Vietnam accelerates semiconductor industry development, FPT takes concrete steps and gains government recognition

As Vietnam accelerates the development of its semiconductor industry, FPT has been implementing concrete steps to participate more deeply in the global value chain. These efforts have been recognized as the company was mentioned in Notice No. 156/TB-VPCP issued by the Government Office.
The notice affirms that semiconductors are a strategic industry in the context where science, technology and digital transformation are becoming key growth drivers. Vietnam has initially participated in multiple stages of the global semiconductor value chain, attracting over USD 14.2 billion in FDI across 241 projects, while gradually forming an ecosystem comprising enterprises, training institutions and research centers.
Notably, the Steering Committee acknowledged the participation of major technology enterprises such as Viettel, FPT, CMC and Phenikaa in contributing resources, gradually shaping the semiconductor ecosystem and deepening engagement in the global value chain. The inclusion of FPT highlights the Group’s positioning among Vietnam’s leading enterprises advancing semiconductor development.
However, the notice also points out major challenges, including an incomplete ecosystem, a shortage of high-quality human resources, significant capital requirements, and the need to strengthen international cooperation, particularly in technology transfer and training.

FPT announces the establishment of an advanced semiconductor chip testing and packaging factory, contributing to the integration of Vietnam’s semiconductor value chain.
Based on this, the Government has outlined key tasks for the coming period: completing incentive mechanisms, developing laboratory systems and R&D infrastructure, building a portfolio of strategic chips (AI, IoT, UAV, etc.), promoting human resource training, and accelerating foreign investment attraction. At the same time, Vietnam will strengthen international cooperation, connect with major technology corporations, and gradually deepen participation in the global semiconductor supply chain.
In this context, FPT stated that it will continue to implement key initiatives to enhance its capabilities in the semiconductor sector. The Group has announced the establishment of an advanced semiconductor chip testing and packaging factory, aiming to promote the integration of Vietnam’s semiconductor value chain and contribute to realizing the goal of mastering core and sovereign technologies.
This is the first advanced semiconductor testing and packaging plant in Vietnam owned by a Vietnamese enterprise, playing a role in completing the national semiconductor ecosystem with a full value chain from research, design, manufacturing, training to testing, packaging and commercialization. Through this, FPT aims to participate more deeply in the global supply chain, particularly in high value-added segments.
Alongside infrastructure investment, FPT continues to promote semiconductor workforce development through its education system. The factory is expected to serve as a hands-on training and experimentation site for students in Vietnam, contributing to improved training quality and stronger alignment between education and industry needs.

Educational institutions under FPT, including FPT University, FPT Polytechnic, BTEC FPT, FPT International Training Institute, and Asia Vietnam – an international joint program between FPT University and Asia University (Taiwan, China), are all developing semiconductor training programs.
These efforts are expected to directly contribute to the national goal of developing 50,000 semiconductor professionals by 2030, including at least 35,000 personnel serving production, packaging, testing and related stages in the industry’s value chain.
In addition, semiconductors are one of the key technology pillars that FPT focuses on, alongside Quantum AI, Cyber Security, UAV, Data, and railway technology. This represents an important step for FPT toward mastering core technologies and building high-quality human resources for national technological sovereignty.
The combination of strong policy direction from the Government and concrete actions by enterprises such as FPT is creating a foundation for Vietnam to gradually enhance domestic capabilities and become an important link in the global semiconductor industry.
