Quantum AI & Cyber Security Institute and University of Engineering and Technology promote collaboration to develop national strategic tech workforce

Hanoi, February 10, 2026 – In the context of Resolution No. 57-NQ/TW of the Politburo identifying science, technology, innovation, and digital transformation as key drivers of national development, the Quantum AI & Cyber Security Institute (QACI) under FPT Corporation and the University of Engineering and Technology – Vietnam National University, Hanoi have officially signed a cooperation agreement to promote education, research, and the development of high-quality human resources in strategic technology fields.
Attending the event, representatives from Vietnam National University, Hanoi included Associate Professor Dr. Hoang Minh Son, President of Vietnam National University, Hanoi; Professor Dr. Chu Duc Trinh, Rector of the University of Engineering and Technology; along with members of the Board of Management and faculty leaders. From FPT Corporation, attendees included Associate Professor Dr. Truong Gia Binh, Chairman of FPT Corporation; Mr. Chu Quang Huy, Executive Vice President of FPT Corporation; Professor Dr. Ho Tu Bao, Chief Scientist of the Quantum AI & Cyber Security Institute; Associate Professor Dr. Ngo Xuan Bach, Director of the Quantum AI & Cyber Security Institute; and other executives.

Under the agreement, the two sides will collaborate on key initiatives including training and developing high-quality human resources in priority areas such as artificial intelligence, quantum technology, and cybersecurity. The Quantum AI & Cyber Security Institute will provide opportunities for internships, research, and consider implementing scholarship programs for undergraduate and graduate students of the University of Engineering and Technology. Both parties will also strengthen scientific research collaboration, jointly conduct research projects, develop co-branded technology products, organize scientific conferences, and share research outcomes with the broader community, contributing to a seamless innovation value chain supporting the development of national strategic technologies.
At the event, Associate Professor Dr. Truong Gia Binh, Chairman of FPT Corporation, emphasized that the signing ceremony marks a significant milestone, demonstrating comprehensive cooperation between Vietnam National University, Hanoi and FPT. According to him: “Vietnam is facing a major challenge in transforming scientific and technological achievements into economic growth drivers. Therefore, I have two calls to action. First, every scientist, technologist, and engineer should contribute directly or indirectly to the double-digit growth target set by the Government in the coming period. Second, Vietnamese corporations must commit to mastering core technologies, as this is a long-term endeavor requiring substantial resources, persistence, and national ambition.”

The cooperation between the Quantum AI & Cyber Security Institute – FPT Corporation and the University of Engineering and Technology – Vietnam National University, Hanoi represents a concrete step toward implementing Resolution 57-NQ/TW, which emphasizes the development of high-level scientific and technological human resources, while aiming to master prioritized strategic technologies as outlined in Decision No. 1131/QD-TTg of the Prime Minister.
Associate Professor Dr. Hoang Minh Son, President of Vietnam National University, Hanoi, affirmed that strengthening collaboration between the University of Engineering and Technology and the Quantum AI & Cyber Security Institute is a crucial direction to link education and research with practical needs, thereby enhancing research and training capacity within the university system. He stated: “If growth relies solely on labor, capital, and natural resources, breakthroughs will be difficult to achieve. Breakthroughs occur when transitioning from a material-based economy to a knowledge-based economy. Science and technology truly become development drivers only when we create new, useful knowledge and connect research with real-world challenges of businesses and the country. In today’s technological competition, the decisive factor remains people and talent.”

Professor Dr. Chu Duc Trinh, Rector of the University of Engineering and Technology, Vietnam National University, Hanoi, shared: “One of the major bottlenecks today is not the lack of knowledge or scientists, but the absence of sufficiently strong and trustworthy collaboration mechanisms between academia and industry. Today’s partnership lays the foundation for a true innovation model, where universities, enterprises, and scientists jointly address major challenges of businesses and the nation. The University of Engineering and Technology is ready to collaborate and immediately implement concrete tasks.”
Meanwhile, the Quantum AI & Cyber Security Institute, established on December 13, 2025, by FPT Corporation, is among the first quantum research centers initiated by a Vietnamese enterprise. FPT has committed an investment of USD 100 million into the institute, focusing on addressing national-level challenges in key areas such as quantum technology, artificial intelligence, and cybersecurity. The institute aims to train 100 PhDs, develop and nurture 2,000 technology experts, and produce 500 publications, patents, and intellectual property assets.
