FPT IS As One of the First Five to Provide Electronic Contract Certification Services in Vietnam

Registered by the Ministry of Industry and Trade (MoIT), FPT Information System Co., Ltd. (FPT IS - a subsidiary of FPT Corporation) has started providing electronic contract certification services for individuals and businesses nationwide since August 31, 2022. Therefore, the search and verification of certified electronic contract value shall be conducted accurately and promptly with the authentication seal of the MoIT.

Under the implementation of Decree 85/2021/ND-CP, dated August 31, 2022, the Vietnam E-commerce and Digital Economy Agency (MoIT) has officially awarded registration certificates to five organizations providing electronic contract certification services (CeCA), including: FPT Information System Co., Ltd. (FPT IS), Viettel Telecom, BKAV, MobiFone Telecommunications Corporation, and CMC Technology & Solution Co., Ltd. Accordingly, after being granted the registration, CeCA organizations have the authorized capability to provide electronic contract authentication services with the process of confidentiality, anti-rejection, data integrity and availability of checking and authenticating electronic contracts. At any time, individuals and enterprises, after entering into electronic contracts with related third parties, may look up and verify the certified e-contracts on the CeCA verification portal at xacthuc.CeCa.gov.vn.

At the ceremony, Mr. Dang Hoang Hai - Director of the Vietnam E-commerce and Digital Economy Agency (MoIT) - said: "After a long existence in Vietnam, electronic contracts have not been used effectively yet by enterprises. The main constraints related to authenticity and reliability prevent the development of electronic contracts. Therefore, the key to developing this practice in Vietnam is authentication, especially authenticity at the time of signing. Hence, the e-contract is not only acknowledged by the two contracting parties but will be trusted by third parties". The confirmation of service registration to FPT IS, and the four other CeCA organizations, is significant in promoting the development of e-contracts in Vietnam. It creates a central turning point towards the goal of 50% of enterprises using e-contracts in accordance with Decision No. 27/QD-UBQGCĐS 2022 on the operation scheme of the National Commission on Digital Transformation, Mr. Hai added.

In Vietnam, FPT IS has pioneered the implementation of the electronic signing solution FPT.eContract since 2019. The application suites all types of contracts and documents with more than 3000 organizational and individual users. So far, more than 1.2 million transactions have been signed through the platform, connecting hundreds of thousands of signing partners nationwide.

FPT IS has been positioning itself as the leading IT organization that provides the e-signing ecosystem with a variety of technology solutions, such as the FPT.eContract platform, FPT.eSign digital signature, and eKYC applications. Furthermore, it is also one of the first to coordinate with the MoIT to survey and integrate with the Vietnam Electronic Contract Development Axis to ensure the professional criteria and technical standards are fulfilled. To date, the FPT.eContract platform also acquires the authentication option with the certified seal of the MoIT to transmit content codes through the electronic document authentication system FPT.CeCA, and then to CeCA Axis. At the same time, FPT issues a contract authentication certificate that allows third parties to look up and validate the contract when necessary. In addition, organizations with an electronic signing system that need to authenticate the legality of the contract content can use FPT.CeCA to have the timestamp and digital signature of the MoIT.
