On March 3, 2026, under Decision No. 37/QĐ-BCH of the National Data Association (NDA), Mr. Tran Dang Hoa – Chairman of FPT IS, FPT Corporation – was officially appointed as a Member of the NDA Executive Committee, while also taking on the role of Head of External Relations of the Association. Together with Mr. Truong Gia Binh – Chairman of FPT Corporation, who currently serves as Vice Chairman and Member of the NDA Executive Committee – Mr. Tran Dang Hoa’s participation further affirms FPT’s role and contributions to Vietnam’s goal of building a national data ecosystem that is “accurate – sufficient – clean – live,” unified and shared, contributing to the development of the digital economy and enhancing the value of data in the national economy.

Mr. Tran Dang Hoa becomes a Member of the Executive Committee of the National Data Association.
The National Data Association was established under Decision No. 10/QĐ-BNV dated January 10, 2025, by the Ministry of Home Affairs, and was officially launched on March 22, 2025, at its first National Congress, attended by General Secretary To Lam and many leaders of the Party and State. General Luong Tam Quang – Member of the Politburo and Minister of Public Security – was elected as Chairman of the Association. The Executive Committee and Standing Committee include representatives from major organizations, with Mr. Truong Gia Binh serving as Vice Chairman, affirming FPT’s pioneering position in the national data ecosystem from its inception.
The Association operates with the mission of connecting regulatory agencies, businesses, organizations, and individuals in the data sector, aiming to build a robust data ecosystem that contributes to digital economic development and enhances the value of data in the national economy.
According to Decision No. 37/QĐ-BCH, the NDA Executive Committee for the 2025–2030 term has been supplemented with 11 new members, representing leading telecommunications, banking, media, and technology organizations in Vietnam:

As the head of FPT IS – a key technology arm of FPT Corporation – Mr. Tran Dang Hoa’s appointment represents FPT’s long-term strategic commitment to building a secure and sovereign data ecosystem, contributing to national digital transformation goals. With deep understanding of technology trends and extensive experience across major international markets such as Japan, South Korea, the United States, and Europe, Mr. Hoa plays a significant role in fostering innovation DNA and entrepreneurial culture within FPT, contributing to the development of the “Make in Vietnam” product ecosystem and advancing FPT’s semiconductor initiatives. At the same time, the unit he leads possesses strong expertise and resources in data, reinforcing FPT’s commitment to building a robust national data ecosystem aligned with NDA’s vision.
To date, FPT remains steadfast in approaching all transformation challenges starting from data, aiming to accompany the nation in mastering core technologies and building a national database system that is “accurate – sufficient – clean – live, unified and shared,” directly serving citizens.
In 2025, FPT collaborated with the Ministry of Public Security to consult on the development of the National Data Center – a flagship project in Vietnam’s national digital transformation strategy. The center meets the highest international standards (TIA-942-C Rated 4, Uptime Tier IV at design stage), forming a critical foundation for a high-quality national data infrastructure, strengthening digital sovereignty, and reducing dependence on foreign systems. In parallel, FPT signed a cooperation agreement with the Data Innovation and Exploitation Center to research and deploy innovative digital transformation solutions. FPT is also among the pioneering technology companies preparing for intermediary data services, proactively aligning with the Data Law and building comprehensive, secure, and scalable data capabilities.
In line with Resolution 57-NQ/TW and Resolution 214/NQ-CP dated July 23, 2025, FPT IS has mobilized senior experts to work directly with key ministries and agencies including the Ministry of Finance, Ministry of Justice, State Bank of Vietnam, Ministry of Ethnic and Religious Affairs, Ministry of Foreign Affairs, and the Vietnam Fatherland Front, as well as collaborating with the Ministry of Health, the Supreme People’s Court, and five localities. FPT IS has played a core role in building and implementing national data strategies and digital transformation strategies, while leading the development of key national and sectoral databases such as the national financial database, legal aid database, civil judgment enforcement database, and religious database, contributing to a unified, interconnected, and long-term national data infrastructure.
In addition, FPT IS has directly implemented and operated numerous critical information systems assigned by authorities. At the local level, FPT IS has been tasked with coordinating with other partners under Resolution 214/NQ-CP to review and assess administrative procedures, online public services, and national and sectoral databases across 34 provinces and cities nationwide.
Under Project 06, FPT has partnered with the Government and the Ministry of Public Security to deploy dozens of practical application models, integrating digital identity and population data into essential sectors. Notable results include over 30 million identity verifications in banking and financial transactions; 400,000 elderly citizens using ID cards for free metro travel; nearly 120,000 pharmaceutical purchases via VNeID; over 200 hospitals applying ID-based services; and 130,000 participants in Hanoi University of Science and Technology’s aptitude tests verified via ID, ensuring transparency and preventing fraud.

FPT possesses extensive experience in implementing large-scale technology projects across critical sectors including digital government, finance and banking, enterprise, healthcare, and education. The Corporation continues to support enterprises, banks, healthcare, and education organizations both domestically and internationally in AI transformation and data-driven innovation, positioning technology as a core competitive advantage to drive the digital economy and digital society.
Recently, FPT established a Strategic Technology Steering Committee to accelerate the implementation of Resolution 57-NQ/TW, aiming to contribute meaningfully to the success of Project 06, promote administrative reform, and help build a modern, secure, and prosperous digital Vietnam.
