Hanoi, December 12 – The Ministry of Justice officially launched the nationwide deployment of the Digital Platform for Civil Judgment Enforcement (CJE) and the Smart Monitoring and Operations Center (IOC) for the Civil Judgment Enforcement System. The platform is led by the Department of Civil Judgment Enforcement (CJE), with technology partnership and implementation support from FPT Corporation, marking a transformational milestone and opening a new era of pioneering application of advanced technologies—such as Artificial Intelligence (AI)—and a comprehensive shift to a fully digital environment for civil judgment enforcement in Vietnam.
The launch took place within the framework of the Conference on the implementation of targets and tasks for civil and administrative judgment enforcement in 2026, attended by senior leaders, including members of the Party Central Committee: Deputy Prime Minister Hồ Quốc Dũng, Chairman of the Central Council for Legal Dissemination and Education; Minister of Justice Nguyễn Hải Ninh, Standing Vice Chairman of the Council; Deputy Minister Mai Lương Khôi; Mr. Nguyễn Thắng Lợi, Director General of the Department of Civil Judgment Enforcement; and other delegates.

A Breakthrough in Nationwide Digital Transformation
Against the backdrop of an organizational restructuring toward a more streamlined model—with fewer administrative layers while case volumes continue to rise in both number and complexity—the Ministry of Justice has identified digital transformation as a strategic priority.
The deployment of the CJE Digital Platform and IOC serves as a key solution to establish a “accurate – sufficient – clean – real-time” national Civil Judgment Enforcement database, in line with Resolution No. 71/NQ-CP (2025) amending the Government’s Action Program implementing Resolution No. 57-NQ/TW.
Designed as a comprehensive end-to-end solution, the CJE Digital Platform digitizes the entire civil judgment enforcement process, fully integrating workflows, databases, and digital services. The platform delivers several breakthrough benefits:
1. Administrative-boundary-free procedures, enabling case handling regardless of geographic location;
2. Real-time data that significantly reduces the burden of reporting and statistics, while supporting effective management and decision-making;
3. Advanced digital technologies, particularly AI, to automate data extraction, task assignment, and progress monitoring;
4. Enhanced citizen engagement, allowing individuals to interact, track case status, and receive notifications via QR codes, VNeID, and digital channels;
5. Seamless data connectivity and sharing between CJE authorities and the Supreme People’s Court, Supreme People’s Procuracy, Ministry of Public Security, Ministry of Finance, banking institutions, Ministry of Agriculture and Environment, and other relevant agencies—for document service, enforcement condition verification, and inter-agency coordination.

With the Civil Judgment Enforcêmnt Digital Platform, leaders can quickly review and approve documents using digital signatures.

Largest Digital Transformation Initiative in the History of the Ministry of Justice
This initiative represents the largest digital transformation project ever undertaken by the Ministry of Justice, covering all 34 provinces and cities, 355 regional Civil Judgment Enforcement offices, and approximately 6,800 users, including leaders, enforcement officers, and professional staff—implemented with FPT’s end-to-end support.
The platform consists of four core AI-enabled functional modules:
1. Electronic Receipt Module, ensuring strict control over enforcement-related financial flows, reducing errors, and enhancing transparency;
2. Decision Support Module, leveraging AI and Big Data to automatically extract data and draft multiple enforcement decisions simultaneously, ensuring legal compliance while significantly improving productivity;
3. Enforcement Operations Module, managing the full enforcement lifecycle—from document service and verification of enforcement conditions to coercive measures;
4. Citizen Reception & Complaint Handling Module, providing a digital environment for citizens to submit petitions, complaints, and denunciations, ensuring transparent file circulation, statutory timelines, and easy progress monitoring.

Smart Monitoring & Operations Center (IOC) for Civil Judgment Enforcement
The IOC CJE functions as a next-generation digital command center, applying AI to connect, integrate, and synchronize in real time with the entire CJE Digital Platform and other internal and external systems—forming a unified shared data repository.
Through the integrated AI assistant, leaders can query data using natural language, assign tasks directly, and monitor execution progress via a single centralized dashboard.

The Smart Monitoring and Operations Center (IOC) integrates real-time data across the Civil Judgment Enforcement system, enabling centralized supervision and decision-making.
Each year, the civil judgment enforcement sector handles over one million court judgments, and reliance on manual processes has placed significant pressure on operations. With the new digital platform, citizens can submit dossiers online or at the nearest one-stop service office, without being constrained by administrative boundaries.
Processes such as case intake, decision issuance, approval, enforcement execution, and electronic receipt issuance are now conducted digitally and updated to citizens via VNeID.
The system can automatically extract data from court judgments of up to 500 pages, generate over 200 enforcement decisions in under 20 minutes, and fully replace paper-based delivery with digital signatures and electronic service via the CJE Portal using unique identifiers and QR codes.
Impressive Initial Results and Future Roadmap
After more than five months of pilot implementation, the platform has:
• Processed over 90,000 court judgments;
• Issued nearly 130,000 digital enforcement decisions;
• Digitized more than 3 million pages of documents;
• Generated 464,375 electronic receipts, representing over VND 25 trillion in collections—significantly enhancing transparency and financial management efficiency.
Despite a 20% increase in workload amid a streamlined organizational structure, the system has continued to operate smoothly.
In the next phase, the platform will be further enhanced to:
• Expand data connectivity with ministries, agencies, and relevant units for end-to-end digital processing, from intake and verification to electronic service and result delivery via VNeID;
• Digitize historical data to reduce administrative procedures and enable automatic issuance of enforcement result confirmations;
• Integrate advanced AI agents to support data analysis, document drafting, risk assessment, and provide 24/7 citizen assistance.
A New Era for Civil Judgment Enforcement
The deployment of the CJE Digital Platform and Smart IOC underscores the strong commitment of the Ministry of Justice to comprehensive digital transformation.
This milestone is significant not only for the Ministry but for Vietnam’s entire law enforcement system, officially ushering in a new era of digitalized, transparent, efficient, and citizen-centric civil judgment enforcement.
