FPT’s Quantum AI & Cyber Security Institute (QACI) and Posts and Telecommunications Institute of Technology (PTIT) sign cooperation agreement on high-tech training and research

27/03/2026

In the context of Resolution No. 57-NQ/TW by the Politburo, which identifies science, technology, innovation, and digital transformation as key drivers of national development, the Quantum AI & Cyber Security Institute (QACI) under FPT Corporation and the Posts and Telecommunications Institute of Technology (PTIT) have officially signed a Memorandum of Agreement (MOA). The partnership aims to promote education, research, and the development of high-quality human resources in the country’s strategic technology fields.

Attending the event, PTIT was represented by Prof. Dr. Tu Minh Phuong, Secretary of the Party Committee; Dr. Nguyen Trung Kien, Vice President of the Academy; along with members of the Board of Directors and faculty leaders. Representing FPT were Mr. Chu Quang Huy, Chief Human Resources Officer of FPT Corporation; Assoc. Prof. Dr. Ngo Xuan Bach, Director of QACI; Prof. Dr. Ho Tu Bao, Scientific Director of QACI; along with other leaders.

Under the agreement, both parties will focus collaboration on three key areas: Artificial Intelligence (AI), quantum technology, and cybersecurity, aiming to develop high-quality human resources and enhance capabilities in mastering core technologies. Key cooperation activities include: joint doctoral training linked to real-world problems, with PhD candidates co-supervised by PTIT faculty and PhD-level experts from QACI-FPT; implementation of internship and scholarship programs for students; co-organization of academic activities such as scientific conferences and summer schools; and promotion of research and development (R&D) to create technology products with practical application and commercialization potential.

Notably, QACI-FPT will provide strong support in research resources for PhD candidates, including academic expenses, conference participation, and tuition fees (covering up to 80–100% in suitable cases), while also enabling direct participation in real-world technology projects.

Dr. Nguyen Trung Kien, Vice President of PTIT, and Assoc. Prof. Dr. Ngo Xuan Bach, Director of QACI, FPT Corporation, exchange the signed MOA.

Prof. Dr. Tu Minh Phuong, Secretary of the Party Committee of PTIT, shared: “The collaboration between the Academy and FPT has an existing foundation, but this signing marks a deeper level of partnership, with concrete initiatives directly tied to training and research in strategic technologies. In the context of increasingly intense technological competition, close linkage between academia and industry is no longer optional but essential. With FPT’s support, I believe this model will soon deliver tangible results within the next 3–6 months and could become a model for developing technology talent in Vietnam.”

Meanwhile, Assoc. Prof. Dr. Ngo Xuan Bach, Director of QACI, FPT Corporation, stated: “In the current context, the need for technological self-reliance and for science and technology to become key drivers of economic growth is increasingly urgent. However, one of the major bottlenecks is the gap between research and application. In developed countries, most R&D activities take place within enterprises, whereas in Vietnam this proportion remains low, leading to many research outcomes not being aligned with practical needs. Therefore, building strong collaboration models between universities, research institutes, and enterprises is crucial to changing this approach. At QACI, we have the capacity to invest long-term in people and research. When collaboration is built on real-world needs, trust, and mutual understanding, we believe tangible results will soon be achieved, especially within the next 3–6 months.”

The cooperation between QACI-FPT and PTIT is expected to contribute to establishing a tightly integrated model linking academia, research institutes, and enterprises—creating a seamless pipeline from education and research to application, thereby supporting the development of high-quality human resources and mastery of Vietnam’s strategic technologies.

QACI-FPT was established on December 13, 2025, and is currently one of the first enterprise-led quantum research centers in Vietnam. FPT Corporation has committed an investment of USD 100 million into the institute, focusing on research to address national-level challenges in key areas such as quantum technology, AI, and cybersecurity. The institute aims to train 100 PhDs, develop and nurture 2,000 technology experts, and produce 500 scientific publications, patents, and intellectual property outputs.
