CEO FPT Proposes “Data Economy” Model Expected to Contribute 8–10% of Hue’s GRDP

Hue — Recently, at the conference titled “Accelerating the Implementation of Resolution 57-NQ/TW of the Politburo on Breakthrough Development in Science & Technology, Innovation, and National Digital Transformation for the Sustainable Development of Hue’s Socio-Economic Sectors,” Mr. Nguyen Van Khoa, CEO of FPT, proposed a four-layer data economy model centered on sovereign AI to unlock the city’s heritage, tourism, and healthcare potential.

From a “Gold Mine” of Heritage to a Four-Layer Data Economy Model

In the digital era, data is regarded as one of the world’s most valuable resources. With its rich history and extensive collection of UNESCO-recognized heritage assets, Hue possesses an invaluable repository of cultural data.

To effectively leverage this resource, Mr. Nguyen Van Khoa proposed a breakthrough development model consisting of four interconnected layers:

  • Institutional Layer (Sandbox): Establishing pioneering pilot mechanisms that enable data and cultural assets to become tradable and economically valuable resources.

  • Standardized Data Layer: Utilizing Hue’s digitized and deeply annotated datasets, ranging from architectural systems and royal court music to millions of tourism behavior data points.

  • Sovereign AI Technology Layer: Applying Generative AI and natural language processing (NLP) technologies tailored specifically for Vietnamese culture, integrated with 3D and VR technologies to authentically recreate heritage experiences.

  • Practical Application Layer: Developing three monetizable pillars — Smart Tourism, Digital Heritage, and Smart Healthcare (including electronic health records).

Emphasizing the importance of mastering core technologies for cultural preservation, Mr. Nguyen Van Khoa shared: “Vietnamese-language data currently accounts for less than 0.8% of the Internet. If we rely solely on global AI systems, search results related to Hue’s culture are often shallow or inaccurate. We aim to build a sovereign AI model capable of truly ‘bringing heritage to life,’ enabling visitors not only to hear stories about history, but to interact with it authentically.”

A Macro-Investment Strategy Linking Technology with GRDP Growth and Social Welfare

Beyond technological vision, the proposal was supported by macroeconomic projections demonstrating its potential impact.

The model is expected to require approximately USD 89 million (around VND 2.225 trillion) in investment during the first three years. In return, the projected economic value is substantial:

  • Within the first five years, the Smart Tourism and Digital Heritage pillars are expected to generate between USD 83 million and USD 88 million in revenue.

  • Starting from 2030, the model is projected to contribute stable annual revenues of approximately USD 36 million.

  • The initiative is also expected to directly address social welfare challenges by creating 15,000 high-quality technology jobs and an additional 30,000 indirect jobs.

Overall, the project is envisioned as a key growth driver capable of contributing 8–10% annual GRDP growth for Hue.

Commitment to Rapid Execution: Ready to Launch Within 90 Days

As one of Vietnam’s leading technology corporations with a global presence, FPT affirmed its commitment to supporting Hue not only as a strategic advisor, but also as a direct implementation partner responsible for building the project’s core platforms.

The conference on implementing Resolution 57-NQ/TW for breakthroughs in science & technology, innovation, and digital transformation in Hue.

FPT leadership stated that the corporation is prepared to mobilize technology experts from more than 30 countries to contribute to the initiative and is capable of launching the first foundational components within just 90 days after receiving official approval.

Mr. Pham Duc Tien, Standing Deputy Secretary of the Hue Party Committee and Chairman of the Hue People’s Council, emphasized that amid the rapid advancement of the Fourth Industrial Revolution, science & technology, innovation, and digital transformation have become strategic drivers for every nation. According to him, the Politburo’s issuance of Resolution 57-NQ/TW demonstrates Vietnam’s determination to create breakthroughs and position science & technology and innovation as core drivers of rapid and sustainable development.

The combination of Hue’s macro-level strategic vision and FPT’s technological execution capabilities is expected to position Hue as Vietnam’s leading city in heritage digital transformation, creating an internationally recognized model for the data economy.
