Launch of the Au Lac AI Alliance, with More Than 20 Founding Members Registered

Hanoi, June 20, 2025 – In the context of Decision No. 1131/QD-TTg recently issued by the Prime Minister, which identifies 11 strategic technology groups that significantly impact the nation’s competitiveness and technological autonomy with Artificial Intelligence (AI) ranked first more than 20 government agencies, enterprises, and universities have come together for the first time to establish the Au Lac AI Alliance.

At the launching ceremony of the AI Alliance, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, delivered a keynote speech emphasizing the determination and historical vision behind the establishment of the AI Alliance.

At the launching ceremony of the AI Alliance, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, delivered a keynote speech emphasizing the determination and historical vision behind the establishment of the AI Alliance.

The first members of the Alliance include leading technology corporations and startups such as the Ho Chi Minh National Academy of Politics, MobiFone, VNPT, FPT, CMC, BKAV, Misa, MoMo, VNPAY, Zalo, AI For Vietnam, AI Hay, N2TP, Finhay, as well as universities and academies including Hanoi University of Science and Technology, Posts and Telecommunications Institute of Technology, Academy of Cryptography Techniques, Ho Chi Minh City University of Technology and Education, Ton Duc Thang University, Ho Chi Minh City University of Law, and FPT University.

The Au Lac AI Alliance was established with the goal of developing large language models (LLMs) capable of processing the Vietnamese language accurately, naturally, and in alignment with Vietnamese culture and identity, thereby enhancing public knowledge and driving national economic growth. In addition, the Alliance aims to build an open and transparent AI community where individuals, organizations, and businesses can freely access and use the Alliance’s public assets including source codes, data, and models even for commercial purposes, to foster innovation and widespread AI adoption, thereby realizing national AI sovereignty. The Alliance also commits to developing safe and responsible AI products that adhere to ethical standards and comply with Vietnamese laws and regulations.

Speaking at the event, Mr. Truong Gia Binh, Chairman of FPT Corporation and initiator of the Au Lac AI Alliance, stated: “The world is entering the AI era, and Vietnam is standing before a great opportunity to rise. Yet, we face three major challenges. The first is protecting technological sovereignty, an inseparable part of national sovereignty. The second is realizing the goal of becoming a developed nation by the 100th anniversary of independence. Vietnam has established four strategic pillars science and technology, international integration, legal reform, and private sector development to propel the nation forward in this new era. Decision 1131 has placed AI as the number one among the 11 strategic technology groups. The third challenge is the lack of investment resources, as global powers invest hundreds of billions of dollars annually in AI, while Vietnam cannot match such capacity. The Au Lac AI Alliance was born as a solution to these challenges. The Alliance is not just an initiative it is a call to action.”

The operations of the Au Lac AI Alliance are built on three principles: Consensus – Respect – Open Community. Leveraging the strengths of its members, the Alliance will focus on three key areas: Research and Development, AI Policy and Standards Building, and Training.

In the field of Research and Development, members will collaborate to develop large language models (LLMs) capable of processing Vietnamese accurately, naturally, and in accordance with national culture and identity, contributing to public education and national economic growth. At the same time, members will work together to build an open and transparent AI community where individuals, organizations, and enterprises can freely access and use public assets including source codes, data, and models even for commercial purposes to foster creativity and AI adoption in Vietnam, thereby realizing AI sovereignty and elevating the country’s technological standing.

In the field of AI Policy and Standards Building, the Au Lac AI Alliance will contribute opinions on policies, standards, and codes of conduct related to AI to ensure that AI products are safe, responsible, and compliant with ethical standards and legal regulations.

In the field of Training, the Alliance will organize activities, training programs, and competitions to raise awareness, knowledge, and skills about AI within the community.

During the discussion session, the founding members of the Alliance pledged to unite their efforts to build an AI technology foundation deeply rooted in national identity, helping to assert Vietnam’s position in the digital era.

Assoc. Prof. Dr. Huynh Dang Chinh, Vice President of Hanoi University of Science and Technology, stated: “Today’s AI Alliance marks a milestone for Vietnam’s journey toward becoming an AI powerhouse. Vietnamese intellect must be the foundation and to achieve that, education must go hand in hand with practice. Students must participate in major international projects to grow and become top experts. When universities engage in solving national challenges, both teachers and students gain real-world exposure and contribute intellect to the country. That is our expectation in joining this Alliance.”

AI will be the most important driving force in Vietnam’s new phase, and we believe that through intelligence, we will triumph in this technological revolution.”

Mr. Nguyen Van Khoa, CEO of FPT Corporation, stated: “As Vietnamese, we each bear responsibility to our nation. Through the AI Alliance, FPT commits to opening its entire core technology platforms from LLMs to Cloud AI for all members to co-develop. We will invest in open AI, supporting small enterprises, research institutes, and schools in accessing data and tools. At the same time, FPT will work with the Steering Committee for Resolution 57 to propose breakthrough policies, such as AI sandboxes. We may start later, but by moving together, we can move faster even take the lead.”

Vietnamese scientists have contributed to foundational algorithms behind ChatGPT. BKAV believes we can build AGI (artificial general intelligence) something the world is investing hundreds of billions of dollars to achieve. But to succeed, we must connect our strengths, divide tasks based on expertise, and meet weekly to research and act toward a common goal: a powerful Vietnam.”

Mr. Nguyen Minh Tu, CTO of Zalo, stated: “Zalo commits to contributing our strengths: experience in developing successful Vietnamese AI models, system architecture, and the Vietnamese language capability evaluation set VMLU with over 10,000 questions. We believe that with the participation of universities and institutes, this dataset will continue to expand, supporting long-term AI development. Having faced many challenges in building AI models, Zalo will dedicate a specialized team to support the Alliance, helping Vietnam master AI and affirm its technological position globally.”

Announcement of the Development Plan for VietGPT – A Virtual Assistant for Vietnamese People

At the launch of the Au Lac AI Alliance, the Alliance proposed the development of a Vietnamese large language model Au Lac LLM as the foundation for building AI applications for end users.

At the same time, FPT announced the development plan for VietGPT, a virtual assistant designed specifically for Vietnamese people, based on this very language model. VietGPT will be an intelligent assistant deeply attuned to Vietnamese culture, society, and language, capable of meeting the needs of learning, exploration, and productivity enhancement for Vietnamese users at an affordable cost. Through interaction with users, products like VietGPT will also help optimize and enhance model capabilities while sharing models, data, and experience with the community.

Mr. Le Hong Viet, CEO of FPT Smart Cloud, emphasized that for AI technology to become a national core strength, Vietnam must both participate in the global open-source community and develop its own domestic open-source ecosystem to master technology and language. FPT will connect domestic systems, open platforms for Vietnamese enterprises to contribute to and leverage VietGPT. This initiative will be implemented within this year.

Not only Vietnam but also around 70 other countries worldwide from major economies such as the United States, China, UAE, and South Korea to smaller nations are all investing heavily in national AI strategies. The shared goal among nations is to unite intellect, resources, and technology to ensure AI develops safely, responsibly, and for the benefit of society and national sovereignty. The establishment of this Alliance not only opens a new chapter in Vietnam’s AI journey but also promises a bright future where technology meaningfully serves the community, aligns with national interests, and reinforces Vietnam’s technological independence and sovereignty on the global stage.
