FPT and Ho Chi Minh City Tax Department Partner to Apply AI for Enhanced Operational Efficiency

Ho Chi Minh City, November 25, 2025 – The Ho Chi Minh City Tax Department and FPT Corporation have signed a cooperation agreement to apply Artificial Intelligence (AI) in organizational operations and taxpayer services. The signing ceremony was attended by leaders of the Ho Chi Minh City Tax Department, representatives from FPT, and relevant professional units.

 

Under the agreement, the Ho Chi Minh City Tax Department and FPT will jointly implement technology solutions to support taxpayers and improve the operational efficiency of tax administration.

 

The cooperation for 2025–2026 focuses on three key areas:

1. FPT providing training programs on digital transformation, data, and AI for tax officers;

2. Developing AI Agents to assist citizens and businesses during the tax filing process;

3. Applying AI in internal operations to optimize tax management activities.

Built on the FPT.AI platform, the Tax Department’s AI Agents will be equipped with accurate information sourced from the latest legal documents and sector-specific guidelines. These AI assistants will provide instant instructions, support taxpayers in checking administrative procedures, using the eTax Mobile application, and receiving consistent, accurate answers to tax-related inquiries.

 

AI Agents are expected to support more than 361,879 household businesses in Ho Chi Minh City as the new regulation shifting from the presumptive tax regime to the declaration-based model takes effect on January 1, 2026. Citizens and household businesses will access information, procedures, and forms more easily, reducing time spent searching for guidance and limiting the need to visit tax offices or wait for call-center support.

 

For internal operations, AI applications will assist the Ho Chi Minh City Tax Department in risk analysis, fraud detection, and cross-referencing data from multiple sources.

AI can automatically compile enterprise data, suggest declaration preparation, forecast tax obligations, and support officers in decision-making.

Additionally, AI Agents will act as “professional assistants,” enabling staff to quickly retrieve regulations, processes, and technical documents—significantly reducing the time required to process each case.

 

When deployed comprehensively, these solutions are expected to increase productivity, accuracy, and transparency in tax administration across Ho Chi Minh City.

Following the signing ceremony, the Ho Chi Minh City Tax Department and FPT will set up detailed implementation plans for each phase, identify priority processes for pilot deployment, conduct periodic evaluations, and expand application scope based on actual effectiveness.

The two sides will also jointly organize training programs and thematic seminars on digital transformation, enabling knowledge exchange between tax officers and technology experts to ensure sustainable and fit-for-purpose AI adoption.

 

As Vietnam accelerates its national digital transformation agenda, the Tax sector—especially in Ho Chi Minh City, where economic scale and taxpayer volume are the largest nationwide—is facing increasing demands: surging data volume, emerging business models, and heightened public expectations for fast, transparent, 24/7 public services.

This cooperation marks a significant step in the Ho Chi Minh City Tax Department’s journey toward a data-driven, technologically modernized tax administration.
