FPT accompanies the State Records and Archives Department to promote national digital archiving and address digitization challenges

At the series of conferences organized by the State Records and Archives Department of Vietnam to resolve issues in archival management at the local government level and to hand over the digital archive management software, FPT Corporation donated its digital archive management software and document digitization software to 34 provinces and cities across the country. The event reaffirmed FPT’s commitment to accelerating digital transformation in the records and archives sector, contributing to the achievement of national goals under Resolution No. 57-NQ/TW, from central to local levels.
The conference series took place across three regions — North, Central, and South — from September 18 to 26, with the participation of leaders from the State Records and Archives Department, FPT Corporation, and representatives of provincial Departments of Home Affairs, Departments of Science and Technology, and Offices of People’s Committees nationwide.

Speaking at the Northern region conference on September 18, Mr. Dang Thanh Tung, Director of the State Records and Archives Department of Vietnam, emphasized: “The records and archives sector has always been associated with documents and artifacts. In the context of the Party and the Government strongly promoting the implementation of Resolution 57-NQ/TW, digital transformation and technology application are imperative - there is no other path. This presents both an unprecedented opportunity and challenge, requiring the entire sector to act faster and more decisively, in coordination with technology enterprises, to transition from traditional to digital archiving, building a modern shared data platform to serve the nation’s development. The Vietnamese archival sector is entering Phase II of digital transformation, with the immediate goal of digitizing 30% of processed documents as a foundation to achieve 100% completion by December 31, 2026.”
Delegates shared and discussed the challenges faced during digital transformation in records and archival work at the two-tier local government level. Among these were issues related to organizing and processing records after administrative mergers, with some provinces managing hundreds of thousands of meters of documents. Addressing these concerns, the State Records and Archives Department affirmed its commitment to accompanying localities with guidance documents, processes, methodologies, and specific technological solutions to comprehensively resolve these challenges.
The Department has transferred the Digital Archive Management Software to provincial authorities for installation and operation on local IT infrastructure. This is a comprehensive national archiving system developed in partnership with FPT, using modern core technologies to ensure long-term, secure, and scalable data storage. The platform manages the full lifecycle of records while establishing standardized data connections between central and local levels.

Understanding the challenges of digitization, FPT directly donated its FPT iSOMA document digitization software to local archival agencies. The solution has been evaluated and approved by the State Records and Archives Department as compliant with digitization and storage standards. FPT iSOMA converts paper documents into digital files structured according to the data standards defined in Circular No. 05/2025/TT-BNV. Specifically, the software supports scanning paper documents (such as administrative and archival records), cleaning images, performing optical character recognition (OCR), content review, and packaging them into complete digital data sets. The processed digital documents are then uploaded directly to the National Digital Archiving Platform, helping save time, increase accuracy, and ensure information security.
The application of FPT iSOMA not only enables local archival agencies to digitize hundreds of thousands of pages efficiently but also ensures that documents are standardized, searchable, easy to use, and ready to support public administration, citizens, and businesses. This contributes significantly to achieving the Government’s digital transformation goals outlined in Resolutions 57-NQ/TW, 71/NQ-CP, and 214/NQ-CP.
The iSOMA software has already been deployed in multiple provinces and proven effective in large-scale digitization projects such as the digitalization of Han-Nom woodblock archives and administrative records. Local representatives acknowledged that the software greatly reduces manual workloads, enhances management efficiency, and increases transparency in archival operations.
From FPT’s side, Ms. Pham Thuy Loan, Chief Operating Officer of the Government Division at FPT IS, FPT Corporation, affirmed: “FPT is honored to comprehensively accompany the records and archives sector in its digital transformation journey — from building the legal framework and establishing central technology infrastructure to implementing practical tools at the local level. We understand the challenges faced by the sector and local authorities and are committed not only to providing software but also to directly supporting local archival agencies in installation, training, technical assistance, and digitization services. FPT pledges to continue working alongside the State Records and Archives Department, the Ministry of Home Affairs, and other ministries in building a modern, unified data system, thereby contributing to the realization of Resolution 57-NQ/TW and advancing national digital transformation.”
Behind today’s achievements lies a long-standing partnership between FPT and the State Records and Archives Department — from shaping legal frameworks to building technological foundations and implementing real-world applications. During the legislative phase, FPT contributed expert opinions and technical justifications in the development of the Electronic Archives Law 2024.
FPT’s role is once again affirmed — not only as a technology solution provider but also as a strategic partner of the State, accompanying the government from policy formulation to practical implementation. In the coming period, FPT will continue collaborating with the State Records and Archives Department to expand implementation, strengthen digitization capacity, standardize data, and unlock the value of archival resources, thereby contributing to the development of a digital government, digital society, and digital economy in Vietnam.
