HCMC launches Electronic Health Record on Digital Citizen app with FPT’s technology support

HCMC – At the launch ceremony of the 150-day citywide health check-up campaign for all residents in 2026, Ho Chi Minh City officially kicked off a large-scale public healthcare initiative while introducing the Electronic Health Record (EHR) feature on the HCMC Digital Citizen app. The initiative is led by the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center, with technology support from FPT Corporation.

The event reaffirmed the city's commitment to leveraging digital technology to improve healthcare services and marked another milestone in healthcare digital transformation. The long-term goal is to ensure every resident has a comprehensive, lifelong electronic health record.

FPT collaborated with the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center to integrate the Electronic Health Record into the HCMC Digital Citizen app.

The ceremony took place on July 16 at Cu Chi Regional General Hospital, with the attendance of Nguyen Phuoc Loc, Member of the Party Central Committee, Deputy Secretary of the Ho Chi Minh City Party Committee, and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Huynh Thanh Nhan, Vice Chairman of the Ho Chi Minh City People's Council; representatives from the Party Committee's Commission for Information, Education and Mass Mobilization, the Ho Chi Minh City Department of Health, the Ho Chi Minh City Digital Transformation Center, healthcare institutions, and technology partners.

Over the next 150 days, Ho Chi Minh City will accelerate the citywide health check-up program to expand access to healthcare services, strengthen early disease screening, and improve primary healthcare quality. Following each health examination, residents' medical information will be updated to their electronic health records, laying the foundation for lifelong health management.

Speaking at the event, Associate Professor, Dr., Physician Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, said that in response to the Ho Chi Minh City People's Committee's directive launching the 150-day emulation campaign to fulfill the city's 2026 socio-economic development targets, the healthcare sector has officially launched the 150-day intensive campaign to accelerate the universal health check-up program.

The ceremony also marked the official launch of the Electronic Health Record (EHR) feature on the HCMC Digital Citizen app, jointly implemented by the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center with technology support from FPT Corporation. For many years, developing an electronic health record for every resident has been a strategic priority of the city's healthcare sector. Beyond digitizing medical records, the EHR is envisioned as a comprehensive, lifelong health profile that continuously reflects an individual's health status.

Ho Chi Minh City aims to provide Electronic Health Records on the HCMC Digital Citizen app for all 14 million residents.

Instead of keeping paper-based medical records and scattered laboratory results, residents can now access their complete health information through a single digital platform. Electronic health records are initially built from community health screening data and will continue to be enriched with electronic medical records generated at healthcare facilities in line with the city's digital healthcare roadmap. The platform enables residents to proactively monitor their health while allowing physicians to quickly access medical histories and reduce duplicate examinations or tests.

The Electronic Health Record currently provides two main categories of information: (1) foundational data, including identity information, health insurance, medical history, allergies, and immunization records; and (2) health information, including physical indicators, clinical and paraclinical examination results, diagnoses, and physicians' recommendations. For residents participating in the city's free health screening program, examination results will be synchronized with the Department of Health's system within 48 hours and automatically updated on the application.

After nearly two months of implementation (May 25–July 15), more than 550,000 residents have completed health check-ups and had electronic health records created, enabling them to access their medical records, review examination history, and monitor health indicators directly on the HCMC Digital Citizen app.

The HCMC Digital Citizen app was first launched in November 2024. Led by the Ho Chi Minh City Digital Transformation Center and developed on the FPT.dCitizen platform with technology support from FPT Corporation, the application allows residents to access multiple digital public services using a single login through their VNeID digital identity account. Services include administrative procedure lookup, application tracking, public feedback submission, citizen engagement, and now Electronic Health Records. To date, the app has recorded nearly 700,000 downloads and more than 4 million service visits, while expanding to 15 citizen-focused features, including news updates, digital maps, information lookup, emergency alerts, the 1022 citizen hotline, and Electronic Health Records.

In the next phase, the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center will continue expanding the Electronic Health Record database on the HCMC Digital Citizen app. Building on extensive experience supporting Ho Chi Minh City as well as ministries, agencies, and local governments in digital transformation initiatives and the implementation of Resolution No. 57-NQ/TW, FPT will continue leveraging its core technology capabilities to further enhance the platform.

Starting from late 2026, residents are expected to gain access to additional medical information, including outpatient and inpatient treatment histories, diagnoses, prescriptions, laboratory results, diagnostic imaging, and medical procedures, directly through the HCMC Digital Citizen app.

The launch of the 150-day universal health check-up campaign alongside the Electronic Health Record feature underscores Ho Chi Minh City's citizen-centric approach to digital transformation. As the city's technology partner, FPT Corporation will continue working closely with the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center to develop digital platforms that enhance healthcare quality and contribute to a modern, sustainable digital healthcare ecosystem.
