FPT receives Certificate of Merit from the Standing Committee of the Hanoi Party Committee for excellence in building an AI-powered centralized operations platform

Hanoi – Recently, within the framework of the launch ceremony for the “Centralized Operations Platform of the National Assembly Deputies Delegation and the two-tier People’s Councils of Hanoi – A one-stop hub for all tasks,” FPT Corporation introduced an artificial intelligence (AI) solution supporting the aggregation and analysis of voter petitions, serving the management and operational activities of elected bodies. The Group was also awarded a Certificate of Merit by the Standing Committee of the Hanoi Party Committee for its outstanding contribution to advising on and building this centralized operations platform.

Attending the event, city leaders included Politburo Member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Head of Steering Committee 57 of the City Party Committee; Central Committee Member and Vice Chairman of the National Assembly Nguyen Khac Dinh, Head of the National Assembly’s Digital Transformation Steering Committee; Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People’s Council Phung Thi Hong Ha, Head of Steering Committee 57 of the City People’s Council. Representing FPT was Mr. Nguyen The Phuong, Deputy CEO of FPT Corporation.

The solution developed by FPT functions as an AI assistant for officials and civil servants of the city’s two-tier People’s Councils. It can automatically aggregate, analyze, and process data while providing decision-support tools. The system enables intelligent Q&A, retrieval of petition handling status, statistics of documents by status, and real-time tracking of processing progress. Additionally, the AI can identify and analyze long-standing unresolved issues and suggest solutions, thereby enhancing the effectiveness of supervision and operations of the National Assembly Deputies Delegation and the Hanoi People’s Council.

According to FPT representatives, the solution is designed for flexible integration with the existing management platforms of the Hanoi People’s Council, while remaining scalable to meet future needs in line with the city’s data-driven digital government strategy. In addition to AI, the project also leverages Big Data, cloud computing, and cybersecurity technologies to enhance operational efficiency, improve supervision quality, and better serve representatives and voters—while ensuring accessibility and inclusivity without creating a digital divide.

Notably, the project was implemented at remarkable speed. Within just two weeks of receiving requirements, the FPT team completed business analysis, data assessment, planning, system integration, and testing. Before March 16, all preparations were finalized for rehearsal with city leadership. The system has since operated stably and received positive feedback.

To mark the collaboration between FPT and Hanoi, on the morning of March 17, at the Office of the National Assembly Deputies Delegation and the Hanoi People’s Council, FPT and partner enterprises signed a Memorandum of Understanding (MoU) to continue accompanying and advising Hanoi on its comprehensive digital transformation roadmap.

Through this initiative, FPT continues to affirm its role as a strategic partner of Hanoi in promoting digital transformation, progressively applying new technologies such as AI in public administration, contributing to improved governance efficiency and stronger citizen engagement. 

Artificial intelligence has been one of the core technologies that FPT has invested in researching and developing for more than a decade. The deployment of an AI assistant for handling voter petitions in Hanoi’s People’s Council is considered a concrete realization of this strategy in the public sector, demonstrating the company’s capability to master and implement advanced technologies in practice.
