FPT CEO: FPT Is Ready to Serve as the “Master Architect” for Quang Ninh’s Science, Technology, Innovation, and Digital Transformation Journey

Quang Ninh, November 24, 2025 – At the Conference on Promoting Science–Technology, Innovation, and Digital Transformation in Quang Ninh Province, Mr. Nguyễn Văn Khoa – CEO of FPT Corporation – shared a new cooperation vision between enterprises and local authorities, affirming that FPT is ready to take on the role of “master architect” in shaping the province’s digital future. On this occasion, FPT received the Investment Registration Certificate for the Focused Digital Technology Park and Auxiliary Zone Project in Tuan Chau Ward, Quang Ninh, with a total investment of over VND 138 billion.

 

A Long-Term Commitment Toward a Breakthrough Digital Quang Ninh

 

Speaking at the event, FPT CEO Nguyễn Văn Khoa emphasized that after administrative boundary reform, Quang Ninh faces the challenge of being a province with a relatively small area but a fast-growing economy. However, Quang Ninh also holds a unique opportunity to enter a new phase of development driven by science–technology, innovation, and digital data.

To maintain sustainable growth and continue leading the nation in digital transformation, the province needs a holistic, unified, and robust model that can be consistently implemented across all levels.

Drawing on its position as Vietnam’s leading technology enterprise with more than 10 years of substantive cooperation in Quang Ninh, FPT proposed serving as the “master architect”—accompanying the province in designing digital architecture, building data ecosystems, developing infrastructure, and nurturing digital talent.

CEO Nguyễn Văn Khoa outlined five strategic pillars that FPT wishes to jointly develop with Quang Ninh:

 

1. Building a Comprehensive Digital Transformation Strategy (2026–2030)

 

FPT will support Quang Ninh in shaping a unified model for digital government, digital economy, and digital society based on the architecture:

“One integrated system – one unified data source – one seamless service.”

This ensures synchronized connection between provincial and central government systems.

 

2. Developing a Shared Data Ecosystem

 

FPT aims to help the province standardize, enrich, and interconnect critical datasets—population, land, businesses, tourism, healthcare, and education.

By 2030, the goal is for Quang Ninh to complete a centralized data repository ready to connect with 100% of national databases.

 

3. Establishing Modern Digital & Cybersecurity Infrastructure

 

This includes expanding telecommunications, 5G, IoT; applying zero-trust security architecture; operating a cybersecurity operations center; and training cybersecurity experts locally.

 

4. Developing Digital Human Resources

 

FPT will implement training programs for provincial leaders and civil servants, expand talent incubation programs, scholarships, and tech competitions.

The corporation also aims to attract FPT ecosystem companies and partners to invest in Quang Ninh, forming a strong digital enterprise network.

 

5. Investing in an Innovation Hub at Tuan Chau

 

FPT plans to establish an R&D and training center, connecting domestic and international investors and technology enterprises.

The goal is to transform Tuan Chau into a science–technology and innovation nucleus supporting Quang Ninh’s green and circular economic objectives by 2030.

 

CEO Nguyễn Văn Khoa highlighted Quang Ninh’s continuous national leadership in administrative reform and digital transformation, with top rankings in PCI, PAR, SIPAS, and DTI indexes.

With a strong economic foundation, synchronized infrastructure, and unique geopolitical advantages, the province is well-positioned to host high-tech projects.

 

Over the past decade, FPT has supported the province in implementing the three-tier e-government system (since 2013). In 2025, FPT deployed three foundational systems for the two-tier local government model and the one-tier Public Administration Service Center, including:

• Digitalization Stations – e-ID integration and document scanning

• Online reception & queuing system

• Next-generation administrative procedure platform – enabling end-to-end electronic dossier handling and cross-level synchronization

 

Just three months after the simultaneous rollout across 54 communes and wards (from July 1, 2025), 98.5% of administrative dossiers were processed on time or ahead of schedule—even complex interlinked procedures.

 

Concluding his speech, the FPT CEO expressed hope for long-term partnership with Quang Ninh to build a modern digital government and achieve breakthrough development in the digital era, leveraging FPT’s technology, implementation experience, and pioneering spirit.

 

FPT Receives Investment Approval for Focused Digital Technology Park in Quang Ninh

 

During the conference, Quang Ninh authorities handed over the Investment Approval for the Tuan Chau Focused Digital Technology Park, with FPT as the main investor.

The project aims to build synchronized infrastructure to attract enterprises specializing in digital technology, AI, Big Data, IoT, cybersecurity, and R&D.

• Scale: 8.94 hectares

• Investment capital: Over VND 138 billion

 

FPT will develop technical infrastructure, management offices, and auxiliary facilities.

The Tuan Chau Focused Digital Technology Park is expected to help Quang Ninh become a new technology hub in Northern Vietnam—attracting digital enterprises, AI companies, and future-tech sectors. FPT’s large-scale infrastructure investment will accelerate the digital economy and position Quang Ninh for regional advancement in the AI era.
