FPT Receives Certificate of Merit from the Ministry of Science and Technology for Rapid Transformation of Critical Systems Ensuring Smooth Operation of the Two-Tier Government Model

On July 14, 2025, FPT Corporation was honored to receive a Certificate of Merit from the Minister of Science and Technology in recognition of its significant contributions to the transformation of information technology systems at the ministerial, sectoral, and local levels, ensuring the seamless operation of the Two-Tier Local Government Model—a major milestone in the national administrative reform process.

Specifically, as Vietnam transitioned to the Two-Tier Local Government Model alongside administrative boundary adjustments, in addition to reorganizing the administrative apparatus, transforming IT systems to meet the new model’s requirements and ensuring uninterrupted service for citizens and businesses became a key task assigned by the Party and the Government to ministries, sectors, and localities.
Trusted by various ministries and local authorities, FPT successfully transformed several critical systems, including: (1) Implementation of the Two-Tier Government Model and a single-tier Public Administration Service Center for Quang Ninh Province, which has operated smoothly since July 1, 2025, receiving positive feedback from businesses and citizens; (2) Upgrading the Digital Citizen application to effectively serve the post-merger two-tier government model for Ho Chi Minh City; (3) Deploying IT systems under the Two-Tier Government Model and transitioning from tax codes to personal identification numbers starting July 1, 2025, for the Ministry of Finance, the General Department of Taxation, the State Treasury, and commercial banks, ensuring uninterrupted system operations under the new model; and (4) Transforming the State Bank of Vietnam’s core systems to align with a streamlined organizational structure and the new governance model.
These are all critical systems affecting tens of millions of citizens and businesses. Ensuring their timely and smooth operation under new requirements was identified by FPT as a vital national mission. The corporation mobilized hundreds of personnel working at high intensity over a short period, united by a shared spirit of dedication to the highest goal.
Starting July 1, 2025, the Tax Department faced two major reform pillars: operating under the two-tier (province–commune) government model and adopting personal identification numbers in place of tax codes. Within just 30 rapid days, FPT collaborated to upgrade and transform major IT systems for the General Department of Taxation, as well as applications for the Ministry of Finance, the State Treasury, and nearly 20 commercial banks participating in the national budget collection system. Tens of millions of data entries were converted, and information for 100 million taxpayers was processed. Over 250 FPT experts worked continuously around the clock, including weekends, particularly during the critical period from June 28 to July 1, 2025.

Earlier, the State Bank of Vietnam urgently reviewed and streamlined its organizational structure in accordance with Resolution 18-NQ/TW, aiming to timely transform its core technology systems to align with the new organizational model by March 1, 2025. Since December 2024, a team of 50 FPT experts in technology and banking–finance had been working closely with the State Bank’s IT Department. FPT supported the department in developing detailed transformation scenarios and collaborated to migrate data across three key systems: the core banking system, the ERP-based financial and accounting management system, and the centralized vault management and issuance system (CMO).

The project was completed on schedule, ensuring stable system operations with a high level of safety and security, effectively supporting management activities such as monetary security, treasury operations, and payment systems. Notably, the State Bank’s payment system—serving as the backbone for national financial settlements—was successfully upgraded. It now handles transactions worth up to 830 trillion VND daily, maintaining absolute accuracy to the last dong to meet the strict requirements of critical financial and management reporting.
In Quang Ninh Province, as the principal technology partner, FPT worked closely with the Provincial Public Administration Service Center and the Department of Science and Technology to design and implement the new model. A team of 80 FPT engineers was stationed across 54 commune- and ward-level administrative units and special zones, participating in the construction of three major systems and directly supporting citizens and local authorities during the operational phase. These systems include: the digital station system integrated with electronic identity wallets, the centralized reception and online queuing system, and the next-generation Administrative Procedure Management Information System.

From July 1, 2025, the provincial system has operated safely and securely, meeting all administrative service requirements for citizens and businesses at the commune level, replacing the old three-tier model (province–district–commune).
Mr. Tran Van Hong, a resident of Bac Ma Zone 2 (An Sinh Ward), one of the first citizens to process administrative procedures under the new model, expressed his satisfaction after completing land document formalities: “Today’s experience was completely different. Procedures are much faster now – several steps have been simplified, and officials are very supportive. The application of IT in the new administrative system has made processing quicker, without previous delays.”
In Ho Chi Minh City, FPT rapidly deployed its technical and technology expert teams to collaborate with the city’s Digital Transformation Center and relevant departments. The company completed restructuring the administrative boundary database under the new model, successfully updating data for 300,000 residents and 168 administrative units. FPT also upgraded the feedback and complaint function, enabling citizens to submit reports by jurisdiction and integrating a two-tier government response workflow. Additionally, FPT developed administrative lookup functions and new utilities to help citizens track public services, document processing status, and results under the new model.

The Ho Chi Minh City Digital Citizen application continues to serve as the sole platform integrating all public services for citizens, facilitating interactions under the new governance model while enhancing user experience through a more intuitive interface. All application data are securely updated, ensuring safety and confidentiality. The project also reinforces Ho Chi Minh City’s pioneering role in modern urban governance innovation, laying the foundation for integrating smart city utilities and the “Digital Citizen – Digital Government” model in the next phase.
In addition to the collective recognition, nine individual FPT members were also awarded Certificates of Merit from the Ministry of Science and Technology for their outstanding contributions to key technology transformation projects.
