FPT CEO Meets with the Ministry of Justice to Discuss Innovation and Digital Transformation

On the morning of June 16, the Ministry of Justice held the second meeting of its Steering Committee on the Development of Science, Technology, Innovation, Digital Transformation, and Project 06. Minister of Justice Nguyen Hai Ninh, Head of the Steering Committee, chaired the meeting. Deputy Minister of Justice Nguyen Thanh Tinh and Nguyen Van Khoa, CEO of FPT Corporation, also attended.
At the meeting, Pham Quang Hieu, Director General of the Department of Information Technology (Ministry of Justice), presented a report on the implementation results of Notification No. 47/TB-BTP dated June 6, 2025 (Notification No. 47), and several proposals for future actions.

Overview of the meeting between FPT and the Ministry of Justice.
According to the Director General of the Department of Information Technology, the Ministry’s Office took the lead, in collaboration with the Department and FPT Corporation’s Office, to advise the Minister on issuing Decision No. 1725/QD-BTP dated June 11 on establishing a Working Group between the Ministry of Justice and FPT Corporation. The Ministry organized six working sessions to survey and review operations directly at relevant units. Based on these findings, the Department of Information Technology coordinated with the Department of Planning and Finance and six database management units (DBUs) to conduct a comprehensive review and propose tasks to be completed in 2025 and during the 2026–2030 period.

Regarding the review and consultation results, the Working Group has drafted a comprehensive report proposing a list of tasks to be completed in 2025 and 2026–2030; a report reviewing the progress of urgent 2025 tasks and relevant annexes; a preliminary description of the Ministry of Justice’s overall architectural model; and recommendations on reviewing and revising regulations on IT investment management using state budget funds.
The Department of Information Technology proposed that the units responsible for six databases (DBs) develop and issue implementation plans for data construction and integration, and complete investment procedures. The Department also recommended assigning technical and operational focal points to coordinate with the Department of Information Technology, Department of Planning and Finance, and the Working Group to monitor and supervise implementation; maintaining weekly reporting on eight urgent 2025 tasks; and sending progress updates to the Department of Information Technology for compilation and reporting to the Minister and Deputy Ministers.
The Working Group will continue its coordination to organize and execute the reviewed and advised tasks. Additionally, it proposed that the Minister instruct the Working Group to continue surveying and developing the Ministry of Justice’s overall architecture version 4.0, to be submitted before July 1, for consultation with the Ministry of Science and Technology and for approval by the Minister in July 2025.
The Ministry will also continue collaborating with relevant units to review all 287 administrative procedures under its jurisdiction, digitize and create data, and develop and deploy relevant databases to provide all public services via the National Public Service Portal, in accordance with the Government and Prime Minister’s direction on two-tier local government organization.
At the meeting, representatives of various units affirmed their commitment to ensuring progress and close coordination with FPT Corporation in executing assigned tasks. Nguyen Thang Loi, Acting Director General of the General Department of Civil Judgment Enforcement (GD-CJE), noted that FPT Corporation has provided active support in the digital transformation of the civil judgment enforcement system (THADS) and requested FPT to increase manpower to support the General Department during implementation.
Speaking at the meeting, Deputy Minister Nguyen Thanh Tinh emphasized the need to clearly define the responsibilities of project owners, ensuring compliance with technical standards for connectivity with the national data center and the national population database. He stressed that the implementation of digital solutions must result in “living” data, requiring regular updates and reporting in accordance with regulations.
In conclusion, Minister Nguyen Hai Ninh requested all units to agree on and implement six key tasks following the approved roadmap. For the Civil Judgment Enforcement System, the Minister directed that the task be renamed to the THADS Digital Platform.
The Minister also requested the Department of Information Technology, in collaboration with the Department of Planning and Finance, to submit proposals for the development of a National Legal Database, AI applications, a National Legal Information Portal, and an information system for managing the legislative program, while ensuring weekly reporting on the Ministry’s architectural model. During implementation, units must ensure proper supervision and partner selection in compliance with regulations to avoid unnecessary complaints or disputes.
FPT CEO Nguyen Van Khoa acknowledged the guidance of Minister Nguyen Hai Ninh and Deputy Minister Nguyen Thanh Tinh, and affirmed that FPT is committed to supporting the Ministry of Justice by providing human resources and technical expertise to advance digital transformation. He also proposed that the Ministry adopt new mechanisms and accelerate data digitization for its databases to promote comprehensive digital governance.
