On the afternoon of January 13 in Hanoi, the Conference introducing the Digital Architecture Framework of the Ministry of Foreign Affairs was held. Mr. Le Hoai Trung, Member of the Party Central Committee and Minister of Foreign Affairs, attended and delivered keynote remarks. The National Digital Architecture Framework has been promulgated to establish a unified foundation for the development and operation of a digital nation, with the participation and partnership of leading technology enterprises such as FPT Corporation.

 

Attending the Conference were Major General Nguyen Huu Hung, Deputy Head of the Government Cipher Committee; Mr. Dao Van Thanh, Deputy Director General of the Department of Digital Transformation – Cipher Affairs, Office of the Party Central Committee; representatives of the National Digital Transformation Department under the Ministry of Science and Technology; representatives of FPT Corporation and Viettel Group. From the Ministry of Foreign Affairs, participants included Deputy Minister Le Anh Tuan, Deputy Minister Ngo Le Van, along with officials and staff from units under the Ministry and Vietnamese overseas missions.

At the Conference, Ms. Mai Thuy Ngan, Director of the Technology and Digital Government Center, National Digital Transformation Department, Ministry of Science and Technology, presented an overview of digital transformation and the National Digital Architecture Framework. The Framework is issued to create a unified foundation for building and operating a digital nation. It is regarded as a “master blueprint” enabling the entire political system to connect, share data and use common digital infrastructure, thereby advancing the development of digital government, digital economy and digital society in a comprehensive and sustainable manner. At the same time, the National Digital Architecture Framework represents a historic shift in Vietnam’s national digital transformation journey—from administrative management to development governance based on data and artificial intelligence.

 

The National Digital Architecture Framework applies to ministries, ministerial-level agencies and government-affiliated bodies; provinces and centrally governed cities; Party agencies at central and local levels; National Assembly agencies; the Vietnam Fatherland Front Central Committee; the Supreme People’s Court; the Supreme People’s Procuracy; and socio-political organizations. Other agencies and organizations may refer to the framework for implementation.

 

On that basis, the Digital Architecture Framework of the Ministry of Foreign Affairs is a sector-specific concretization of the National Digital Architecture Framework. It is designed exclusively for the diplomatic sector, ensuring compliance with national standards while meeting the unique requirements of foreign affairs activities.

 

Representatives of the Department of Cipher Affairs – Information Technology under the Ministry of Foreign Affairs stated that the Ministry’s Digital Architecture Framework aims to build a modern, flexible and secure digital environment; effectively serve state management functions in foreign affairs; serve citizens and businesses; and clearly define shared components within the Ministry and between the Ministry and other agencies across the political system. This approach ensures connectivity, data sharing and common use of resources, while avoiding duplication.

 

The Ministry of Foreign Affairs has identified the vision for digital diplomacy toward 2030 as building a modern digital diplomatic system operating efficiently and seamlessly from the central to local levels and across Vietnamese overseas missions; treating data as a core asset; and applying digital technologies to enhance analytical and forecasting capabilities in support of foreign policy in the nation’s new era of advancement.

At the Conference, Mr. Nguyen Hoang Minh, Chief Executive Officer of FPT IS, FPT Corporation, noted that to complete the Digital Architecture Framework of the Ministry of Foreign Affairs, priority should be given to developing key databases; building digital infrastructure and shared platforms—particularly shared cybersecurity infrastructure; a shared data repository for leadership and management; a shared consular platform; and a digital records management system capable of meeting requirements for storing classified and top-secret documents. Information security and cybersecurity must be identified as cross-cutting pillars, while an “AI-first” approach should be prioritized, gradually applying artificial intelligence to professional operations—especially in information security monitoring, early detection of data leakage risks, compliance assessment support, and data exploitation for advisory and forecasting purposes.

 

FPT representatives emphasized that digital transformation at the Ministry of Foreign Affairs can only achieve sustainable effectiveness when data is properly created, exploited and securely protected; information security is not merely a technical requirement but a prerequisite for safeguarding national interests and digital sovereignty.

 

Mr. Minh stated that FPT is honored to accompany the Ministry of Foreign Affairs in implementing the Ministry’s Digital Architecture Framework. Immediately after Resolution No. 214/NQ-CP was issued, FPT established a dedicated task force to implement the Resolution and worked closely alongside the Ministry. Within the Digital Architecture Framework project, FPT supported assessments of the current data landscape and the development of foundational documents to complete the Ministry’s digital data architecture framework.

 

Specifically, FPT promptly coordinated a comprehensive review of the catalog under Resolution No. 214, focusing on information status, connectivity status and legal documentation, based on the Ministry’s digital transformation strategy, data strategy and digital architecture framework. Subsequently, FPT reviewed all administrative procedures associated with data, providing a basis for defining tasks to build core databases. At the same time, FPT worked with the Consular Department to deploy foundational components for the migration database system, completing key groundwork in 2025. Going forward, FPT commits to continuing close coordination and long-term partnership with the Ministry of Foreign Affairs in this critical digital transformation mission.

 

In his concluding remarks, Minister of Foreign Affairs Le Hoai Trung acknowledged the thorough preparation by the organizing unit, as well as the responsible and candid participation of specialized agencies and technology partners. He affirmed that the Conference marked an important step, demonstrating a structured and systematic approach by the Ministry of Foreign Affairs to digital transformation.

The Minister emphasized that implementation must be carried out seriously and synchronously, with clearly defined responsibilities for each level and unit. He also expressed the expectation that FPT Corporation and Viettel Group will continue to accompany the Ministry of Foreign Affairs in building data frameworks, managing data, and deploying information systems and online public services—thereby contributing to the realization of a modern, efficient and sustainable digital diplomacy system.
