Vietnam Low-Altitude Economy Alliance (LAEP) Partners with JUIDA to Develop UAV and Drone Ecosystems

15/12/2025

Japan, December 15 – The Vietnam Low-Altitude Economy Alliance (LAEP) has signed a strategic cooperation agreement with the Japan UAS Industry Development Association (JUIDA), opening new pathways for the development of next-generation transportation, particularly in UAVs, drones, and related technology ecosystems.

The signing ceremony was attended by Mr. Nguyễn Văn Khoa, CEO of FPT Corporation and Chairman of LAEP; Mr. Vũ Anh Tú, Chief Technology Officer of FPT Corporation and Director of FPT UAV; along with the leadership team of JUIDA.

Under the agreement, cooperation between LAEP and JUIDA will focus on three main pillars:

First, the two sides will collaborate on sharing experience in building institutional frameworks, legal regulations, and international standards for UAVs and smart transportation. LAEP aims to learn from Japan’s proven models of UAV governance and operations.

Second, the partnership will promote business connectivity, creating opportunities for enterprises from both countries to engage, explore joint ventures, co-develop products, and expand into new markets.

Third, the two organizations will cooperate on training and human resource development, particularly in UAV operations, traffic coordination, emerging technologies, and international-standard management—facilitating the transfer of Japan’s structured training methodologies and best practices to Vietnam.

Speaking at the event, Mr. Nguyễn Văn Khoa, Chairman of LAEP, emphasized the importance of strengthening information exchange and mutual support in developing Vietnam’s legal and standards framework for the UAV industry, while accelerating connections between Vietnamese technology companies and Japanese partners.

He noted that Vietnam has strong advantages in its young, dynamic workforce with rapid technology adoption, while Japan brings deep expertise in standards, processes, and real-world implementation experience. This complementary partnership, he said, will enhance national competitiveness, advance next-generation transportation ecosystems, and deepen Vietnam–Japan technology cooperation in the years ahead.

Representing JUIDA, Mr. Shinji Suzuki, Chairman of the Association, shared that JUIDA—founded in 2014—is among Japan’s pioneering organizations in the UAV and drone sector. JUIDA has played a significant role in shaping regulations, standards, and operational guidelines, while developing a network of over 200 training institutions across Japan and other regions.

The association is also instrumental in UAV workforce training and regularly organizes major industry events such as the Japan Drone Exhibition, which attracts strong interest from the global technology community. To date, JUIDA has signed more than 44 memoranda of understanding with partners worldwide, contributing to international standardization efforts, including ISO standards related to UAVs and next-generation logistics.

Previously, on December 9, LAEP welcomed a delegation from JUIDA/JUAV in Vietnam. During the meeting, LAEP highly valued JUIDA’s achievements over more than a decade, particularly in training, industry promotion, and UAV safety standard development. The two sides exchanged views on membership networks, education programs, and international cooperation, while discussing UAV applications in urban development, logistics, agriculture, and workforce training. This meeting laid the groundwork for future collaboration through joint workshops, business matchmaking, and bilateral visits.

About LAEP – Vietnam Low-Altitude Economy Alliance

Launched in October 2025, the Vietnam Low-Altitude Economy Alliance (LAEP) marks an important milestone in elevating Vietnam’s position on the global technology map. The Alliance is chaired by Mr. Nguyễn Văn Khoa, CEO of FPT Corporation, with two Vice Chairmen: Mr. Don Lam, Founder & CEO of VinaCapital, and Mr. Trần Anh Tuấn, CEO of the Vietnam UAV Network.

LAEP aims to position Vietnam as a regional leader in the low-altitude economy, progressing toward becoming a global hub for this emerging sector. The Alliance focuses on developing high-tech industries leveraging UAVs, unmanned aviation, smart devices, data, and automation. LAEP envisions this new economy driving thousands of supporting enterprises, creating one million high-quality jobs, and generating tens of billions of USD for Vietnam over the next 10–15 years. The Alliance brings together leading technology and finance corporations, startups, and experts with a shared goal of establishing a strategic national industry.

About JUIDA

Founded in 2014, the Japan UAS Industry Development Association (JUIDA) promotes the sustainable development of Japan’s UAV industry. Since 2021, JUIDA has expanded into Advanced Mobility Systems (AMS), encompassing drones, Urban Air Mobility (UAM), and flying vehicles.

JUIDA focuses on safety standards, training and certification, trend analysis, policy advocacy, and ecosystem connectivity for AMS both domestically and internationally.

The association organizes the annual Japan Drone Exhibition and Advanced Air Mobility Expo, serving as central platforms for industry advancement. Internationally, JUIDA is recognized for its contributions to standardization, notably ISO 23665 on UAV pilot training (issued in 2021). JUIDA has also led UAV applications in disaster response, working closely with the Japan Self-Defense Forces—most notably during the 2024 Noto earthquake. Since Japan authorized Level 4 UAV operations in 2022, JUIDA has played a pivotal role in developing human resources, standards, and AMS markets.
