FPT and the Ministry of Justice Launch the National Legal Portal — A Strategic Leap in the Digital Transformation of Vietnam’s Legal Sector

Hanoi, November 7, 2025 — At the ceremony celebrating Vietnam Law Day 2025, the Ministry of Justice officially launched the National Legal Portal at phapluat.gov.vn, introducing a range of new, user-centric features designed to serve both citizens and enterprises. Developed under the leadership of the Ministry of Justice with technological support from FPT Corporation, the platform marks a major milestone in Vietnam’s legal digitalization agenda. It aims to advance institutional reform, promote the rule of law in the digital era, and realize key policy directives of the Politburo.

 

The ceremony was attended by senior Party and State leaders, including Mr. Tran Thanh Man, Politburo Member, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly; Mr. Ho Quoc Dung, Deputy Prime Minister and Chairman of the Central Council for Legal Dissemination and Education; Mr. Le Quang Manh, Secretary-General of the National Assembly and Chairman of the National Assembly Office; Mr. Hoang Thanh Tung, Chairman of the Committee for Legal and Judicial Affairs; and Mr. Nguyen Hai Ninh, Minister of Justice and Standing Vice Chairman of the Central Council for Legal Dissemination and Education. Also in attendance were representatives from central ministries and agencies, provincial and municipal Party Committees, People’s Councils and Committees, the Vietnam Fatherland Front, delegations of the National Assembly, and numerous business associations and socio-political organizations across the country.

Under the direction of the Ministry of Justice and with FPT’s collaboration, the National Legal Portal was developed not merely as an information site but as a comprehensive digital workspace for legal access and interaction, featuring six key innovations: a modern, multi-platform interface continuously updated with national political events and major policy highlights; integration with VNeID, allowing users to log in via digital ID and follow legal updates through the national citizen app; an open data repository linked with ministries and localities to analyze, compare, and monitor the validity of legal documents; a dedicated English-language section for international investors and audiences, sourcing official information from the Vietnam News Agency; social media integration to expand the reach of accurate legal information; and an AI-powered legal assistant that analyzes, summarizes, and simplifies access to legal information. The platform also incorporates new tools such as satisfaction ratings, automatic document processing and summarization, and an electronic handbook for judicial operations, enhancing both professional efficiency and user experience.

 

 

The National Legal Portal is integrated with the VNeID platform, enabling users to log in via digital identification and access legal content through the national citizen app or directly from VNeID.

 

With these capabilities, the official version of the National Legal Portal serves as a unified national legal information platform, providing authoritative legal documents, real-time updates, and interactive support for users. Amid Vietnam’s strong push for digital transformation and increasing demand for policy transparency, the platform directly supports the objectives of Resolutions 57-NQ/TW and 66-NQ/TW of the Politburo — helping citizens easily access legal information, stay informed of new regulations, and empowering businesses to promptly adapt to regulatory changes. For state agencies and legal professionals, the portal enhances law enforcement efficiency, supports administrative management and judicial training, and contributes to building a modern, transparent, and digital rule-of-law state.

An FPT representative emphasized that when laws become more transparent and accessible, the impact extends beyond technology — it represents a step forward in strengthening the country’s legal enforcement capacity. The launch of the National Legal Portal reflects the strong commitment of the Ministry of Justice and the Government to institutional reform, public service improvement, and the establishment of a transparent, internationally integrated governance framework.

 

Previously, on May 31, 2025, the Ministry introduced the pilot version of the portal under the “user-centric” principle. Within just five months of testing, the system recorded over one million visits, 200,000 AI-based legal inquiries, and thousands of feedback submissions from ministries and localities. Notably, during the rollout of Vietnam’s new two-tier local government model, the portal played a crucial role in supporting decentralization and delegation processes, particularly in key areas such as citizenship and civil status management — reinforcing public trust in a modern and transparent legal system.

 

In 2025, the system will continue integrating with the National Legal Database, expanding context-aware AI applications, including tools for searching over 1.4 million legal precedents, and developing a policy impact assessment toolkit to aid government law-making and evaluation processes.
