FPT Partners with Civil Judgment Enforcement Authority to Deploy Smart IOC Center, Turning Data into Operational Capability

Hanoi, April 2, 2026 – The Ministry of Justice Vietnam officially inaugurated and launched the Intelligent Operations Center (IOC) of the Civil Judgment Enforcement Management Authority (THADS). The event marks a significant transformation toward data-driven governance and intelligent analytics, establishing a “Accurate – Sufficient – Clean – Live” data foundation in line with national digital transformation strategies, with the support of FPT.
In line with Resolution 57-NQ/TW and Resolution 66-NQ/TW, the Ministry of Justice has actively advanced digital transformation in civil judgment enforcement through a comprehensive digital platform. At the center of this effort, the IOC THADS system plays a critical role in modernizing governance, enhancing transparency, and improving operational efficiency.
Speaking at the ceremony, Deputy Minister Mai Lương Khôi emphasized: “This is a critical milestone marking the transition from traditional management to technology-driven governance. It represents a true revolution in civil judgment enforcement, enabling transparency, efficiency, and modernization through advanced technologies and comprehensive digitization.”

The IOC THADS operates as a central command center, integrating data across all 34 provinces and cities nationwide. It replaces traditional reporting methods with real-time dashboards, enabling leadership to monitor case resolution rates, processing progress, and complaint handling status. For the first time, a nationwide picture of civil judgment enforcement is visualized instantly, eliminating delays associated with manual reporting.

According to Nguyễn Thắng Lợi, the IOC is designed as the “central brain” of the system: “This is no longer a simple reporting tool, but a real-time monitoring, analytics, and decision-support platform.”
Key functionalities include data visualization, KPI monitoring, predictive analytics, an AI-powered virtual assistant, automated reporting, and alert systems. The platform enables multi-level insights, from national-level overviews for policymakers to detailed tracking at the local level down to individual officers and cases, while also ensuring transparency for citizens and businesses through integration with administrative systems.

A standout feature is the AI-powered virtual assistant, capable of providing instant statistical insights, suggesting performance targets, and comparing forecasts with actual outcomes. This enhances transparency and enables leadership to assess prediction accuracy objectively.

The IOC platform is built on Kyta Platform, a “Make in Vietnam” solution developed entirely by FPT engineers. It allows flexible workflow configuration without the need for custom coding, seamless data integration, and rapid adaptation to regulatory and organizational changes. FPT experts worked closely with enforcement officers from the early stages, analyzing workflows, identifying bottlenecks, and optimizing processes to ensure efficient deployment and compliance with national data security standards.
The THADS digital platform and IOC system have been deployed nationwide since December 12, 2025, with Ho Chi Minh City being the first locality to operationalize the IOC in January 2026. Deputy Minister Mai Lương Khôi noted that while this marks an important milestone, continued efforts are required to standardize operations, ensure system stability, and enhance user training to maximize effectiveness.
The digital transformation of civil judgment enforcement is already creating measurable impact across the system, emerging as a model initiative at the ministerial level. With its capabilities in core technologies such as AI and data platforms, FPT continues to support government agencies not only in implementing digital transformation but also in strengthening governance capacity and public trust, contributing to Vietnam’s broader digital economy and long-term development goals.
