FPT partners with the Ministry of Health to deploy Ho Chi Minh City’s Social Protection Facilities Database, marking a milestone in welfare digitalization

On March 24, 2026, at Chanh Phu Hoa Social Protection Center, the Ho Chi Minh City Department of Health officially launched and put into operation the Social Protection Facilities Database of Ho Chi Minh City. The system, directed by the Department of Social Protection under the Ministry of Health and implemented with FPT’s technological support, marks a significant step forward in the digitalization of social assistance, in line with Resolution No. 57-NQ/TW of the Politburo and Resolution No. 214/NQ-CP of the Government.

The launch ceremony took place as part of the celebration of Vietnam Social Work Day (March 25) and the one-year review of the Comprehensive Healthcare Support Program for beneficiaries at social protection centers under the Department of Health. The event was attended by Ms. Tran Thi Dieu Thuy, Member of the Ho Chi Minh City Party Committee and Vice Chairwoman of the People’s Committee, along with representatives from the Vietnam Fatherland Front Committee of Ho Chi Minh City, the city’s Social Insurance agency, the Department of Health, and other delegates.

Speaking at the ceremony, Ms. Tran Thi Dieu Thuy emphasized that after 10 years of development, the city’s social work sector has made significant progress in organizational systems, service networks, and human resource quality. To date, 100% of public hospitals in the city have established social work departments or units, contributing to a more humane and patient-friendly healthcare environment.

With the goal of further improving and modernizing the management of social protection facilities in Ho Chi Minh City—which accounts for about 20% of the country’s total number of such facilities—the Department of Social Protection (Ministry of Health), the Ho Chi Minh City Department of Health, and FPT have successfully developed a database for social protection facilities and social workers. This contributes to completing the national health database and improving the efficiency of social welfare management and service delivery.

The Social Protection Facilities Database of Ho Chi Minh City was developed based on requirements from the Department of Social Protection (Ministry of Health), using a modern open-source technology platform. It includes seven main functional groups: system administration, shared categories, management of social protection facilities, management of beneficiaries, management of social workers, reporting and statistics, and a dashboard for monitoring and decision-making.

After a pilot phase, the system has gradually met practical requirements and is expected to further demonstrate its effectiveness as the city implements comprehensive healthcare programs for beneficiaries. As of March 2026, the system covers more than 110 facilities and over 12,000 individuals under care.

The deployment of the system brings tangible benefits to different user groups. For citizens and beneficiaries at social protection facilities, it enables the creation of complete electronic records for each individual, ensuring transparent and timely access to policies, benefits, and healthcare services.

For staff, the specialized software directly supports daily operations through a centralized database, enabling faster data retrieval, reducing administrative procedures, and minimizing manual work. The system also facilitates planning, reporting, and detailed tracking of care processes for each beneficiary.

At the management level, the Ho Chi Minh City Department of Health can fully transition from manual reporting to real-time data utilization, with continuously updated information from relevant databases—thereby enhancing governance, operational efficiency, and policy-making.

Mr. Pham Thanh Tung, Director of Healthcare at FPT IS, FPT Corporation, stated: “For us, this is not merely a technology project. Resolution 57-NQ/TW requires digital transformation to stem from real societal needs and address urgent demands of citizens. Technology only delivers value when it ensures that every individual—regardless of circumstances—can fully access policies and social welfare services. That is the goal we aim for in building this system.”

In the next phase, FPT will continue to work closely with the Department of Social Protection to organize training programs and workshops across northern and southern regions, as well as nationwide online courses. Training is expected to be completed by the end of Q2 2026, ensuring synchronized and effective system operation.

This event not only marks progress in implementing national databases in accordance with Resolution No. 71/NQ-CP and Resolution No. 214/NQ-CP, but also affirms FPT’s capability to master strategic technologies and its commitment to partnering with the Government, contributing to the realization of Resolution No. 57-NQ/TW.
