FPT and Cisco Partner with Dong Thap Health Sector to Build an AI-Driven Smart Healthcare Ecosystem

Amid the rapid advancement of digital transformation and artificial intelligence (AI), smart healthcare is entering a new phase where patient experience and satisfaction have become top priorities. To accelerate this transformation, the Dong Thap Department of Health, in collaboration with FPT Corporation and Cisco, organized the seminar "Building a Smart Healthcare Ecosystem Powered by AI and Digital Infrastructure." The event aimed to foster collaboration between healthcare providers in Vietnam's Mekong Delta and leading technology partners.
At the seminar, FPT introduced its comprehensive suite of digital solutions designed to help Dong Thap transform conventional hospitals into intelligent, paperless healthcare facilities.
Opening the event, Dr. Nguyen Thanh Linh, Deputy Director of the Dong Thap Department of Health, emphasized that building an AI-powered smart healthcare ecosystem is a long-term strategic direction centered on five key pillars: modern and secure digital infrastructure; standardized, interoperable data; full adoption of electronic medical records (EMRs) toward paperless hospitals; expanded AI applications in diagnosis and hospital management; and the development of a digitally skilled healthcare workforce. "People remain the decisive factor in the success of digital transformation," he stressed.

In Dong Thap, FPT has partnered with the provincial government on a comprehensive digital transformation program since 2022, identifying smart healthcare as a strategic priority. Cisco, meanwhile, brings world-leading expertise in delivering secure and resilient connectivity to meet increasingly stringent healthcare data security requirements."
Throughout the seminar, experts from FPT and Cisco presented a range of topics covering digital healthcare solutions, AI-ready infrastructure, smart healthcare ecosystem development, and data governance—from regulatory compliance to ensuring cybersecurity for healthcare operations.

Mr. Dang Hong Minh, Senior Solutions Architect at Cisco, highlighted Cisco's experience working directly with leading hospitals worldwide to develop specialized healthcare solutions. One example is Kardia AI, which reduces the time required to analyze cardiac MRI scans from 60 minutes to just 10 minutes.
Addressing cybersecurity, Mr. Nguyen Phu Thinh, Cisco Security Solutions Engineer, cited a cyberattack on Malaysia's Ministry of Health website despite the presence of firewall protection. The case underscores the importance of centralized data management platforms capable of detecting abnormal behavior, while recognizing that final decisions should always remain under human oversight.
In his presentation, "AI-Ready Infrastructure for Healthcare," Mr. Le Van Hoang Trung, Deputy Director of the Infrastructure Services Center at FPT IS, identified two major pressures facing hospital IT infrastructure: mandatory implementation of electronic medical records and the growing demand for AI applications requiring high bandwidth and ultra-low latency.
Based on Decision No. 2146/QD-BYT issued by Vietnam's Ministry of Health, he introduced a five-layer digital architecture framework for healthcare, spanning patient interaction channels, clinical applications, national healthcare data platforms, digital infrastructure, and governance, policy, and workforce management.
Speaking on "Building a Smart Healthcare Ecosystem Powered by Digital Data and Smart Hospitals," Mr. Nguyen Duy Hien, Deputy Director of Healthcare Solutions at FPT IS, explained that a truly smart hospital should enable better patient care, faster and more accurate clinical decisions, and data-driven management.
He described healthcare data as the heart of the ecosystem, particularly as the Ministry of Health is conducting a 90-day nationwide campaign to cleanse, enrich, and standardize data across 12 specialized healthcare databases through a national digital healthcare platform.
Facing a shortage of healthcare professionals—with Vietnam averaging only around 10 doctors per 10,000 people—FPT has developed AI-powered healthcare applications through its Aladdin platform, built in accordance with international standards including HL7, SNOMED CT, and ICD-10.
Presenting on "Legal Compliance and Cybersecurity for Digital Healthcare Systems," Dr. Nguyen Thanh Binh, Global Cybersecurity Consultant at FPT IS, emphasized that legal compliance and operational resilience are two critical priorities for healthcare organizations.
Vietnam's healthcare sector is governed by the Law on Medical Examination and Treatment, the Cybersecurity Law, the Personal Data Protection Law, and Decree No. 356/2025/ND-CP.
He noted that medical records are estimated to be worth ten times more than credit card data on the black market. As an example, FPT cybersecurity experts previously identified a vulnerability in a PACS server that exposed more than 18,000 medical imaging records to potential unauthorized access. Organizations responsible for major data breaches may face penalties of up to 5% of the previous year's revenue or VND 3 billion.
To address these risks, FPT proposed a long-term partnership model that includes comprehensive system assessments, legal compliance consulting, and 24/7 cybersecurity monitoring.
In his closing remarks, Dr. Nguyen Thanh Linh described the seminar as a strategic milestone toward realizing smart hospitals across Dong Thap Province. "Digital infrastructure is the foundation, data is the asset, AI is the driving force, and people are the key to successful healthcare digital transformation."
He also urged the provincial healthcare sector to focus on four strategic priorities:
- Fully implement electronic medical records and completely replace paper records by October 1, 2026;
- Standardize and effectively leverage healthcare data to ensure every citizen has a lifelong electronic health record;
- Expand cashless payment services, AI-assisted medical imaging, and virtual assistants to improve patient services; and
- Strengthen digital skills among healthcare professionals while ensuring robust information security.

At the exhibition area, FPT showcased an integrated ecosystem of digital healthcare solutions designed to enhance hospital operations, unlock the value of healthcare data, and strengthen cybersecurity through next-generation AI Agent technologies.
