FPT Builds an AI Platform from 150 Major Use Cases Across Vietnam's Ministry of Finance

Starting with 150 real-world requirements identified across 23 units of Vietnam's Ministry of Finance, FPT standardized them into 80 business use cases and developed 11 AI applications on a shared industry platform. Beyond addressing day-to-day operational needs, the project demonstrates a systematic approach to AI adoption in the public sector—beginning with data, standardizing business processes, and building a unified technology platform that supports Vietnam's national strategy for science, technology, innovation, and digital transformation under Resolution No. 57-NQ/TW.

Every day, Ministry of Finance officials process vast volumes of legal documents, reports, financial data, and administrative procedures. A single information request may require reviewing dozens of documents. Preparing a report often involves consolidating data from multiple agencies. Responding to inquiries from citizens or businesses may require verifying numerous regulations before providing an official answer.

As the volume of information continues to grow, manual processing places increasing pressure on both efficiency and productivity. Officials need to locate the right information faster, compile data more accurately, and ensure consistent execution across departments. This is precisely where artificial intelligence can deliver tangible value.

However, introducing AI into a large government organization such as the Ministry of Finance cannot begin with deploying a generic AI tool and expecting it to adapt automatically to every business function. Each domain—including taxation, customs, the state treasury, and securities—has its own datasets, terminology, workflows, and security requirements.

To generate meaningful value, technology providers must first gain a deep understanding of how officials work, how data is structured, and where time-consuming bottlenecks exist throughout each business process.

Since October 2025, FPT has worked closely with the Department of Information Technology and Digital Transformation to assess AI adoption needs across the Ministry's 23 affiliated units. This marked the first step in translating AI capabilities into practical solutions that directly support government management, operations, and public service delivery.

Turning Real Business Needs into AI Solutions

The assessment identified 150 AI application requirements, covering a wide range of use cases—from legal document retrieval, report generation, and professional Q&A to document review, contact center operations, and citizen information services.

Rather than developing individual tools for each request, FPT analyzed, consolidated, and standardized these requirements into 80 business use cases.

Each use case clearly defined:

  • Target users;
  • Data sources;
  • Inputs and outputs; and
  • Methods for validating results.

For example, the request to "search legal documents more quickly" was translated into a specific technical problem involving searchable knowledge repositories, natural language understanding, source citation, and legal validity verification.

Based on these standardized use cases, FPT developed 11 AI applications supporting management, operations, and professional tasks.

The project demonstrates FPT's ability to transform fragmented requirements from multiple organizations into a unified, scalable, and sustainable technology architecture. Rather than adding another layer of technological complexity, AI is designed to help officials perform time-consuming tasks more efficiently, including information retrieval, document review, and content summarization.

In June 2026, the Department of Information Technology and Digital Transformation organized three online and in-person training programs for the pilot deployment of the Ministry's shared AI platform.

The program attracted 570 online participants and 155 in-person participants, laying the foundation for transitioning the platform from pilot testing to day-to-day operations.

Bringing the Ministry's Knowledge Base Closer to Civil Servants

One of the platform's flagship applications focuses on legal document retrieval.

The Ministry of Finance oversees numerous sectors with extensive and frequently updated regulatory frameworks. During daily operations, officials must identify the correct legal documents, provisions, effective dates, and applicable scopes.

With FPT's AI solution, users can simply ask questions in natural language instead of remembering exact document titles or reference numbers.

The system analyzes each query, searches the Ministry's specialized knowledge base, and returns relevant regulations and legal provisions together with their original source references.

FPT has also developed an AI-powered report generation assistant.

Previously, officials had to manually review numerous documents, extract key figures, and consolidate information. AI now assists with reading, summarizing, categorizing, and synthesizing information from multiple data sources.

This enables officials to devote more time to analysis, evaluation, and policymaking, while all figures and conclusions continue to undergo human verification before official use.

For professional knowledge support, officials can ask everyday questions about procedures, operational guidelines, and specialized documentation.

The system searches the Ministry's knowledge repository and provides relevant answers with supporting references, enabling consistent knowledge sharing across the organization rather than relying on scattered systems or individual experience.

AI Enhances Services for Citizens and Businesses

Another group of AI applications has been deployed across the Ministry's Electronic Information Portal, Public Service Portal, and citizen support systems.

The AI platform can receive inquiries, search verified knowledge sources, and recommend draft responses. Frequently asked questions can be answered more quickly, while more complex cases continue to be escalated to subject matter experts.

A key strength of the platform is that AI relies exclusively on standardized, validated industry datasets rather than generating responses from uncontrolled information sources.

Government officials remain responsible for reviewing and approving all final content.

To support these 11 AI applications, FPT and the Department of Information Technology and Digital Transformation jointly built a knowledge repository containing more than 245,000 pages of electronic documents and 11,000 legal and regulatory documents from the Ministry of Finance.

All data has been collected, categorized, cleansed, and structured to enable AI to search efficiently, understand context, and accurately cite authoritative sources.

The shared platform model reduces fragmented technology investments, lowers infrastructure costs, and improves data interoperability across departments.

At the same time, individual units can continue developing applications tailored to their own specialized business requirements while leveraging the same technology foundation.

Currently, four of the seven key application groups are ready for operational deployment, while the remaining groups continue to be refined.

The platform is being piloted across 35 departments and agencies and is already supporting more than 800 government officials in their daily work.

Going forward, each application will continue to be evaluated based on processing time, accuracy, source traceability, and user experience.

Feedback from ministry officials will help FPT further optimize AI models, expand datasets, and continuously enhance platform capabilities.

What began as an AI initiative within Vietnam's Ministry of Finance is now helping shape a practical and sustainable framework for AI adoption across the public sector.

By placing business needs at the center, building on high-quality data, and developing applications on a shared technology architecture, FPT is enabling government agencies to improve operational efficiency while creating a scalable foundation for broader AI adoption across the public sector.

This approach not only strengthens governance and public service delivery but also unlocks the strategic value of data for national development.
