In the context where science, technology, digital transformation, and innovation are becoming the driving forces behind breakthroughs that will lead the country into a new era, Mr. Trương Gia Bình, Chairman of FPT Corporation, affirmed that mastering and creating technology is no longer an option, but the only path for Vietnam to overcome the middle-income trap, ensure national autonomy, and rise alongside global powers.
A “Once-in-a-Thousand-Year” Opportunity for Vietnam
According to the FPT Chairman, Resolution No. 57-NQ/TW of the Politburo clearly reflects the alignment between the Party’s vision and public aspiration in identifying science, technology, innovation, and digital transformation as the central drivers of a new development model. While the world is facing a severe shortage of high-tech talent in areas such as AI, semiconductors, and cybersecurity, Vietnam possesses a large young population with strong aspirations, adaptability, and the ability to rapidly absorb new technologies.
History shows that every major leap forward of powerful nations has been associated with a technological revolution. The difference between countries that break through and those trapped in the middle-income status lies in whether they master and create technology, or merely apply technologies created by others.
From this perspective, Mr. Trương Gia Bình emphasized that Vietnam has only one path forward: to become a nation that creates technology.

The “Triple-Helix” Model and the Role of Enterprises
To realize this aspiration, the FPT Chairman highlighted the need for a well-structured science and technology development model, in which the State plays the role of architect and policy maker, universities and research institutes generate knowledge and train talent, and enterprises act as the key force bringing technology into real-world applications.
The Government’s identification of 11 national strategic technology groups, along with its role as a major investor and end user of technology, provides a critical foundation for enterprises to confidently invest in the long term and master core technologies that directly impact national competitiveness and sovereignty.
In this spirit, FPT Corporation announced the establishment of its Strategic Technology Steering Committee, focusing long-term investments on core technologies fundamental to Vietnam’s future, including Quantum AI, Cybersecurity, UAVs, Data, and Railway Technology—areas closely linked to technological sovereignty, national security, and long-term competitiveness.
Investing in Core Technologies and Elite Talent
FPT’s next major objective is to build a large pool of high-level experts to implement Resolution 57, expand international cooperation, and invest strongly in autonomous core technologies, contributing to the creation of a startup-driven Vietnam.
A key highlight is the establishment of the Quantum AI & Cyber Security Research Institute (QACI), which is expected to gather around 200 PhD-level researchers. FPT plans to invest approximately USD 100 million in the coming years. QACI is envisioned as both a hub for core technology research and development and a center for training high-level talent, while closely linking research with practical deployment.
In the UAV sector, FPT and its partners are fostering a technology ecosystem aimed at building an industry valued at USD 10 billion and creating jobs for up to one million high-tech workers. For railway technology, FPT views this as a large-scale national technology challenge closely tied to long-term strategic infrastructure decisions.
In cybersecurity, Mr. Trương Gia Bình stressed that gradually mastering cybersecurity capabilities is a prerequisite for ensuring national security in the digital space. Accordingly, FPT will invest in developing robust cybersecurity solutions and forming cybersecurity alliances involving Vietnamese cybersecurity companies to deliver solutions for government agencies and enterprises. FPT also plans to bring its products to international markets to learn, compete, and strengthen global competitiveness.

According to Chairman Trương Gia Bình, the most critical factor in mastering technology is not only resources or policies, but national aspiration. In reality, Vietnamese experts have already contributed significant innovations in many cutting-edge global technology fields, including AI and large language models.
Entering a new phase, FPT is committed to open collaboration, strengthening the linkage between the State, enterprises, and academia, sharing common aspirations, responsibilities, and actions—embodying the spirit of “public–private partnership in nation building.”
