Hanoi People’s Committee and FPT Break Ground on Digital Technology and Mixed-Use Park in Tay Tuu and Phu Dien Wards

Hanoi, January 16, 2026 – The Hanoi People’s Committee and FPT Corporation officially announced the groundbreaking of the Digital Technology and Mixed-Use Park Project in Tay Tuu and Phu Dien wards, in celebration of the 14th National Congress of the Communist Party of Vietnam. This is a large-scale technology project of national significance, expected to contribute to the formation of new growth poles driven by science, technology and innovation, with FPT Corporation serving as the project investor.
Attending the ceremony on behalf of Hanoi City leadership were Mr. Vu Dai Thang, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People’s Committee; Ms. Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People’s Council; Mr. Truong Viet Dung, Member of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee; along with leaders of Hanoi’s departments and agencies, and representatives of Tay Tuu, Phu Dien and Phu Cat wards.
Representing FPT Corporation were Mr. Truong Gia Binh, Chairman of the Board of Directors; Mr. Le Quang Tien, Founding Board Member; Mr. Do Cao Bao, Board Member; together with senior leaders of FPT.
Accordingly, the Hanoi People’s Committee issued Decisions No. 238/QD-UBND and No. 239/QD-UBND dated January 15, 2026, officially selecting FPT Corporation as the investor for the Digital Technology and Mixed-Use Park Project in Tay Tuu and Phu Dien wards.
The project is part of the implementation of Politburo Resolution No. 15-NQ/TW on building Hanoi into a major center of economics, culture, education and training, science and technology, and international integration—ensuring fast, sustainable development with strong spillover effects across the region and nationwide. At the same time, the project represents a concrete step in implementing Resolution No. 57-NQ/TW, which identifies science, technology, innovation and national digital transformation as decisive factors for Vietnam’s prosperity and strength in the new era.

The project is designed with three main components. At its core is a centralized digital technology park focused on innovation and digital transformation, covering approximately 168.9 hectares. Within this area, the core functional zone accounts for about 25%, concentrating on research, development, and production of key digital technology products and services such as software, digital platforms, digital data, artificial intelligence (AI), big data, the Internet of Things (IoT), blockchain, and the metaverse. The park will also host training institutions, technology incubators, and collaborative spaces linking research institutes, universities, and enterprises. The remaining area of the park is planned as an open park model, featuring internal transportation infrastructure, parking facilities, green spaces, and water features, creating a high-quality environment for work, research, and living. Through this project, the Hanoi People’s Committee and FPT Corporation aim to establish a comprehensive, high-quality environment for enterprises to research, manufacture and develop advanced technologies; attract domestic and international experts and scientists; and foster a vibrant startup and innovation ecosystem. This will also be FPT’s largest concentrated digital technology park nationwide.
The announcement of the project’s groundbreaking marks an important milestone in the development of Hanoi’s digital technology infrastructure. In the long term, the project is expected to further reinforce Hanoi’s role as the national political and administrative center, while positioning the capital as a national leader in science, technology and innovation—serving as a hub for policy experimentation, technology pilots, talent development and the genesis of national growth ideas.

Speaking at the event, Mr. Truong Viet Dung, Member of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee, emphasized that the digital technology park is oriented to become a key nucleus within Hanoi’s innovation ecosystem, aligned with the goal of transforming Hanoi into a major national center for science, technology and the digital economy.
“We highly appreciate FPT’s proactive and serious approach throughout the research and implementation of the project. The fact that a Vietnamese technology enterprise is willing to make a large-scale, long-term investment while aligning corporate strategy with the national objective of mastering core technologies is truly commendable. This clearly demonstrates long-term vision and a strong sense of responsibility toward the development of Hanoi and the country. The City expects the investor to continue leveraging experience, capabilities and credibility to implement the project in the right direction, ensuring quality, efficiency and compliance with the law, thereby making a tangible contribution to Hanoi’s sustainable development in line with the Capital Master Plan and its 100-year vision,” Mr. Truong Viet Dung stated.

Addressing the ceremony, Mr. Truong Gia Binh, Chairman of FPT Corporation, affirmed:
“In the new era, technology is not only a driver of growth or productivity, but the foundation that enables Vietnam to maintain autonomy, self-reliance and resilience, and to protect the nation. For people to research, develop and master technology, the most important prerequisite is a worthy space for learning, working and innovation. The Digital Technology and Mixed-Use Park in Tay Tuu and Phu Dien wards will become a convergence hub for technology talent, connecting research, education and enterprises, and serving as an innovation center anchored in strategic technologies. FPT believes the project will help reinforce Hanoi’s position as the national center for science and technology and gradually realize the aspiration of building a ‘Vietnamese Silicon Valley’.”
The Digital Technology and Mixed-Use Park Project in Tay Tuu and Phu Dien wards, assigned by the Hanoi People’s Committee to FPT as the investor, is implemented under a governance model in which the State oversees planning, policy mechanisms and supervision, while the investor directly undertakes investment and operations. This model ensures flexibility, efficiency and alignment with the fast-paced nature of technology development. The project highlights the effectiveness of the “triple-helix” collaboration model—State, academia and enterprise—in creating internationally standard research and working environments, accelerating science and technology development, innovation and digital transformation in Vietnam.
The project also underscores the pioneering role of major private enterprises in translating the Party’s and the State’s major policies into reality, contributing to the digital economy, enhancing national competitiveness and gradually strengthening Vietnam’s position in the global technology value chain.
