FPT is developping e-government, towards the digital government model

On September 17th, the 15th National Conference on e-Government (eGov) under the auspices of the Ministry of Information and Communications, the Government Office and the People's Committee of Ho Chi Minh City took place in HCMC. At the conference, the leaders of the government, ministries, provinces and cities shared and discussed the roadmap for e-Government development, digital transformation of industries and localities, as well as listened to domestic and international experts.

With the topic of "Developing e-government contributing to online public services towards digital government - Model & solutions", the event is co-organized by International Data Group in Vietnam (IDG Vietnam), Vietnam Digital Communications Association in coordination with Administrative Procedures Control Agency, Computerization Agency, Department of Information and Communications of Ho Chi Minh City.

The main task of the workshop is to promote the digital transformation of digital government, towards e-Government model, to bring more value to serve the people and businesses.

As the coordinator of the only high-level meeting of the conference, Mr. Truong Gia Binh - Vice Chairman of Advisory Council for Administrative Procedures Reform, FPT Chairman - directly discussed and questioned with the representatives of departments of industries the achievements and challenges, as well as found solutions to solve problems in technology application into online public services and digital government development.

The conference focused on introducing models, roadmaps and technology solutions to develop online public services and digital government with a key report session, a high-level seminar and three symposiums which gather the leaders of the People's Committee of Ho Chi Minh City, Ministry of Information and Communications, the Government Office, Ministry of Industry and Trade, Ministry of Health, Ministry of Education and Training, and many leaders of the departments and industries and localities. Many pressing issues were discussed such as "Innovation and dynamism in logistics management", "Driving digital transformation in education sectors and building an educational environment 4.0", "Digital transformation in social healthcare”. During the symposium, in order to assist the government in promoting e-government development towards digital government, FPT also recommended the digital transformation model in healthcare- a model of digital-based data storage to serve social healthcare in Vietnam.

In particular, a high-level conference with the topic of "Technology solutions contributing to improving the efficiency of Online Public Service Portal and developing digital government" took place under the coordination of Mr. Truong Gia Binh. There are important solutions, focusing on two main issues: "How do people and businesses participate more actively in online public services?" and "Solution to promote e-government development, towards digital government".

Mr. Truong Gia Binh - Vice Chairman of Advisory Council for Administrative Procedure Reform, FPT Chairman, discussed and questioned with the representatives of ministries at the event.

“To develop e-government from ministry level to departments, from central to local level, the most important thing is to start from simplifying, reforming administrative procedures, reducing procedures. Do not follow the quantity but pay attention to the quality of online public administration services. Do make the people feel the most convenient and easiest, communicate with the people, build confidence that the government is making efforts in e-government development. These factors will accelerate the development of people and business-centric e-government that Vietnam is aiming at,” stated Mr. Binh.

Agreeing with this point of view, the representatives of the ministries such as the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Information and Communications, the Ministry of Defense, the Ministry of Education and Training also thought that it was necessary to form specialized institutions and policies to lead the way for the development, proper and formal budgetary investment for information technology, and aiming at the benefits of the people and enterprises.

Speaking at the conference, Mr. Duong Anh Duc, Vice Chairman of the Ho Chi Minh City People's Committee shared: “The digital transformation of cities is derived from inheriting the achievements, making use of all combined public and private resources. There is a mechanism to select good digital transformation products and solutions for immediate application. To do that, city leaders have to actively promote, support, creating conditions for businesses to develop their capacities. The government should connect in order that all forces could participate in digital transformation, contributing to building an effective digital government, serving the people well, developing a digital economy that brings higher surplus value".

Mr. Truong Gia Binh also emphasized that the awareness is especially important. Ho Chi Minh City is one of the highlight localities, achieving remarkable achievements in administrative reform and improving the efficiency of public service thanks to the drastic leadership as well as proper awareness. The total number of online public services published by the City is nearly 1,800 ones, nearly 60% of which are level 3 and 4.

Mr. Duong Anh Duc added that digital transformation is a multi-step process. In addition to developing high-level online public services, building a data platform is an essential task, as “data is the great treasure of every nation, more valuable than oil. The more you use it, the more value it creates”.

With more than 20 years of experience in implementing solutions to build e-government for many ministries, branches, provinces and cities in Vietnam and some countries around the world, FPT has given digital transformation advice, building an e-government architectural framework, developing platforms which integrate and  link data, helping to increase the ability to provide high-level online public services for people and businesses based on data platforms. The corporation also focuses on researching and applying technology solutions for key areas such as transport, healthcare, education, contributing to the creation of smart cities in many localities: Quang Ninh, Ho Chi Minh City, Hai Phong. Recently, FPT is one of the companies which support and advise the city on the E-Government architectural framework as well as building a data integration and sharing platform (LGSP HCM) which was published on July 2020.
