FPT Accompanies Quang Ninh on Its Journey to Pioneer the “Rearrangement of the Homeland”

The national administrative reform process is opening a new chapter – a historic “rearrangement of the homeland” that redefines administrative spaces and government organization, aiming toward a modern, effective, and efficient administration.

As one of the leading localities in Vietnam in reforming governance models, on the very first day of the national administrative reform process (July 1, 2025), Quang Ninh province officially began operating under the two-tier local government model (province–commune). FPT Corporation is honored to be directly involved in this historic, large-scale reform in Quang Ninh.

As the key provider of information technology infrastructure, FPT Corporation has completed the deployment of the new public administrative service system for the province, ensuring smooth operation from the very first day of transition.

The simultaneous implementation of both the two-tier local government model and the one-tier public administrative service center posed a major challenge for Quang Ninh. With its advantage as a long-term partner of the province, having collaborated since 2013 to build Vietnam’s first e-Government model, FPT worked closely with the Quang Ninh Public Administrative Service Center to design and deploy the new model following the guidance of the Government Office and with reference to Singapore’s modern governance practices.

Specifically, FPT accompanied Quang Ninh in building three major systems: an integrated digitalization station system featuring an electronic personal identity wallet that enables citizens and enterprises to easily digitize and submit public service applications across multiple channels; an online reception and centralized queue management system that allows the provincial public administrative service center to monitor real-time service performance and staff productivity across its entire network; and a new-generation administrative procedure information system that fully meets central government requirements, enabling inter-provincial submission and result delivery, end-to-end electronic processing, horizontal and vertical integration, and direct result delivery to citizens’ electronic identity wallets. These systems can also be leveraged for future digital economic and social transactions.

On July 1, nearly 80 FPT technical staff were deployed across 54 commune-level administrative units in Quang Ninh province to provide on-site support for citizens and local authorities during the initial operation phase under the new model.

In Dong Trieu City – a key locality in the administrative unit reorganization roadmap – preparation was carried out comprehensively across four areas: organizational structure, personnel, facilities, and technology infrastructure. The city is ready to operate the new governance model in a streamlined, effective, and citizen-centric manner. The system developed by FPT fully meets all public administrative service requirements for citizens and businesses at the commune level, replacing the former three-tier structure of province–district–commune. This marks an important step forward in administrative reform, leveraging technology to enhance service quality for citizens.

The new model carries profound practical significance. For citizens and businesses, it represents a convenient, modern, and transparent ecosystem of public services, saving time, cost, and effort. For provincial officials and civil servants, it reduces manual workload, enhances productivity, and strengthens control and coordination through real-time data. For the provincial government, the model provides a modern management tool that enables unified supervision and performance evaluation across all administrative levels, thereby supporting timely, accurate, and reality-based decision-making. It also paves the way for modern governance initiatives, advancing Quang Ninh’s sustainable development and comprehensive digital transformation goals.
