FPT Partners with the National Archives and Records Administration to Expand the Effectiveness of Digital Archiving Across Central Government Ministries and State-Owned Enterprises

Recently, the National Archives and Records Administration (NARA) organized a conference to address challenges and obstacles in digital archiving, and to officially transfer the Digital Archival Records Management Software developed by FPT to ministries, ministerial-level agencies, government-affiliated bodies, general corporations, and state-owned economic groups that have registered demand for deployment. This conference marks an important milestone, building on the proven effectiveness of previous digital archiving initiatives at the local level and expanding technological empowerment to central government ministries and agencies.

 

The event continues the successful implementation of digital archiving support programs, extending collaboration to central government bodies, thereby contributing to the resolution of operational, technological, and organizational challenges amid increasingly urgent demands for archival document management.

Speaking at the conference, Mr. Dang Thanh Tung, Director General of the National Archives and Records Administration, stated: “We sincerely appreciate the attention and close cooperation of leaders from ministries, sectors, localities, and relevant units in advancing digital archiving. Recently, in the context of implementing the two-tier local government model, archival and records management at the local level has faced highly urgent requirements due to the large volume of documents and intense processing pressure. In implementing Resolution 57 and related guiding documents, the Ministry of Home Affairs and the National Archives and Records Administration have prioritized deploying working missions to localities and developing archival management schemes to support the transition of governance models.”

Continuing from these efforts, today’s conference further reaffirms the responsibility of the Ministry of Home Affairs and the National Archives and Records Administration in accompanying ministries and agencies to resolve challenges related to timelines, professional workflows, and the deployment of digital archival management software tailored to the specific characteristics of each sector—toward a period of strong innovation for the archival industry in the coming years, Mr. Tung emphasized.

 

During the conference, delegates shared and discussed practical difficulties and questions arising in the digital transformation of records and archives management within ministries and central agencies. Among the most prominent issues are the massive volume of documents and the sector-specific characteristics related to retention schedules, record composition, and archival classification standards. In response, the leadership of the National Archives and Records Administration affirmed their commitment to supporting ministries and agencies through regulatory guidance, standardized processes, implementation methodologies, and concrete technological solutions to comprehensively address these challenges.

 

 

The Digital Archival Records Management Software developed with FPT’s technical collaboration.

 

Within the framework of the event, the National Archives and Records Administration officially transferred the Digital Archival Records Management Software to ministries and agencies for installation and operation on their respective IT infrastructures. Developed with FPT’s technical partnership, the software is designed in compliance with the Law on Archives and sector-specific professional requirements, ensuring data security, integrity, and scalability throughout its lifecycle.

 

The solution supports comprehensive management of the entire lifecycle of archival records, contributes to data standardization, and facilitates connectivity and information sharing among units in line with the unified orientation of the archival sector.

 

Ms. Pham Thuy Loan, Director of Government Sector Operations, FPT IS, FPT Group, also affirmed: “With experience accumulated through close collaboration with many localities, FPT deeply understands the complexity and specificity of archival work, which requires a very high level of technical standardization and regulatory compliance. At the same time, FPT has had the opportunity to participate from the early stages of completing the legal framework for archives and developing archival software systems, enabling us to fully grasp regulatory, professional, and technological requirements. We are committed not only to providing technology solutions but also to directly advising and supporting practical operations tailored to the unique characteristics of each ministry and sector, contributing to the comprehensive modernization of the archival and records management industry.”

Previously, the National Archives and Records Administration transferred the Digital Archival Records Management Software, while FPT donated document digitization software to 34 provinces and cities nationwide. A series of conferences was organized across the North, Central, and Southern regions, with the participation of leaders from the National Archives and Records Administration, FPT Group, and representatives from provincial Departments of Home Affairs, Departments of Science and Technology, Offices of People’s Committees, and related agencies.

 

These activities reaffirm FPT’s continued partnership in accelerating the digital transformation of the records and archives sector, contributing to the achievement of industry goals in line with Resolution 57-NQ/TW, from the central to the local level.

 

In parallel with its deployment and software transfer initiatives, FPT is further developing a digital archiving ecosystem including iSOMA, ArchiveNex, and akaVerse. These solutions have been and continue to be implemented to support the management, exploitation, and preservation of digital records for numerous government agencies, organizations, and enterprises nationwide.
