FPT CEO: National data as the heart, Local data as the blood vessels

Hanoi, July 12, 2023, Prime Minister Pham Minh Chinh chaired the National Conference to review the first six months of the year as well as address critical directions, tasks, and solutions for the last six months of 2023 regarding Project 06. At the program, FPT proposed the national data strategy and the "Made-by-FPT" IT infrastructure model to help data-driven country leaders make real-time decisions, bringing happiness to individuals and organizations.

After the initial implementation, Project 06 has taken a step forward and recorded positive results. In order to promote the implementation of Project 06 more intensively, Prime Minister Pham Minh Chinh expressed his concerns: "Data is needed to improve the quality of life for people. On that basis, we must reform administrative procedures and improve national competitiveness. The step-by-step process must be conducted methodically and proactively, from the guidelines, plans, projects, resources, and the workforce. This year is themed "The Year of Data". All ministries, branches, and localities constructing databases must integrate and develop them for the highest efficiency."

Acknowledging the situation and sticking to the goal of implementing Project 06 as one of the leading technology partners of the government, FPT has determined that data strategy is the key to unlocking all digital transformation actions.

At the event, Mr. Nguyen Van Khoa - CEO of FPT Corporation - gave some suggestions. In order to enhance the power of databases in each locality, three principles should be considered. First, provinces and cities required support to make the most of the available facilities of Project 06. Second, the locality might build databases on existing platforms made by technology companies. Third, operational efficiency should be evaluated, which resulted in constructing local databases or hiring data services following the provisions of the bidding law. That would help local leaders make immediate, real-time decisions and improve the capacity of the government to deliver public services to people and businesses. Evaluating the effectiveness of Project 06, the CEO affirmed that the Project has made achievements to promote Vietnam's digital transformation over the past time. Taking the population database as the base to provide essential services, Project 06 has been actively supported by local leaders nationwide.

FPT CEO Nguyen Van Khoa said: "Digital transformation and data centralization aim to build a happier future for society. Consider this metaphor: The national database is the heart, while local databases are blood vessels. As the heart beats, it pumps blood through a system of blood vessels. On the other side, arteries and veins carrying blood away from and toward the heart make it a good working heart. So making immediate decisions using data is essential - like a heart that doesn't stop beating."

Accompanying provinces and cities in digital transformation, FPT proposed the construction of the local IT infrastructure to help data-driven leaders make real-time decisions. During the implementation, it was required to establish the Smart Operations Center as an administrative unit under the local People's Committee. The local data warehouse would collect, integrate, and exploit data, creating a vast resource for digital transformation according to the principles: accurate - adequate - clean - live. The database system is integrated from a diversified array of sources, such as the IT systems for e-Government and information systems of healthcare, education, and transportation..., and linked to the national database. On the basis of Cloud, Big data, AI, and Automation platforms, the data catalog will be synchronized accurately and consistently, helping leaders to access data and give immediate direction quickly.

FPT has accompanied over 30 provinces and cities to deploy IT solutions and social utility models associated with Project 06. Currently, FPT Corporation has 30 social utility models. In addition, FPT and its subsidies develop solutions based on core strengths to avoid duplication, enhance efficiency, and cut costs for the State's budget, businesses, and people. The corporation primarily focuses on database construction. Based on its competitive advantage of data technology and the acknowledgment of government procedures, FPT designs solutions to help improve public employees' productivity and benefit citizens. As a result, people can access public administrative services promptly and conveniently.

FPT proposed 30 utility models for individuals and businesses based on core solutions, including FPT, within the event's agenda.IDCheck, FPT.akaCam, Khaothi.Online, FPT.dCitizen, FPT.CA, FPT.dCitizen, FPT.LGSP, FPT.eLearning, FPT.AI... They help discover and utilize data to transform the connection approach between the government and citizens, making public services more convenient.

Recently, FPT has accompanied the Research and Application Center for Residents Data (RAR) - Ministry of Public Security - in researching and putting Project 06 into specific benefits. 90% of administrative procedures in four provinces (Hanoi, Tay Ninh, Quang Ninh, Hai Phong) are proceeded online.

A team of leading technology experts from FPT and the Research and Application Center for Resident Data (RAR, C06, Ministry of Public Security) successfully developed the Digital Authentication Counterfeiting Solution - FPT.IDCheck. FPT pioneers providing the authentication solution for chip-based citizen ID cards in Vietnam. FPT also creates FPT.IDReader - a device that reads and extracts data from chip-mounted ID cards using facial recognition technology with 100% accuracy. The solution is based on AI anti-counterfeiting technology that meets international standards (ISO 30107).

FPT.IDCheck and FPT.IDReader help solve significant issues related to identity authentication.

Regarding education, more than 20,000 candidates have been authenticated using their chip-based ID cards when participating in the Intellectual Assessment Test of Hanoi University of Science and Technology in 2023. In healthcare, 300 hospitals and more than 100,000 patients use chip-based ID cards instead of health insurance cards for medical examination and treatment, saving 10,000 man-days/year for manual comparison between health insurance cards and identification documents. One thousand contracts/month are verified through the database of the Ministry of Public Security and the Ministry of Industry and Trade with the digital signing and authentication platform. 11 financial institutions and banks have applied customer authentication via FPT.IDCheck for account registration or remote loan services, strongly accelerating digital banking. In addition, Foxpay is the first e-wallet to integrate into the database successfully. Customers can take their portraits and videos to verify with up to 100% accuracy.
