beyond a storage system to become a platform supporting the full lifecycle of legal documents—from drafting and appraisal to review, systematization, dissemination, and enforcement.

With standardized technology, AI integration, and seamless connectivity, the National Legal Database is evolving into a national digital legal knowledge infrastructure, where data is activated, transformed into actionable insights, and contributes to building legal trust across society.

Information System for legal document review: digitizing the entire operational process

Alongside the database, the Information System supporting the review process has been developed to directly address operational challenges at a nationwide scale.

First, the Ministry of Justice has built a dedicated review section on the National Legal Portal, serving as an official information channel. It continuously updates information on steering committees, activities of agencies and localities, and professional guidelines for document review. It also connects directly to supporting data sources, including Party documents, the National Legal Database, international treaty databases, and review-support software.

As a central coordination hub, this section ensures all agencies clearly understand objectives, requirements, and methodologies, enabling synchronized and transparent implementation nationwide.

Second, the software supporting the inspection and review of legal normative documents acts as a direct operational tool. This comprehensive digital solution enables:

(i) standardized data entry based on unified templates;
(ii) efficient aggregation of data from multiple agencies;
(iii) real-time progress tracking;
(iv) fast and accurate report generation;
(v) consistency in nationwide review results.

The comprehensive review of legal normative documents is a critical and unprecedented task, involving massive workloads, complex content, and nationwide implementation across all levels of government, with participation from a wide range of agencies and organizations.

Following the launch, a training conference was held with representatives from central ministries and agencies. Participants received hands-on guidance on using the Information System and the dedicated portal section through practical demonstrations and instructional materials.
